2016-03-05 Mt St Charles trans exclusion policy protest 005Perhaps the most poignant sign at the protest outside Mount Saint Charles Academy (MSCA) early Saturday morning read, “41 percent of trans individuals attempt suicide in their lifetimes. Accommodation cannot wait.”

The response from former Academy students and LGBTQ activists to MSCA’s policy of excluding transgender students, because the school does not have the facilities to accommodate them, has been swift and extremely negative. Two former students at the protest told me that when they attended MSCA they always found the staff and management to be open, accepting and willing to dialogue on difficult subjects. The sudden addition of a policy that excludes trans students blindsided them.

No one at the protest felt that the statement MSCA issued yesterday in response to the outcry over the policy was adequate. Trans students don’t need special toilets or facilities said one protester, they need the same facilities as everyone else.

The timing of the protest, on a cold and windy Saturday morning at 7:30am likely kept many interested in attending the protest away, but organizers AJ Metthe and Anthony Maselli scheduled the event to coincide with MSCA’s entrance exam for prospective students. Parents and children considering the school would be made very aware of the exclusionary policy.

Those driving past the protesters mostly kept their thoughts to themselves, but many were positive, with horn honks or thumbs up. One man felt the need to stop his car in the middle of the road and incoherently yell at the protesters about how trans people don’t exist, the ultimate refutation of their humanity, but he was a one off.

Protesters were polite and peaceful throughout the event, and more protests are being considered for the future.

“Mount Saint Charles Academy deeply regrets the unintended hurt feelings at and seeming insensitivity of our policy regarding the acceptance of transgendered young people.  The policy that currently appears in the Mount Saint Charles Student Handbook is not intended to be discriminatory toward transgendered students nor is Mount Saint Charles Academy’s intent or desire to exclude transgender students.  The policy was put in place for the simple reason that Mount Saint Charles feels that its facilities do not presently provide the school with the ability to accommodate transgender students.

“As a Catholic school, Mount Saint Charles recognizes its call to serve all children who desire a Catholic education, but it also recognizes that it is not a comprehensive high school with the ability to serve all students.  Some students may not be academically qualified.  Others may have learning plans which the school cannot accommodate.  And in some cases, our facilities may not be adequate to service some students.

“Although the school has not been approached with any requests to admit transgender students, Mount Saint Charles Academy’s administration has been exploring ways in which it might provide reasonable accommodations for transgender students and fulfill its mission.

“While Mount Saint Charles can respect that some may find our current policy somewhat inconsistent and intolerant,  please try to understand the reason for its existence. This is certainly not our intent.  Please know that we would very much like to address the issue, and your prayers and kind assistance would go a long way in allowing us achieve that goal.”

Love UnconditionallyIf you’re reading about the policy at Mount Saint Charles Academy that’s banning trans students from attending their school and feeling angry or sad because there’s nothing you can do to combat this bigotry, well, feel better, because I’ve got some ideas.

First, plan to get up real early tomorrow morning and head out to Mount Saint Charles Academy, 800 Logee St, Woonsocket, Rhode Island 02895 by 7:30am for a peaceful protest of the school’s policy. Mount Saint Charles Academy is holding their entrance exam for incoming students at 8:15am, so parents will be dropping off their students for the exam.

Organizers AJ Metthe and Anthony Maselli ask that people bring, “peaceful & positive signs and messaging only… Let’s show them this new policy is one that goes against their own values statement that ‘every student is known, valued, treasured.’ Let’s show them that the Gospel preaches love for ALL, not hate and exclusion.”

The event is expected to run from 7:30 – 8:30am.

David Coletta has started a petition on Change.org asking Mount Saint Charles Academy President Herve Richer to, “leave the hateful rhetoric in the past” and accept Trans students. “Sign this petition to let [Mount Saint Charles Academy] know that all students with a desire to learn and excel should be allowed that opportunity, gender aside.”

As of this writing the petition has nearly 600 signatures, and this story hasn’t gone national yet. It’s poised to.

“As a transgender graduate I am both shocked and deeply disappointed,” said one signer. “I am signing this because as of today, I am ashamed to be a Mount Saint Charles Graduate,” said another.

Update: This week alumni of Mount St. Charles became aware of a policy regarding Transgender Students. Over the last 24 hours, more than 600 Mount St. Charles alumni have vocalized their frustration, disappointment, and anger regarding this policy. The passion for justice that is being expressed through social media is grounded in the lessons that were instilled in us while students at the Mount. We love Mount St. Charles and what it meant, and means, to us. We are dedicated to ensuring that future generations – that all people – are able to experiencing this amazing place in the same way that we did. We look forward to conversation with the administration in the days ahead and the opportunity to work with them to make Mount St. Charles the best place that it can be.

At 3:30pm today, March 3, 2016, my world was shaken in a deep and profound way. I was sitting in the refrectory at Yale Divinity School scrolling through Facebook passing the time until my afternoon class. A message popped up on my screen. It was from a dear and beloved friend, a classmate from my time at Mount St. Charles Academy. The message contained a link to a Facebook post shared by another Mountie. I knew something bad was afoot. I clicked, read the post, and instantly felt as if I had been punched in the stomach.

The post was a screen shot of the most recent version of the “Mount St. Charles Academy Parent-Student Handbook 2015-2016.” A bold red title appeared prominently reading: “Transgender Students”. Beneath the title were two lines containing 32 words, “Mount Saint Charles Academy is unable to make accommodations for transgender students. Therefore, MSC does not accept transgender students nor is MSC able to continue to enroll students who identify as transgender” (Note: This screen shot was taken from page 40 of the handbook).   As I read these words it took every ounce of restraint and control in body not to breakdown in the middle of the dining hall. As I read, reread, and read those words yet again the words of the psalmist instantly came to mind. “I am utterly numb and crushed; I wail because of the groaning of my heart.”

Let me step back and clarify why these 32 words have dealt such a painful blow.

