Progressives pick up HUGE legislative wins

The progressive revolution in Rhode Island politics continues beyond Bernie Sanders as no less than seven progressive Democrats won primaries against conservative, often incumbent, opponents in Tuesday’s Democratic primary.

The biggest win for the progressive left was Marcia Ranglin Vassell toppling House Majority Leader John DeSimone in District 5, Providence. She won by just 17 votes, 677 to 660.

But across the state, progressive candidates bested more-conservative candidates. In Narragansett/South Kingstown, incumbent Teresa Tanzi fended off an opponent who had the backing of Mike Stenhouse, a conservative Koch-aligned activist, and the Republican she beat last election. In Portsmouth/Middletown, former legislator Linda Finn handily beat a candidate backed by House leadership. In Bristol/Warren, newcomer Jason Knight knocked out incumbent Jan Malik. And in Warwick, relatively unknown Jeanine Calkin, a Berniecrat, beat Senator William Walaska, a former ALEC member.

Also in Providence, first-time candidate Moira Walsh defeated incumbent Tom Palangio by 21 votes, 299 to 278. All told, five new progressives seem poised for seats in the state legislature. It seems guaranteed there will be more progressive legislators than Republican legislators next session.

But it wasn’t all good news.

In District 13, Providence, community activist Lisa Scorpio lost to house leadership-backed Ramon Perez by a wide margin. He won 512 votes, or 56 percent and she won 352 votes, or 38.5 percent. Anastasia Williams, an incumbent with a checkered past and close ties to leadership, beat Michael Gazdacko, who may have suffered after being pegged as a gentrifying developer. David Norton, whose campaign was often fueled by criticism of house leadership, lost to David Coughlin by 46 votes, 489 to 443. Bill DeWare, who became sick during the campaign, lost handily to William O’Brien.

On the Senate side, incumbent Juan Pichardo lost by about 100 votes to Ana Quezada. Doris de Los Santos, backed by many progressive Democrats, lost to Senator Frank Ciccone, a friend to labor but not so much the rest of the left. In a three-way race in Pawtucket, incumbent Jaime Doyle beat Matt Fecteau 40.3 percent to 37.4 percent.

Of the 12 legislative candidates the Rhode Island Progressive Democrats endorsed (as of mid-August), six won. The Working Families Party endorsed 10 candidates and eight of them won. Incumbent Eileen Naughton lost to Camile Vella-Wilkinson in Warwick/West Warwick and Dennis Lavallee lost to Jena Petrarca-Karampetsos.

“Voters are clearly hungry for bold progressive policy,” said Georgia Hollister Isman, Working Families Party Rhode Island state director. “These victories send a clear message to the legislature—it is time for some big changes.”

On 6/10, Pichardo says people want ‘plan to reunite the neighborhoods’

pichardoGovernor Gina Raimondo may have acted too hastily when she took off the table the idea of transforming the 6/10 connector into a boulevard, according to Providence state Senator Juan Pichardo.

“The people who live in these areas were counting on the plans to reconnect the neighborhoods after being divided for so long by the highway,” Pichardo said in a recent news release. “This is a decision that will have a major impact on the daily lives of many people, and I’m concerned that it was made too hastily.”

Pichardo’s press release referred to the boulevard proposal as the “plan to reunite the neighborhoods.”

He said, “The benefit this project would have on the people in these neighborhoods just cannot be calculated. It’s rare that a government proposal gets this kind of support from the community. This project would have gone a long way to making the city more inclusive, ending decades of disenfranchisement that have been brought about in these neighborhoods. It’s more than a little disconcerting that something so positive for the whole city could be so quickly and so arbitrarily dismissed at a moment’s notice.”

Transportation advocates have been pushing to transform the 6/10 connector, which is in desperate need of repairs, into a boulevard – as other American cities have done when highways that cut through urban neighborhoods have needed major repairs. Providence Mayor Jorge Elorza is supportive of this concept. RIDOT is not. Last week, Raimondo said the overpasses are in such dire need of repair that the state cannot wait to consider the boulevard idea.

“I truly hope the state will reconsider and take into consideration the concerns and desires of an entire community, instead of repeating the mistakes of decades past by recreating a citywide scar on the landscape that has such a negative impact on the lives of so many.”

