    Not that I condone this behavior but while the investor may not have received the highest ROI, didn’t the consumer benefit from artificially low rates?

      Perhaps, but that’s viewing this through rose colored glasses. The biggest concern though is that the banks were rigging the Libor whatever way assured the banks’ bets on derivatives would payoff. Heads I win; tails you lose.