Up until 3:30pm today I was an incredibly proud and unabashed graduate of Mount St. Charles Academy. I have regularly boasted of the amazing education I received in junior high and high school. I have credited that institution, along with my time at Rhode Island College, for being the reason I am thriving as a graduate student at Yale University. I have already started lobbying my wife that we should send our future children to Mount St. Charles when the time comes. I have fervently defended my alma mater and encouraged others to consider sending their children there as well. You see the core of who I am rests largely on the foundation built during my six years as a student at Mount St. Charles.

It was at Mount St. Charles that I first learned that I could succeed as a student. It was at Mount St. Charles that I experienced the love and unending support from faculty and staff who sacrificed much of themselves for the wellbeing of their students. It was at Mount St. Charles that I learned to be a better person. It was Mount St. Charles that taught me how to be a better Christian. Not only did Mount St. Charles teach me to be a better Christian, it taught me how to live more fully into the promises of the Baptismal Covenant found in The Episcopal Church’s Book of Common Prayer. My six years at Mount St. Charles taught me more about living into this covenanted relationship with God than any Sunday School, Confirmation class, or Baptism workshop I have ever attended. Most importantly, it was at Mount St. Charles that my vocation to the priesthood emerged and was allowed to blossom despite the fact that I was not Roman Catholic. It is because of all this and more that two years ago on the occasion of the Solemnity of the Most Sacred Heart of Jesus, I wrote a blog post describing just how proud I was to be a Mountie. Sadly, I can no longer stand by the words, “I am proud to be a Mountie.”

The psalmist writes, “I am utterly numb and crushed; I wail, because of the groaning of my heart.”

Today, when I learned that Mount St. Charles no longer accepts Transgender students the foundation of who I am, the foundation built at Mount St. Charles, shattered.

It shattered because I am a Mountie, and I am Transgender.

Those two lines, those 32 words on page 40 of the Parent-Student Handbook mean that if I were to apply to Mount St. Charles today they would not accept me because of who I am – they would reject me because of my God given identity. If those shattering and painful sentences were the policy when I was a student, if they were included in the 2005-2006 or 2006-2007 Parent-Student Handbook, Mount St. Charles could have refused to continue my enrollment. I refuse to begin to contemplate what I would have done had I been kicked out of Mount St. Charles because my gender identity does not fit into a neat little box – but I can guarantee you it would not have been good.

Today I learned that Mount St. Charles has failed me. Today I learned that I am a second class Mountie. Today I also learned the value of a Mount education.

From the moment I saw the original Facebook post, my Facebook newsfeed has been overwhelmed with outraged alumni, I have received Facebook messages and texts letting me know how much I am loved and supported by my former classmates. What is emerging on Social Media are the fruits of the community we built at Mount St. Charles; it is a harnessing of the passion and commitment to justice that was engrained in us at Mount St. Charles. The letter writing, mobilizing, and organizing that began within moments of this news being discovered are the fruits of the education we received at Mount St. Charles. We are embodying the Mount St. Charles mission statement:

Mount Saint Charles Academy, a private, Catholic junior- senior high school in the tradition of the Brothers of the Sacred Heart, serves a co-educational community in a college preparatory environment.

We challenge our students through rigorous academic programs and through religious and co-curricular experiences to become people of faith who use their talents and intellects to serve others.

Each and every student is known, valued, treasured, and taught in partnership with the family.

When I was in the eighth grade, I received the biggest award for a junior high student. I received the Great Eight Award, an award given to two students in the eighth grade who exemplify what it means to be a Mountie. Since 2003, as a result of this award, my name has been inscribed on your wall of fame. My name stands as a symbol of what it truly means to embody the spirit of the Mount. It is hard, it seemingly impossible, to reconcile the fact that I could go from exemplifying what it means to be a Mountie – something I have endeavored to do since the day I received that award – to being a person my beloved alma mater refuses “to accommodate.”

And so, to the faculty, staff, and administration of Mount St. Charles who approved this policy, to you whom I put complete faith and trust it, to you whom I relied on, to you who cared for me – you have failed me. You have failed not just me, but each and every student who does, who has ever, and who will ever walk through your doors. You have outraged me, you have disappointed me, you have hurt me, but most importantly who have cut down everything you taught me to stand for. I hope you remember that each and every time you walk outside the faculty room, every time you glimpse my name on the Great Eight Award plaque, because those 32 words inscribed in your handbook discredit everything you say you stand for. I am your student: what happened to “each and every student is known, valued, treasured, and taught”?

In the days ahead, more will be said, letters will be written, and campaigns will begin. But, today I can only manage these words. I can only muster up the strength to share my deep and profound pain.

Former students speak out against Mount St. Charles Academy’s trans-exclusive policy

Mount St Charles AcademyFollowing a report on GoLocalProv that Mount St. Charles Academy in Woonsocket “is unable to make accommodations for transgender students” and therefore “does not accept transgender students” or “able to continue to enroll students who identify as transgender,” a group of former students, Concerned Alumni Against Mount St. Charles’s Trans-Exclusive Policy has issued the following statement:

We are deeply disappointed by the decision by the Mount Saint Charles Academy administration to include a provision in their 2015-16 Student Handbook that refuses admittance for transgender students based on a lack of undefined accommodations that has come to our attention this week. Mount Saint Charles has always been an incredible pillar of support for so many students, current and alumni alike. Actions like this seem wholly uncharacteristic of the institution.

“Furthermore, we are also confused as to what ‘accommodations’ means, as it is undefined. There are solutions to explore beyond outright expulsion and refusal of admittance. Over 600 alumni have already come together to speak out against this action.

“We love Mount Saint Charles and what it meant to us. The community that is fostered there is meant to be one of love, respect, and support. That is what we were taught.  We do not take provisions like this lightly. We want to protect and preserve the community that made every student feel safe and supported. This is an opportunity to learn, grow, and come together to push past our differences. We look forward to speaking further with administration to find a resolution to this painful decision.”