While Gov. Raimondo made remarks at a recent RIC event signaling her openness to accept any proposal that was safe, affordable, and not a traffic problem, a later statement through a spokesperson doubled down on her commitment to rebuild the highway as-is, with the caveat of adding a bike lane (on a highway?), building an additional ramp (i.e., expanding the highway), or putting in Bus Rapid Transit (part of both the RIDOT and City of Providence proposals).

2016-09-06 Dark Money 006Saying that fighting dark money in politics is his “patriotic duty,” Senator Sheldon Whitehouse sat next to Congressmembers David Cicilline and James Langevin in a “roundtable discussion” to highlight his work on the DISCLOSE Act, introduced by the Senator in June, which would “require disclosure of donations greater than $10,000 to organizations spending at least $10,000 in an election.”

“The American people want and deserve accountability in their elections,” said Whitehouse, “Unchecked secret corporate spending has tipped the scales of power away from ordinary Americans and in favor of big special interests. If Congress is going to make meaningful progress in the months and years ahead on important issues that matter to Rhode Islanders like addressing climate change, reforming our broken campaign finance system is the first step.”

Whitehouse’s DISCLOSE Act, which has been supported by Langevin and Cicilline in the U.S. House of Representatives, is part of the “We the People” legislative package to deal with secret corporate political spending, lobbyist influence, the revolving door, and other facets of the campaign finance system. Whitehouse touted the suite of legislation as a solution to the corporate spending blocking meaningful legislative action on issues like ensuring economic security for the middle class and addressing climate change.

It seems that Whitehouse mentioned climate change and chose Save the Bay’s headquarters in Providence as the location of his round table discussion because, as the Senator said in response to Meghan Kallman, chair of the RI Sierra Club, “I think it’s pretty safe to say, that at a national level, the climate battle is the campaign finance battle. They’re totally married together into one thing.”

2016-09-06 Dark Money 003Notably, there were protesters outside Save the Bay holding signs reminding their elected representatives about both Invenergy’s proposed $700 million fracked gas and diesel oil burning power plant and National Grid’s proposed LNG liquefaction facility for Fields Point in the Port of Providence, a stone’s throw away. They were there to remind elected officials that their jobs in Washington do not absolve them from taking positions on local issues. None of the elected leaders in the room, aside from State Senator Juan Pichardo, who has publicly taken a stand against the LNG plant in Providence, have thrown their considerable political weight behind the opposition to these projects.

“This is a national package, [but] many many many issues are local,” said Kallman, “We’re watching Dakota. We’re watching Burrillville. We’re watching Fields Point… We have something of a disconnect between what’s happening on the national level and where the front line battles are being fought.”

2016-09-06 Dark Money 004The influence of corporate spending on elections since the 2010 Citizens United decision by the Supreme Court is a major concern to all who attended the event. Citizens United unleashed a previously restricted torrent of special interest money into the political system.  More than $1.5 billion in unlimited contributions, including more than $500 million in secret contributions, have been poured into federal elections since the decision was issued.

“It didn’t take long after Citizens United for secret money has find its way to the shores of Rhode Island,” said John Marion, Executive Director of Common Cause Rhode Island. “We know that Rhode Islanders don’t want unlimited undisclosed money in our elections. We are fortunate to have a congressional delegation that has taken this issue seriously and has offered real solutions for the problems posed by big money in our politics.”

“Senator Whitehouse is a national leader fighting to make our elections and government work for everyday people again through the We the People Act,” said Aquene Freechild, campaign co-director of Public Citizen‘s Democracy Is For People Campaign. “He’s pushing the current congressional majority to snap out of their campaign cash-induced paralysis and stand up to the tiny but influential donor class: by overturning Citizens United, disclosing all spending in elections, and slamming shut the revolving door that transforms public servants into corporate shills.”

Also in attendance at the roundtable discussion were RI Secretary of State Nellie Gorbea, RI State Representative Art Handy, state director of Clean Water Action Jonathan Berard, Save the Bay’s Topher Hamblett and Dean Michael J. RI Sierra Club Logo QuahogThe Rhode Island Sierra Club strongly praises the bold climate leadership of the nine Providence legislators who publicly expressed their opposition to National Grid’s proposal for a $180 million fracked gas liquefaction facility at Fields Point in the Port of Providence.