The group is comprised of former Mount St. Charles Academy students Nick Martin, Dante Tavolaro, Alicia Bissonnette, Ryan Glode, Samantha Ward and Julie McBrien.

Domestic violence homicides in Rhode Island are preventable

2016-02-25 Domestic Violence 001During the past ten years, from 2006 to 2015, 54 people lost their lives to domestic violence homicides in Rhode Island over the course of 48 incidents, says a new report from the Rhode Island Coalition Against Domestic Violence (RICADV).  Domestic Violence Homicides in Rhode Island, 2006-2015 is a first-of-its-kind report. The report contains key findings, homicide incident descriptions, and recommendations for preventing future domestic violence homicides in Rhode Island.

By analyzing the collective data, the report delivers some key findings:

  • Domestic violence homicide is a violence against women issue: Of the 45 victims killed in intimate partner homicide incidents, 34 (76 percent) were women.
  • Guns and domestic violence continue to be a deadly combination: Firearms made already violent situations more deadly. In every incident where a bystander was killed, a gun was used.
  • Many of the intimate partner homicide incidents shared common elements that are known to indicate a heightened risk of homicide: In 14 of the 41 cases, there were indications that the perpetrator had been stalking the victim, 20 of the 41 perpetrators had been arrested for domestic violence in the past, and in 22 of the 41 cases there was evidence that the victim had already left or was planning to leave when the homicide occurred.

  • Rhode Island must continue to invest in coordinated community response to domestic violence and foster collaboration between law enforcement, courts and victim advocates.
  • Rhode island must implement dangerousness assessment and screen all domestic violence criminal cases for lethality risk factors.
  • Rhode Island must pass legislation to prohibit convicted domestic violence perpetrators and perpetrators subject to domestic violence restraining orders from possessing guns.
  • Rhode Island must pass legislation to strengthen the state’s current laws against stalking and consistently enforce protective orders.
  • Rhode Island must take steps to stop domestic violence before it happens in the first place and establish a fund that will support evidence-substantiated public health approaches to the primary prevention of domestic violence.

At the press conference to announce the report there were two posters bearing the names of all those murdered in Rhode Island in domestic violence incidents. Two women told heartbreaking stories about losing a family member to domestic violence. In the first, Jami Ouellette talks about her sister Stacy’s death at the hands of her abusive husband. The story is graphic and chilling.

Next, Ann Burke tells of her daughter’s death from intimate partner homicide. A health teacher, Burke has been instrumental in getting the state to teach teens about intimate partner violence, but she has been doing so without any funding since the program began. She co-founded the Lindsay Ann Burke Memorial Fund in he daughter’s memory.

Rhode Island Attorney General Peter Kilmartin also spoke. He has been a strong advocate for the prevention of domestic violence.

Education advocacy coalition seeks records on premature use of PARCC

acluCiting widespread confusion about the potential use of PARCC exam results in a punitive manner against students in the near future, a coalition of organizations has filed an open records request with every school district in the state to obtain information about any plans they have to use the test for grading or graduation purposes before 2021.

In various public comments, state Commissioner of Education Ken Wagner has indicated that, in order to provide time for schools to give students necessary support services, he does not believe schools should use PARCC as a high stakes test determining a student’s graduation eligibility until 2021. However, he has refused to revise current R.I. Department of Education policies that give school districts the power to incorporate PARCC scores into students’ grades and to use the test as a high stakes graduation requirement as early as next year. This month, for example, notwithstanding the Commissioner’s comments, Cranston parents were advised that PARCC scores would be a graduation requirement for the Class of 2020.

The confusion and mixed messages are generating anxiety among some parents and students similar to what occurred with PARCC’s predecessor, the NECAP. Today’s open records requests to school districts – filed by the ACLU of Rhode Island with the support of more than a half-dozen other organizations – are designed to determine which school districts have discussed using PARCC before 2021 as a graduation requirement or a grading tool, and to publicize the information to parents who may be perplexed by the conflicting messages being sent by RIDE and who wish to object to the premature use of the test results in such a manner.

Cranston parent and Parents Across RI  (PARI) Advisory Committee member Debbie Flitman said today: “RIDE officials are misleading parents and students about the use of the PARCC assessments as a graduation requirement. I recently attended a meeting where RIDE officials told participants that PARCC testing is not a graduation requirement for the classes of 2016-2020. Based on this information, I was under the impression that this was a statewide directive. Confusion set in when I attended a Class of 2020 Orientation at Cranston High School West, where students and parents were told PARCC testing is a graduation requirement. When I pushed officials further, I learned that RIDE regulations allow school districts to use PARCC testing as a graduation requirement if they so choose. Why isn’t RIDE being upfront with this information at their meetings?”

Rick Richards, a former employee in the Department of Education’s office of testing, stated: “With school districts free to use or not use PARCC results to punish students, it will matter more than ever where you live. This approach has the potential of deepening disadvantages already embedded in the state’s educational system.”

ACLU of RI executive director Steven Brown said: “It is unfortunate that RIDE is giving school districts open-ended authority to use PARCC results so soon without any need to demonstrate that they have provided necessary support services to the students who will be adversely affected. This is very poor public policy and an abdication of responsibility on RIDE’s part. It is particularly unfortunate that we, rather than RIDE, must find out exactly what is going on across the state.”

Tracy Ramos from Parents Across RI, said: “Parents and students deserve clear information about the use of PARCC tests. The Commissioner’s recent comments indicate that schools shouldn’t be focused on test scores. This request will help clarify for parents what’s really happening in our districts.”

Under the Access to Public Records Act, school districts have 10 business days to respond to the request. The organizations joining the ACLU in support of the request for the documents included RITELL, Young Voices, Providence Student Union, RI Disability Law Center, Coalition to Defend Public Education, Parents Across RI, Youth Pride Inc, Tides Family Services.

ACLU challenges ordinance restricting student housing rights

acluThe American Civil Liberties Union of Rhode Island has filed suit against the City of Providence to challenge a recently enacted city ordinance that prohibits more than three “college students” from living together in certain areas of the city. The ACLU of RI argues that the ordinance is discriminatory and ineffective at its stated purpose of improving neighborhoods, and will likely have the most impact on lower-income students.

Today’s lawsuit, filed in Rhode Island Superior Court by ACLU of RI cooperating attorneys Jeffrey L. Levy and Charles D. Blackman, is on behalf of the owner and tenants – four Johnson & Wales undergraduate students – of a house in the Elmhurst section of Providence. The City ordinance, enacted in September, makes this arrangement illegal by prohibiting more than three “college students” from living together in a non-owner-occupied single family home in certain residential areas. The suit argues that the ordinance violates the plaintiffs’ rights to due process and equal protection of the law.

The lawsuit claims that “there is absolutely no reason to believe that restricting the number of student tenants in a small subset of available rental housing (i.e., single-family homes) will make the affected neighborhoods any quieter, safer or cleaner. On the contrary, the ordinance is an unconstitutional intrusion into the rights of college and graduate students to choose with whom they wish to live, and the rights of property owners to rent their homes to tenants of their choice.”

The suit notes that there are already multiple ordinances in place to address noise, parties, traffic, and other possible nuisances. In challenging the ordinance’s discrimination against students “based solely on their occupation and/or educational status,” the suit further points out that “college student” is so broadly defined that it includes anyone enrolled in a college or university, whether they are a full-time undergraduate student, a PhD candidate, or a professional taking classes part-time.

The ACLU of RI raised these concerns before the Providence City Council approved, and Mayor Jorge Elorza signed, the ordinance into law in September.

Attorney Levy said today: “The City and State already have laws in place that regulate overcrowding, loud parties and underage drinking. This ordinance goes too far by attempting to legislate who can live together in the same house. Ultimately, it will have its most significant impact on students from low-income and middle-income families who can’t afford to cover a larger share of the rent in a single-family home.”

ACLU of RI executive director Steven Brown added: “The ordinance’s unfair stigmatization of Providence’s students is contrary to the City’s reputation as a welcome host to the local colleges and universities. More vigorous enforcement of laws already on the books, along with increased collaboration with the educational institutions, would be a more productive method to deal with the legitimate concerns that some residents have raised.”

The lawsuit seeks to halt all enforcement of the ordinance and have it declared unconstitutional.

hispaniolaA World Affairs Council of Rhode Island (WACRI) forum will explore the complex and often painful history between Haitians and Dominicans on the Island of Hispaniola and the plight of Haitians and Dominicans of Haitian descent in the Dominican Republic on Thursday evening at the Donovan Dining Faculty Center at Rhode Island College from 6-9pm.

Providence holds a large Dominican immigrant population, as well as a significant Haitian immigrant population. WACRI’s open community forum will discuss issues related to the current border issues (such as deportations) between Haiti and the Dominican Republic, an issue of global and local importance here in Rhode Island.

This forum will bring together WACRI members and their guests with members of the Rhode Island Haitian and Dominican communities’ diaspora. In addition, it will create awareness about important human rights issues on the island of Hispaniola. Historically, Dominicans and Haitians have had a somewhat tense relationship and the forum provides the opportunity for constructive dialog.

The evening features:

  • Cultural performances during cocktail hour by Haitian singer Fritza Remy and Dominican playwright Elvys Ruiz
  • Keynote speaker Dr. Silvio Torres-Saillant from Syracuse University who will speak about the “Pain of History in Quisqueya (Hispaniola) Today
  • Comments by local activists Melida Anyi Espinal and Moise Bourdeau
  • An interactive forum led by the Honorable Walter R. Stone, Associate Justice of RI Superior Court, in which all attendees can participate in a conversation about the past and future of these two countries.

A 13 hour occupation of Providence College President Brian Shanley‘s office ended Tuesday evening as Shanley capitulated and signed the student’s list of demands. According to a Facebook post by Marco McWilliams, “Students will now turn their attention to follow through efforts.”

A statement from the students, who identify themselves as the “Board of Directors” arrived at 1am. It reads:

“We would not leave until the document said he would provide a substantive plan in regards to “each” of the Demands for Redress because there is not one single one that we were willing to go unaddressed. Altogether we were in there thirteen hours, eight of which he ignored us and then gradually agreed to negotiate. This came when he realized we really wouldn’t leave his office until we had his signature and that four students were steadfast in their hunger strikes. We are proud of what we accomplished. We will see how honest he is in his commitment in 20 days and whether or not we believe his plans are substantive enough.”

A group of Providence College students has occupied the office of PC President Brian Shanley. The following is from their press release:

Harkins_Hall,_Providence_College,_Providence_RIBeginning at 8:30 am this morning Providence College students who have been organizing against anti-blackness and racism on their campus began to occupy the Office of the President. Student organizers issued a list of comprehensive Demands for Redress in December 2015, based on evidence-based practices and systemic solutions for an inclusive campus that the President will not agree to. This follows three semesters of unproductive dialogue filled with political rhetoric and complacency from the President and his administration. Additionally, Shanley has not responded to any e-mails requesting to meet one-on-one with student activists.

Three of the students are participating in a hunger strike.

Student protesters say they will occupy the Office of the President and remain there until Shanley signs An Agreement of Commitment to the Demands for Redress.

The video was filmed on Friday, February 13, 2016 at Providence College. Peaceful protesters demonstrated on the continued complacency of President Shanley and his administration on issues surrounding overt anti-blackness and racism on the college’s campus. During the protest, campus visitors, who were attending Family Weekend, physically and verbally assaulted students.

The first segment shows a man who pushed the student in front of him while simultaneously screaming in his ear “If you don’t like it here, transfer!” The same male also threatened another student, saying that if the group continued to chant he would punch him in the face. The younger male, in the yellow hat is seen mocking student protesters by mimicking dance moves while telling them to “shut the f*** up” and calling their efforts “a joke”. The video also shows a woman in a fur jacket screaming “ALL students matter” in retort to “Black Students Matter” being chanted by students.