Last week, Providence State Representatives Aaron Regunberg, Joe Almeida, Grace Diaz, John Lombardi, Chris Blazejewski and Edie Ajello, along with Providence State Senators Juan Pichardo, Gayle Goldin and Harold Metts submitted a letter to the Federal Energy Regulatory Commission (FERC) describing their deep concerns with National Grid’s proposal. We wholeheartedly agree with their statement that this project represents a boondoggle for ratepayers, an unjustifiable safety risk for the local community, and the kind of unacceptable doubling down on fossil fuel infrastructure that will guarantee we blow past our legally mandated emission reduction goals. And we are proud to see so many legislative leaders refusing to condemn our beautiful state to a future of climate catastrophe.

Rather than making any effort to live up to his rhetoric on climate change, Mayor Elorza has chosen to partner with National Grid and help them advance their proposal with tacit support and active negotiations for a Tax Stabilization Agreement to smooth out the utility’s tax payments over time.

Stopping climate change is the moral crisis of our time – and it will only be possible if we end these vast investments in new fossil fuel infrastructure that guarantee our addiction to fossil fuels continues past our planet’s point of no return. We all need to join in this fight. Rhode Island Sierra Club pledges our support for elected officials who take this moral imperative seriously, like the nine Providence legislators who came out in opposition to the LNG proposal last week. And we condemn in the strongest possible terms the cowardice of self-proclaimed climate leaders who choose to give in to the fossil fuel industry. Mayor Elorza, your actions speak much louder than your words – please, do the right thing and join your legislative delegation in standing up for Providence’s current and future citizens.

2016-07-13 NoLNGinPVD 003A group of Providence elected officials announced their strong opposition to a proposal by National Grid to develop a new fracked gas liquefaction facility at Fields Point in South Providence. Citing concerns ranging from costs to ratepayers, safety risks and climate impact, the legislators — including Representatives Joseph S. Almeida (D-Dist. 12, Providence), Grace Diaz (D-Dist. 11, Providence), Aaron Regunberg (D-Dist. 4, Providence), Chris Blazejewski (D-Dist. 2, Providence), Edith H. Ajello (D-Dist. 1, Providence) and John J. Lombardi (D-Dist. 8, Providence) and Senators Juan Pichardo (D-Dist. 2, Providence), Gayle Goldin (D-Dist. 3, Providence) and Sen. Harold M. Metts (D-Dist. 6, Providence) — called on the Federal Energy Regulatory Commission (FERC) to reject National Grid’s application, and warned the City of Providence against signing a tax stabilization agreement with the utility to facilitate the project.

Last summer, National Grid submitted a proposal to FERC to develop a $180 million facility to produce Liquefied Natural Gas (LNG) directly from a Spectra Energy pipeline that delivers fracked gas from Marcellus Shale to Providence. LNG is produced by cooling natural gas to -260°F, which reduces its volume by 600 times and puts it into liquid form. As described in its application, National Grid would then utilize tanker trucks to export the LNG produced in Providence, primarily to locations in Massachusetts.

State House 001“No matter how you look at it, this project is a money-maker for the utility at the expense of our community and our state,” said Representative Almeida. “National Grid is asking us, the ratepayers, to foot the $180 million bill for this project, for what? So they can increase their own profits by exporting LNG out of the state! This does nothing to benefit our constituents, and it does nothing to benefit my neighbors on the South Side. All this proposal will do is transfer money from ratepayers’ pockets to National Grid’s coffers, and we’re not going to accept it.”

Legislators also expressed concerns about the safety risks of the proposed project.

“LNG is a dangerous substance,” said Representative Diaz. “Just two years ago, an LNG facility in Washington state exploded, causing an evacuation of everyone within a two-mile area. If that were to happen at this site, all of my constituents would be in danger. Why is it always our community that must shoulder the collateral damage and safety risks from these toxic projects?”

LNG is stable in liquid form, and without air it is not flammable. However, at any temperature over -260°F it converts to methane gas and expands by 600 times, rapidly pressurizing any sealed container. If LNG spills and mixes with airs, it becomes highly flammable and potentially explosive.