To say “all lives matter” is not to say that all human life is equal but is to deny the racial disparity that exists in American society. This is an ideology that permeates much of campus.

This display of aggressive hate and hostility is just an example of what some students of color at Providence endure from their peers and professors both in and out of the classroom. This type of behavior is typically met with silence on the part of the Office of Safety and Security and key decision makers such as the President of the college. For example, during the fall 2015 semester when a group of Providence College students peacefully marched in solidarity with the University of Missouri, a spectating student used Snapchat to post the demonstration with the message “shut up you n******”. Instead of investigating, Safety and Security protected the perpetrators and the College has taken no visible action to address such behaviors.

In addition to overt anti-blackness and racism such behaviors permeate other areas of the college, including the curriculum, both implicitly and explicitly. The February 13, 2016 demonstration is, in part, a response to the silence and the increasing sense of insecurity faced by students of color. Students are committed to engaging in various forms of activism in attempts to break the silence in response to racism and anti-Blackness. They are committed until Father Shanley “stands up or steps out”.

Update: The students were told when they entered the office that President Shanley was not on campus. At 9:30 a.m. the President was seen by a student in the hallway outside his office in Harkins Hall 218 but he refused to make eye contact.

In a succinct statement posted to Facebook, Providence Democratic School Board Chair Nicholas Hemond announced his endorsement of Republican Ohio Governor John Kasich, writing, “John Kasich should be president of the United States.”  In an email, Hemond elaborated, saying, “I just appreciate the guy’s measured tone in a race that has been such a circus.”  Pointing to a policy of staying out of national races, Hemond clarified that he will not be taking any formal role in Kasich’s campaign.

Frequently portrayed as a member of the establishment wing of the Republican Party, Kasich is known for his fierce advocacy for restricting workers’ rights and defunding Planned Parenthood.  Kasich finished second in the New Hampshire Republican primaries.

Hemond is a controversial figure in Providence politics. Working at the Darrow Everett law firm, Hemond has emerged as the go to lobbyist for developers looking for special deals to lower their tax rates.  He recently suffered a major defeat when a tax break extension was defeated, due to pointed opposition from Council President Luís Aponte and Majority Leader Kevin Jackson, the leaders of the all-Democratic Providence City Council.  While advocating for these subsidies for big developers, Hemond opposed then-Chair Keith Oliveira’s proposal to increase the school budget, instead voting for Mayor Jorge Elorza’s lower proposal.  In January, Oliveira resigned in protest, blasting Mayor Jorge Elorza for his education policies and leadership approach.  With Elorza’s support, Hemond replaced Oliveira as Chair.

Providence is a strongly Democratic city, backing President Obama over Mitt Romney by a seventy-point margin.  Every elected official in Providence is a Democrat.  Hemond is also a registered Democrat, and he is thought to harbor ambitions of running for Mayor as a Democrat.

web-Seizing-the-Means-of-ReproductionA one-day conference, Seizing the Means of Reproduction, that seeks to explore “reproductive labor and social reproduction as contested sites of struggle” will be held at Brown University on February 19, and organizers have arranged an excellent slate of presenters. Organizers Arlen Austin and Beth Capper describe the conference as tracking “the multiple historical sites, geographic locations, and activist genealogies that form and inform our collective imagination of,” reproductive labor and social reproduction. “At the same time, [the conference] aims to recalibrate contemporary diagnoses of post­-Fordism by foregrounding and historicizing Marxist feminist theorizations of racial capitalism, the welfare state, and neoliberalism. ”

Pretty heady stuff, but organizer Arlen Austin stresses that “all the speakers involved have one foot in academia and one foot in grassroots organizing and activist work. (Of course the two realms aren’t mutually exclusive but have been more or less intertwined historically)… I absolutely think that it is meant to be for grassroots activists and young people just developing an interest in socialism, feminism and Marxism as well as people who have had the opportunity to study these traditions in a focused way through an educational institution.”

There will be opportunities for local groups at the conference as well, says Austin. “We are planning a table for local organizations to present their outreach materials and hope to have representatives make brief statements about their work between presentations if we can successfully coordinate this.” Groups interested should get in touch with Arlen Austin and Beth Capper.

The conference will also “revisit the legacy of the 1970’s Wages for Housework and Welfare Rights movements in relation to pressing issues of contemporary social inquiry and social struggle: the international division of domestic, sexual, and caring labor; the assault on welfare in an age of neoliberal austerity; the rise of the prison industrial complex; and the question of the ‘commons.’”

In conjunction with Seizing the Means of Reproduction, organizers are “launching a digital humanities archive on the international Wages for Housework movement. Drawing on materials housed in the collections of the Lesbian Herstory Archive (Brooklyn, N.Y.) and the personal archives of women involved in the movement, this digital platform will make publicly available, for the first time, photographs, manifestos and other media, many of which are unpublished or not previously available to researchers.”

Mimi Abramovitz ​is Bertha Capen Reynolds Professor of Social Policy and the Chair of Social Welfare Policy at the Hunter College School of Social Work. She has published widely on issues related to women, poverty, human rights, and the U.S welfare state. Her books include the award­ winning Under Attack, Fighting Back: Women and Welfare in the United States (Monthly Review Press, 2000) and Regulating the Lives of Women: Social Welfare Policy from Colonial Times to the Present (South End Press, 1996). She is currently writing a book on the history of low-­income women’s activism in the U.S.

Aren Aizura ​is Assistant Professor in Gender, Women and Sexuality Studies at the University of Minnesota. He is the co­-editor of the Transgender Studies Reader 2 (Routledge, 2013) and his writing has appeared in the journals Inter­Asia Cultural Studies and Asian Studies Review, and books such as Queer Necropolitics, Transgender Migrations, and Transfeminist Perspectives in and beyond Transgender and Gender Studies. He is completing a monograph titled Mobile Subjects: Transnational Imaginaries of Gender Reassignment. His new project considers transnational circuits of reproductive labor, the political economy of immigration, and queer and trans theory.