“I remember when Keyspan, which has since been bought by National Grid, applied to FERC with a similar proposal to build an LNG import facility at Fields Point in 2005,” said Senator Pichardo. “That application was denied due to the very real safety concerns of this kind of development. In fact, FERC Commissioner Nora Brownell cited the risks of accidents and explosions when turning down the proposal, stating that the project would not meet current federal safety standards. If doubling down on this dangerous fuel was unsafe ten years ago, it is unsafe for our neighborhood today, and I urge FERC to once again listen to the community’s opposition to this harmful development.”

Finally, the elected officials demanded that the climate consequences of the expanded fossil fuel infrastructure be taken into account.

“The science on climate change is clear. If my generation is to have any chance of inheriting an Ocean State with any state left in it, we need to transition to a clean energy economy as quickly as possible. This proposal would sink millions of ratepayer dollars into unnecessary new fossil fuel infrastructure that would be used for decades past our climate’s point of no return, and that is a betrayal of our children,” said Representative Regunberg. “Mayor Jorge Elorza and the Providence City Council have taken credit for being leaders on climate and environmental issues. But if the city awards a tax stabilization agreement to National Grid to support this project, then it is our belief that the mayor and council can no longer claim this kind of climate leadership. We hope they will do the right thing and tell National Grid that Providence will not facilitate this wasteful, ratepayer-funded, environmentally catastrophic scheme.”

The Providence legislators reported that they are submitting letters detailing their concerns to FERC, joining a growing list of community members and neighborhood organizations opposing National Grid’s application.

HaitianHaitian Heritage Month will be held Wednesday, from 11am to 1pm at the Rhode Island State House, Capitol Hill, 2nd Floor on Wednesday, May 18th at 11:00am-1:00pm. Organizers will be bringing together the Haitian community and allies into a community event serendipitously on the day of Haitian Independence. We want to recognize the courageous efforts of revolutionaries Toussaint L’Ouverture and  Jean Jacques Dessaline in creating the country of Haiti as the first and only free nation in history to be liberated by slaves. Local leaders will partner with official representation from Haiti will recognize historical efforts and courage and will inspire and celebrate the strength of the Haitian people within the United States.

The event is sponsored by the New Bridges for Haitian Success, Inc, in Providence, in partnership with Happy RI and Transform Credit. There will be a delegation from Boston will be attending and local and state local government official in RI.

Undocumented workers pay $33.4 million in RI taxes and they need drivers licenses

2016-02-24 Drivers Licenses 004Sen. Frank Ciccone III and Rep. Anastasia Williams introduced legislation (2016-S 2333 / 2016-H 7610)  that would allow the Rhode Island Department of Motor Vehicles to issue driving privilege licenses and permits to applicants unable to establish a lawful presence in the United States. The licenses and permit would not be valid for identification purposes as per the Real ID Act, but would be usable only for the purposes of operating a motor vehicle in Rhode Island.

“We need to ensure that all drivers, regardless of their immigration status, are trained, tested and insured when driving on our roads,” said Ciccone at the press conference to highlight this legislation, “This is a safety issue as well as an economic issue.  If the worst was to happen and an accident occurs involving an undocumented person driving, our residents and businesses are protected far better if this legislation is enacted as opposed to the current status quo.” (See the full video of the press conference below.)

Under the rules proposed by Ciccone and Williams, those wanting these licenses and permits would have to have no felony convictions, have lived in Rhode Island for two years and provide proof that they have paid taxes.

Economic Progress Institute EPI LogoAs for taxes, a report from the Economic Progress Institute (EPI) demonstrates that “Undocumented immigrants contribute more than $11.6 billion to state and local coffers each year, including $33.4 million in Rhode Island, according to a new study released by the Institute on Taxation and Economic  Policy (ITEP).”

“The study, Undocumented Immigrants’ State and Local Tax Contributions, also estimates that Rhode Island stands to gain $2.5 million in increased revenue under full implementation of the Obama administration’s 2012 and 2014 executive actions and by more than $7.0 million under comprehensive immigration reform.