Silvia Federici ​is Emerita Professor in Political Philosophy and International Studies at Hofstra University and a long time feminist activist and writer. She has written widely on feminist theory, women and globalization, and feminist struggles, and is the author of Caliban and the Witch: Women, the Body, and Primitive Accumulation (Autonomedia, 2004) and Revolution at Point Zero: Housework, Reproduction, and Feminist Struggle (PM Press, 2012). She is co­founder of the Committee for Academic Freedom in Africa and a member of the Midnight Notes Collective.

Selma James ​is the founder of the International Wages for Housework Campaign and helped launch the Global Women’s Strike. She is the author of numerous publications, including The Power of Women and the Subversion of Community (Falling Wall Press, 1972), Strangers and Sisters: Women, Race, and Immigration (Falling Wall Press, 1986), and Sex, Race, and Class – The Perspective of Winning (PM Press, 2012).

Sara Clarke Kaplan is an associate professor of Ethnic Studies and Critical Gender Studies and the founder and co-convener of the Black Studies Project at the University of California, San Diego.  She is a scholar of Black feminist and queer theory and African Diaspora literary and cultural production. Her book, The Black Reproductive: Feminism and the Politics of Freedom (forthcoming this fall from University of Minnesota Press) explores how the expropriation, administration, and imagination of Black procreation, reproductive labor, and sexuality have been both necessary to and an endangerment of the creation and maintenance of racial capitalism in the United States. Her published and forthcoming work appears in a number of journals, including American Quarterly, American Literary History, Callaloo, Rhizomes, and the Journal of Black Women, Gender, and Families.

Priya Kandaswamy ​is associate professor and chair of Women, Gender, and Sexuality Studies at Mills College in Oakland, California. Her research focuses on the role constructions of family play in grounding forms of state power that simultaneously produce and regulate race, gender, sexuality, and class. Her work has appeared in journals such as Sexualities, American Quarterly, and Radical Teacher as well as numerous edited anthologies. Her current project develops a comparative analysis of marriage promotion and forced labor programs targeting women of color in the Reconstruction era and the late twentieth century.

Premilla Nadasen ​is a Visiting Associate Professor of History at Barnard College and has previously taught at Queen’s College (CUNY). Nadasen is a long­time scholar-­activist and works closely with community organizations. She is the author of Household Workers Unite: The Untold Story of African American Women who Built a Movement (Beacon Press, 2015) and Welfare Warriors: The Welfare Rights Movement in the United States (Routledge, 2004). She is currently co­editing, with Eileen Boris, a special issue of the International Working­ Class History Association journal on organizing domestic labor. She has written for Ms, the Progressive Media Project, as well as other media outlets.

Neferti X. M. Tadiar​ is the author of the books, Fantasy­ Production: Sexual Economies and Other Philippine Consequences for the New World Order (Hong Kong University Press, 2004) and Things Fall Away: Philippine Historical Experience and the Makings of Globalization (Duke University Press, 2009). Soyoung Yoon ​is Program Director and Assistant Professor of Art History & Visual Studies at the Department of the Arts, Eugene Lang College of Liberal Arts, The New School. She is also a Faculty at the Whitney Museum Independent Study Program [ISP]. In 2015-­6, she is Carol G. Lederer Postdoctoral Fellow at the Pembroke Center at Brown University as a part of its research seminar on “Fatigue,” the first installation in a five­ year series on “War.” Yoon received her Ph.D. from Stanford University, and holds a B.A. from Seoul National University. Yoon has published in Grey Room, Millennium Film Journal, Film Quarterly, Shifters, among other journals and books. RI political leaders ignore evidence, pursue failed economic policies

2-3-16sfp-f1A new report calls into question many of the job growth strategies being pursued and implemented by our state leaders. “To create jobs and build strong economies,” say economists Michael Mazerov and Michael Leachman in their new report, “states should focus on producing more home-grown entrepreneurs and on helping startups and young, fast-growing firms already located in the state to survive and to grow ― not on cutting taxes and trying to lure businesses from other states.”

The report, State Job Creation Strategies Often Off Base takes advantage of new data accumulated over the last fifteen years “about which kinds of firms create jobs” and the data shows that the “vast majority of jobs are created by businesses that start up or are already present in a state — not by the relocation or branching into a state by out-of-state firms.”

The immediate takeaway from this report for Rhode Islanders is that Governor Gina Raimondo’s planned (yet not realized) trip to Davos and the time she spent trying to persuade General Electric (GE) to move to Rhode Island rather than to Massachusetts are wastes of time and money. Raimondo’s offer to GE was in the “same neighborhood” as Massachusett’s $140 million in state and city incentives and grants.  Given the conclusions in this report, Rhode Island dodged a bullet when GE turned Raimondo’s offer down.

I asked the authors of the piece directly about the governor’s plan to travel to the World Economic Summit in Davos and they told me, “That is not where state economic development comes from and that’s really not where policy makers should focus. They should focus on homegrown businesses and try to stimulate startups and helping their businesses that are already in the state to find customers and find the skilled workers they need. Business recruitment accounts for such a tiny share of job creation and that’s really a major point of this paper. It is not where the priority should be placed.”

In other words, we are, as a state, pursuing failed economic and job creation strategies, and we will continue to fail unless we take this new data seriously.

On average, 87 percent of new jobs are created by businesses already in the state. In the chart below, you can see that Rhode Island is no outlier in this department. The remaining 13 percent of jobs come from out of state businesses branching into the state (think of a restaurant chain in Boston adding a store in Providence) or a business actually relocating into the state, as GE recently did when they moved to Massachusetts.

What kind of businesses stimulate job creation? The report stresses that “startups and young, fast-growing firms are the fundamental drivers of job creation when the U.S. economy is performing well.”

The report quotes economist John Haltiwanger and his colleagues as saying, “Overall, the evidence shows that most start-ups fail, and most that do survive do not grow. But among the surviving start-ups are high-growth firms that contribute disproportionately to job growth. These high-growth young firms yield the long-lasting contribution of start-ups to net job creation.”