“EPI’s Executive Director, Rachel Flum notes that “This report shows that undocumented immigrants are contributing to Rhode Island’s economy through sales, property and income taxes. State law makers should take this into account and approve policies that help these residents live safely in our state until comprehensive immigration reform at the federal level provides a pathway to legal status.  Providing driver’s licenses for undocumented residents is one such policy”

“The report found that undocumented immigrants contribute $4.1 million in personal income taxes, $11.1 million in property taxes, and $18.3 million in sales and excise taxes to Rhode Island’s. These tax contributions would be larger if all undocumented immigrants were granted legal status under a comprehensive immigration reform and if President Obama’s 2014 executive action were upheld.

“‘Regardless of the politically contentious nature of immigration reform, the data show undocumented immigrants greatly contribute to our nation’s economy, not just in labor but also with tax dollars,’ said Meg Wiehe, ITEP State Tax Policy Director. ‘With immigration policy playing a key role in state and national debates and President Obama’s 2014 executive action facing review by the Supreme Court accurate information about the tax contributions of undocumented immigrants is needed now more than ever.'”

National Grid responds to liquefaction opposition

National Grid has proposed a liquefaction plant as an addition to the Field’s Point gas storage facility, to be located in South Providence, and every single comment the Federal Energy Regulatory Commission (FERC) received on the proposed facility from the public was negative and against the facility’s construction. No one from the public, it seems, is in favor of the project.

Of course this will not deter National Grid.

In a 39 page letter, National Grid’s legal counsel responded to every commenter. Of course, some of the comments were dismissed as irrelevant with the phrase, “Expression of commenter’s view.” This phrase was repeated 27 times, in response, for instance, to Greg Gerritt saying, “Climate change is the crisis of our times” or Jesus Holguin saying, “This facility is not going to benefit us in any way. Something that would benefit us is [a] just transition away from fossil fuels.”

National Grid’s legal team sorted through the testimony of the various commenters and pulled out all the statements that “identify potential environmental effects, reasonable alternatives, and measures to avoid or lessen environmental impacts.” Expressed concerns that were not environmental in nature will be addressed at a later time, says National Grid.

The sloppiness of the response’s composition is evident in some of the misspellings of various names. Monay McNeil is misspelled Money McNeil and state Representative Aaron Regunberg is misidentified as Erin Regunberg for instance.

Further, the response to each comment, if the comment was deemed worthy of response, is footnoted in some 13 documents called “draft resource reports” and filed with FERC on November 2 and 4. This means that finding the reason for National Grid’s objection to a particular comment requires cross referencing footnotes with the draft resource reports.

For instance, when Rhode Island state Senator Juan Pichardo was paraphrased as saying he was, “Opposed to this LNG or this facility being built and the waterfront is so close to hospitals and so close to the neighborhood,” National Grid responded with:

Senator Pichardo could spend quite a bit of time wading through page after page of reports to find out exactly why National Grid believes his concerns are without merit, if he were so inclined.

To be fair, pages 2-9 of National Grid’s legal response attempt to distill the information from the draft resource reports into a few paragraphs organized by subject, such as “Traffic Impacts” or “Comments on Rate and Cost Impacts on Retail Gas Customers.” In these sections, the concerns and opinions expressed by the public are legally elided by claiming that the law is on the side of National Grid, a legal position that National Grid maintains, but does not prove. Remember that all the documentation National Grid is submitting to FERC are essentially sales documents, created to convince FERC to approve the project over the objections of the public.

For instance, in response to a complaint made that the public meetings were not adequately advertised within the affected community, National Grid’s legal team writes, “Some stakeholders commented on the quality of the public notification that has been provided to local residents for the proposed Project. Resource Report 5, section 5.7.2 discusses the public outreach undertaken by NGLNG to communicate with the environmental justice populations near the proposed Project…”

In other words, despite the experience of the community, National Grid maintains that they satisfied the letter of the law.

There’s a lot in the legal team’s response worthy of comment, and I hope others will chime in with comments on this, but one more point is worth consideration. National Grid is a huge company, with many subsidiaries and ventures. So when National Grid says that there is a customer need for the new liquefaction facility, it should be noted that the customer mentioned is The Narragansett Electric Company, which is owned by National Grid.

At another point, when discussing rate impacts, National Grid disingenuously claims that, “State public utility commissions regulate retail rates.” This is true as far as it goes, until one realizes that the Rhode Island Public Utility Commission serves as a virtual rubber stamping agency for any rate increase proposed by utility companies such as National Grid or its subsidiary, Narragansett Electric.