The firms that take off are called “gazelles.” Think Google, Amazon, Tesla or Under Armour, or, in Rhode Island, think NuLabel. These kind of firms accounted for about 15 percent of all businesses, but were responsible for half of gross job creation from 1992-2011.

Failed Policies

In trying to create a “business friendly climate” that will lure small businesses to the state, our leaders, like leaders in many other states, have pursued strategies that are “bound to fail because they ignore the fundamental realities about job creation revealed by the new data and research discussed above.” A favorite failed strategy is tax cuts for “small businesses.”

These tax cuts are not properly aimed at young businesses, they are aimed at small businesses.  Most small businesses don’t have employees or plan to add employees. And targeting tax cuts to young businesses has little effect because most young businesses spend so much money on new equipment, product testing and marketing that they have little in the way of taxable income in the first place.

Tax cuts don’t help a state’s business climate, but they do hurt a government’s ability to do the important work of funding education and maintaining a top notch infrastructure. The report cites an Endeavor Insight study that showed that only 5 percent of entrepreneurs cited low tax rates as a factor in deciding where to locate their company, whereas 31 percent cited access to talent (education) and a city’s quality of life as a factor.

Offering tax breaks and non-tax incentives to lure out-of-state companies to our state is also a losing game. In Rhode Island we are addicted to TSAs, Tax Stabilization Agreements, which allow companies and developers to avoid paying their fair share of taxes and shifts the businesses’ tax burden onto the rest of the city or state taxpayers. As the report clearly shows, “jobs gained due to firm relocation are such trivial factors in a state’s overall job creation record that they should not be a consideration in formulating state tax policy or economic development policy more broadly.”

A look at statements made at the recent Greater Providence Chamber of Commerce luncheon reveals that our elected leaders haven’t gotten this message yet.

Continuing to pursue strategies that have been shown to hinder rather than help in job creation would be foolish in light of the data in this new report. This week we show you the movie that the corporate charter school lobby doesn’t want you to see, THE INCONVENIENT TRUTH BEHIND WAITING FOR SUPERMAN.

Produced by a group of activist-teachers and students in New York, this film defenestrates the charter school argument and proves why unionized teachers in public schools are the hope for America’s future. Perhaps Mayor Elorza and his cronies in the Mayoral Academies should listen up!

The RIC/AFT Assembly of Departmental Representatives writes letter over Innovation Officer

The RIC/AFT Assembly of Departmental Representatives write to express our concern over, and objection to, the use of Rhode Island College Foundation funds to hire the State of Rhode Island’s Chief Innovation Officer (CInO). While the Foundation is an independent entity over which faculty members have no direct control, we feel compelled to speak out on this matter in an effort to protect the interests and integrity of the College.

The Providence Journal (1/18/16) reported that RIC’s associate vice president for development and external relations, Edwin Pacheco, indicated that “excitement, not concern, has been the overwhelming campus reaction to the creation of the innovation office.” The basis for such a statement is unclear to us. The faculty was not consulted on this appointment, and it was presented to neither the Council of Rhode Island College nor the RIC-AFT. Most faculty members learned about it after the fact from the newspaper.

Our first concern is the inconsistency of the appointment with the stated mission of the RIC Foundation. The Foundation’s Vision Statement asserts that its “mission is to offer accessible higher education of the finest quality to traditional and non-traditional students from around the state, the region, and beyond.” The Mission Statement asserts that the Foundation is “devoted to raising funds solely for Rhode Island College” (emphasis added). While the presence of the CInO on campus might benefit RIC in some ways, the funds expended for this position can in no way be said to be “solely for Rhode Island College.”

Second, the appointment diverts resources that could have been used to advance the College directly. The CInO’s reported $210,000 salary plus benefits could have been used to hire at least four full-time, tenure-track faculty members. For many years, the FTE cap at RIC has been frozen; the College therefore is forced to rely heavily on contingent employees (adjunct faculty). While the adjuncts are typically excellent instructors, they often teach heavy loads at multiple institutions, do not have formal advising and mentoring roles, and do not participate fully in college governance. They are also poorly paid and do not receive benefits. If the Foundation wants to strengthen
teaching and mentoring at the College, supporting new full-time faculty lines would be far more useful and provide more direct benefits.

Alternatively, this money could have been used to provide scholarships for low-income students. Many RIC students struggle to make ends meet and are forced to work full-time, which makes it difficult for them to carry a full academic load. Such students take longer to complete degrees and they drop out more often. The money used to pay the CInO would have provided full-tuition scholarship for least two-dozen Rhode Island students.

Third, the appointment has unnecessarily placed Rhode Island College in the center of unwanted political controversy. Common Cause Rhode Island has pointed out the serious issues of government transparency that are raised by this appointment. State senators and
representatives have stated their opposition to appointing a member of the governor’s cabinet in this way, and legislation is being prepared to prevent such appointments in the future. The faculty understands well that the college depends on the good will of both the legislature and the governor for our funding. The Foundation Board showed poor judgment by placing the college in the center a conflict between government leaders.

Finally, the use of Foundation funds for purposes other than supporting the College has the potential to harm the College by reducing future contributions to the Foundation. Contributors to the Foundation, a group that includes many faculty members, have a right to see their contributions used in ways consistent with the Foundation’s mission. The misuse of these funds, and the very public controversy over the issue, is likely to dissuade parents, alumni, and faculty members from making contributions in the future. We have seen evidence that this is already occurring.

In sum, we do not believe that the appointment of the RI Chief Innovation Officer through the RIC Foundation is in the best interests of the students or the faculty of Rhode Island College.

Featuring Rep. Antonio Giarrusso, Rep. Michael J. Marcello, Rep. Gregg Amore, Rep. John J. DeSimone, Rep. David A. Coughlin, Jr., Rep. Patricia A. Serpa (who introduced the legislation) and Rep. Patricia L. Morgan.