Like an evil octopus, National Grid wants us to believe that it’s various tentacles aren’t actually all parts of some enormous beast, but independent snakes acting alone.

This is why it is difficult to take seriously National Grid’s answer to the comments of Nick Katkevich, who “urged that the environmental effects of the proposed Project be considered in the same environmental document as pipeline projects sponsored by subsidiaries of Spectra Energy Partners, LP in New England, specifically the AIM, Atlantic Bridge, and Access Northeast projects.”

National Grid claims that these are all separate projects that must each be judged independently, and that there will be no cumulative environmental effects, at least as can be judged under present law. National Grid claims that the liquefaction facility “would be undertaken even if those pipeline projects did not or do not proceed” and “is an unconnected single action that has independent utility so it would not be appropriate to consider it in the same environmental analysis with any of the pipeline expansion projects.”

Despite the contentions of National Grid’s legal team, the planned expansion of fracked and unfracked methane gas infrastructure in Rhode Island seems part of a grand plan to keep our state addicted to fossil fuels that are destroying the environment. These proposed projects have lifespans of 50 years or more, yet optimistically we have much less than 35 years to kick the fossil fuel habit.

No amount of corporate legalese can change that math.

2015-10-08 LNG 018No one spoke in favor of the project, but more than 100 people packed the room and 33 people spoke against National Grid‘s plan to build a $100 million methane gas liquefaction facility in Fields Point in South Providence before representatives of FERC (Federal Energy Regulatory Commission), the agency tasked with the job of approving or disapproving the project.

One after another speakers from the affected community, environmental activists, concerned Rhode Islanders and elected members of the General Assembly spoke passionately about negative environmental impacts and the explicit environmental racism implicit of National Grid’s plan.

The liquefaction facility is to be located adjacent to one of Rhode Island’s poorest communities, which already suffers from higher rates of asthma and other respiratory ailments. This community has become a sacrifice zone, a place where dangerous chemicals are stored. A representative from FERC admitted that some additional methane leaks are to be expected as a result of this plan, and methane is one of the most dangerous gases contributing to global warming and global catastrophe.

Peter Nightingale, a member of Fossil Free Rhode Island, has been involved in several FANG (Fighting Against Natural Gas) actions and who was arrested for his peaceful protest at Senator Sheldon Whitehouse‘s Providence office, pulled no punches when he told FERC, “To you who are here silently doing your jobs for this project I have but one thing to say: You are complicit in crimes against humanity and against Mother Earth.”

Monae McNeil, from the Environmental Justice League of Rhode Island (EJLRI), a group central to the community’s resistance to this project, said, that this project “puts low-income communities at risk, if something were to happen.” The site of the project is not protected by the hurricane barrier. There was an earthquake near this location in August. A disaster at this facility would affect as many as 140 thousand Rhode Islanders.

Jan Luby pointed out that no storage facilities like this are being proposed for Barrington, Lincoln or East Greenwich. Instead, these projects are proposed for low-income communities where resistance is expected to be minimal.

Greg Gerritt spoke on behalf of the Green Party of RI and Prosperity For RI. FERC, he said, “has never turned down one of these projects” demonstrating that the agency is not serious about climate change.

Kate Schati doesn’t live on the South Side, but she cares what happens there, because “it affects the people who live in Providence with me… I don’t want them to be at risk of a breach or a leak or an explosion or even the normal operation of a plant…”

One of the most impassioned testimonies of the evenings came from Stephen Dahl, of Kingston, RI. “Weep, weep, weep, weep,” he began, quoting William Blake on the Industrial Revolution. This was more performance piece as testimony, and was powerful.

Marti Rosenberg lives within the affected community. “This project shows us that the impact of fracking is much closer than we think.” Methane is used by communities near the South Side, but the South Side itself not so much. Instead, this community bears the brunt of the negative impacts of methane gas, and none of the benefits.

Peter Sugrue questioned National Grid’s motives for project. “We will clearly see a rate increase for this $100 million project,” yet all National Grid is promising is a smoothing of price volatility. How does this benefit Rhode Islanders, is that even to be honestly expected and is it worth the cost?