The bill passed the House, 60 to 11 and now heads to the Senate, where a companion bill, 2015-S 2019 is being considered in the Senate Education Committee.

Day One issues new Child Sexual Exploitation protocols

2016-01-27 Child Sex Trafficking 01Day One introduced their Commercial Sexual Exploitation of Children (CSEC) First Responder Protocols at the State House Wednesday morning. Governor Gina Raimondo and Senate President Teresa Paiva Weed were on hand to enthusiastically support the effort.

According to Dr. Christine Barron, of the Aubin Center at Hasbro’s Children’s Hospital, about 60 children have been identified as definite or high risk/probable victims of commercial sexual exploitation. Barron admitted that before being trained in what to look for, she had probably missed cases when children were brought to her for assessment.

Under the new protocols, first responders and medical personnel look for signs of violence, fear and coercion. In the event a victim is identified, the protocols call for a safety assessment and evidence collection, contacting the police, DCYF, the Hasbro Aubin Center, the parents and Day One.

2016-01-27 Child Sex Trafficking 02The protocols are clear that “there should be no arrest of victim for prostitution crimes.” Governor Raimondo reiterated this point when she said that children should be “treated like victims, not criminals, which is what they are.”

Senate President Paiva Weed assured Day One Executive Director Peg Langhammer that she has the full “support of the Senate and the House in any legislative changes these protocols need” in order to be effectuated.

Moving testimony was provided by Danielle Obenhaus, who identifies as a trafficking victim and works at Day One as a mentor coordinator, pairing people who have escaped exploitation with children still in that world. She said that many children are lured into the life of prostitution by the “delusion of money.” (Perhaps this points towards the need for greater social services in Rhode Island, where nearly 1 in 5 children are in poverty, making them easier targets of such exploitation.)

postpresidentThe announcement that Sen. Paul Jabour will ask Attorney General Kilmartin to investigate the appointment to the Rhode Island College Foundation of Richard Culatta, who hails from the neoliberal Obama Department of Education, as an innovation officer to serve as a cabinet official is just the latest eyebrow raised in this matter. The idea of having a public official sequestered away at a charitable foundation with a hefty allowance and almost no oversight has struck many as odd.

But one question that has not been asked, and which should be, is whether this issue was the real cause of the public ouster of RIC President Nancy Carriuolo several months ago. The President, who was subjected to a negative publicity blitz following the publication of a letter signed by several current and former members of the College community with ties to the administration of President Emeritus John Nazarian, announced she would step down after May 2016 this past December.

Yet there is something here that, for those who understood the situation intimately, seems amiss. Sources indicate that the President knew early on that she was facing an uphill battle with key players on Smith Hill and that, try as she might, she was unable to sway these background personages. Indeed, the public behavior of people like Dr. Mark Motte and Jane Fusco was considered an augury of a larger party whose identities were never revealed but could be guessed due to the sound of silence.

For instance, President Emeritus Nazarian, who spent the better part of his life in the College community and who always worked to boost its reputation, was strangely mum during the entire Carriuolo ouster, a news story that reached international headlines and certainly impacted its reputation. Another voice not heard during the entire affair was Governor Raimondo, who might have provided a lifesaving boost to the female executive of the College as the first woman to sit in the executive office on Smith Hill. And just as Dr. Carriuolo is neutralized, an out-of-the-ordinary state official with problematic financing appears from nowhere?

Sources have indicated that there were issues arising with Dr. Carriuolo being involved with affairs on campus that some would call domineering. But if the individual whose major task is to fund raise for the College and its affiliated charities has to be dealing with something like this recent move, why not be on guard? One thing that can be said with some certainty is that, as someone who is connected to Rhode Island by marriage rather than upbringing and hails from New York, she is not by nature attenuated to the crony culture of Smith Hill and the type of back room deals that someone like Dr. Nazarian came to naturally.

This is all speculation at this point; Dr. Carriuolo has for the entirety of the affair surrounding her ouster given no comment to the press and it is doubtful other parties might come forward from the other side of this discussion. But Sen. Jabour and Attorney General Kilmartin might be able to loosen some tongues.

The ACIEducation… they say knowledge is power. But is it? Well, you know that being educated leads to more opportunities, gives you a greater chance to have a good life. That story’s wrong, and the reason I say so is that public schools are subpar, and spending all those years getting post-secondary education leaves you with a debt and struggling to find a job because of the “economy.” We have been sold a deceptive story about education.

Our public education system used to be the envy of every nation, but we now lag behind twelve of the eighteen developed nations in fundamental literacy skills. Education doesn’t seem to be stressed enough. The environments of schools are deplorable, and many public ones are not even suitable for children to spend time there, let alone learn in them. There is no funding to fix the decay and disrepair in the schools. Ceilings are coming apart and bathrooms are filled with graffiti. Classrooms are filled to capacity and beyond, to the point that there are insufficient desks for children. We are not showing these kids that they are worth more than that.

Budget “crises” affect after school programs, which keep kids off the streets, and those crises also affect teachers by overloading them and not allowing them to give each kid enough attention. There is also inequality that plays a role. The privileged children in suburban neighborhoods don’t go through the same obstacles that children in urban neighborhoods go through to get an education. Money is not distributed equally to schools, and this contributes to these problems.

Schools need reforms and we need to find solutions to these problems.

The idea of getting a higher education is good, of course, but in reality it actually sucks. The tuition costs that not many students can afford, and the fact that some students are not eligible for aid discourages children—who are our future—from investing in their education. The years of debt and being broke doesn’t appeal to anyone in their right mind, so imagine the average kid: he or she would rather get a job.

There are plenty of success stories within our education system, but we need more. Everyone emphasizes how important education is, but they don’t emphasize how hard it is to get, to achieve. If legislators were to make college more affordable, or make financial aid more accessible, we might see that change. We should develop more trade schools that offer children different ideas of what they’d like to do career-wise. Invest in education, and take it seriously.