Nick Katkevich of FANG, which has lead several actions against fracked gas infrastructure in Burrillville and Providence, promised resistance to this project in the event that FERC approves it.

Gina Rodriguez-Drix is a resident of Washington Park, a mother of two and a birth worker, is “deeply concerned about the disproportionate effects” this project will have on women and children of color in  her neighborhood and other affected communities.

Julian Rodriguez-Drix is tired. “I’ve got a family with two kids, a full time job, and now it’s up to us to us, spending our free time poring through pages and pages of bureaucratic nonsense that is trying to find ways to justify a facility that you’ve heard everyone here speak out against.”

Senate Finance beginning to discuss the FY16 budget

Much like its House counterpart, the Senate Finance Committee passed the FY16 budget bill unanimously with almost no discussion other than to speak on its merits.

“I would certainly characterize this budget as one that is not only ambitious, but one that makes a significant investment in areas that should have been invested in in the past,” Chairman Daniel DaPonte (D- District 14) said to begin the meeting. He added in a press release that the budget helps to put Rhode Island back on the right track economically.

“This is a budget that Rhode Island’s economy needs and through its passage will continue the economic stability and reform that delivers the message that Rhode Island’s economy is back and open for business.”

One of the short discussion points brought up during the meeting was whether or not the budget provided opportunities for youth.

“There have been some pockets that have been filled here, but I suggest that next year we consider providing more job opportunities for youth,” Senator Juan Pichardo (D- District 2) said.

DaPonte agreed with Pichardo, but also reminded the committee that there is no one specific way to keep youth working in the state.

“I think initiatives to focus on keeping young people here and getting them up and running are incorporated in the budget in a variety of different places and a variety of different ways,” he said. “I think the sum of all these parts is a statement to us not only wanting to keep these folks here, but increase the number of opportunities available.”

The night before, the House of Representatives was very kind to the bill as well, passing it through to the Senate after a swift three-hour session. Before its passage, many took the time to thank not only House Finance Committee Chairman Raymond Gallison (D- District 69), and Speaker Nicholas Mattiello, but the House Fiscal Advisory staff as well.

Other groups outside of the State House are also pleased with the budget. Planned Parenthood, which fought against the restrictive abortion insurance coverage in Article 18, said in a press release that they are pleased with the outcome of the bill.

“While we were disappointed the governor unnecessarily chose to widely expand the number of plans that do not cover abortion beyond federal minimum standards, the action by the General Assembly today ensures employers cannot unilaterally limit reproductive health care service coverage for their employers. This amendment will require employers and insurance carriers to clearly indicate when an employer is opting out of covering certain reproductive healthcare services, so that no one will be surprised by a lack of coverage for routine procedures.”

But, while many have championed the budget as a success story, there are still those that are dissatisfied. Common Cause Rhode Island, an advocacy and lobbyist group for transparent government, has expressed discontent with the budget’s provision for Governor Raimondo’s pension settlement.

“This extraordinary legislation, that will affect every Rhode Islander – and every Rhode Island state and municipal budget – for decades, should not be rolled into the annual budget as if it were just another article,” said executive director John Marion. “The budget debate that typically occurs in a single evening and includes debates on amendments concerning dozens of issues is not the place for this important legislation. It deserves special consideration so legislators, as much as they did in the special session in 2011, can take this up on the merits alone.”

DSC_5991Providence Mayoral candidate Jorge Elorza campaigned on Broad St. Monday afternoon in the company of Senators Jack Reed and Sheldon Whitehouse, visiting businesses and glad-handing pedestrians along the way. State Representative Grace Dias led the tour and State Senator Juan Pichardo came along for the stroll.

DSC_5951Closer to downtown Providence, also on Broad St., Buddy Cianci, the once and (he hopes) future mayor was followed by a small group of reporters as he campaigned, but I was more interested in watching Elorza take half of Rhode Island’s congressional delegation on a tour of a vibrant, yet financially struggling part of the city.

Cianci, in my estimation, is willing to say anything to anyone in the hope of getting a vote. Elorza, by contrast, is running as a progressive, and I am interested in seeing how he navigates issues such as class and economic inequality under that identifier.

Traditionally, people from struggling communities like South Providence have been underserved by the political class, who only show up every couple of years to secure the votes needed to keep their jobs. Yet ironically it is these same communities that often have the power to determine election outcomes. Elorza and Cianci both know this, which is why they are campaigning so hard here, but this truth is not lost on those in the community.

DSC_6100“He’s just complaining,” said Representative Dias, roughly translating the words of a man who stopped the delegation in the Family Dollar parking lot. In Spanish, the man had asked Elorza and the senators if they will be out walking in his neighborhood when his vote wasn’t needed. To be fair, Dias wasn’t being condescending in dismissing the man’s question. The political reality is that these visits are made to secure votes and listening to the concerns of voters is a secondary consideration.

But still, the man’s question implied an important point: Providence mayors too often get bogged down in developing projects downtown, or dealing with issues of interest to the East Side and Brown University. When money is tight, services are cut, and those services aren’t always central to the well being of most East Side residents and college students. Instead, service cuts, like the brunt of economic downturns, affect the poorest communities disproportionately.

So what the man seemed to be asking was, “If I am there for you with my vote tomorrow, will you be there for my community as mayor?”

As Elorza and his supporters continued to walk door to door, currying votes from business owners and workers, they focused on likely Democratic voters, bypassing businesses that had large signs supporting Cianci or Republican gubernatorial candidate Alan Fung. They also bypassed people like this man, collecting plastic soda bottles from trash cans.

DSC_6255After all, the clock is ticking, and the mayoral campaigns needs the support of engaged voters, not the marginal, the forgotten and the underclass. As Elorza’s campaign passed by, the man didn’t look up from his shopping cart and trash can. There are two worlds here: the world of the political campaign and the world we live in. Rarely do these worlds communicate, which is a shame.

I hope Jorge Elorza will be the kind of mayor who tries to close that communications gap.

Bill Would Cut Payday Loan APR from 260% to 36%

Two weeks ago a House committee heard some compelling testimony on a bill that would curb exorbitant interest rates on so-called “payday loans.” Today it’s the Senate’s turn, as the Corporations Committee will discuss Sen. Juan Pichardo’s version of the legislation.

And according to a press release, Pichardo seems pretty confident the bill will become law.

“With strong support from both sides of the aisle, Senator Pichardo and advocates for the legislation have high hopes for eliminating the cycle of debt caused by high-interest payday loans,” said the release.

Indeed, much of the opposition to the bill comes from special interest lobbyists, such as former House Speaker Bill Murphy.

The bill would lower the annual percentage rate on payday loans from 260 percent to 36 percent.

There were 143,201 payday loans made in Rhode Island last year for a total of more than $53 million, said Margaux Morisseau, with NeighborWorks Blackstone River Valley, a community-building non-profit based in Woonsocket. Only 2 percent of payday loans she said go to people who pay them all back and don’t take out another one.

While detractors of the bill say this is the only way some people can get a loan in a bind, Morisseau said there are several other options. In an email she detailed a few of them:

  • Capitol Good Fund lends $2000 loans at 15% APR.  Their customers have taken out CGF loans to help get out of the payday lending debt trap.
  • West Elmwood Housing Development Corporation is piloting the “Neighborhood Loan Store” that makes loans up to $1500 at 18-25% APR.
  • Navigant Credit Union also recently launched “Smart Start” a safe, easily accessed alternative product at all of their branches. They loan $600, with a 90 day term, no credit required.

Pichardo, Hassett, Doyle, Ruggiero: Possible Democratic Candidates for Secretary of State in 2014

Ted Nesi reports that 4 Democrats are eyeing the Secretary of State’s race in 2014:

It’s a down-ballot race more than three years away, but politicians are already angling to succeed Ralph Mollis as Rhode Island’s secretary of state when the term-limited incumbent completes his tenure in 2014.

At least three Democrats – Providence City Councilman Terrence Hassett and two state senators, Jamie Doyle of Pawtucket and Juan Pichardo of Providence – are seriously considering a run for the office, WPRI.com confirmed this week.

“I’m not going to say that I am running, and I’m not going to say that I’m not running,” said Doyle, 39, who leads a medical business and is the son of the six-term Pawtucket mayor. “My biggest concern is 2012, which is my Senate election. … That’s the first hurdle.”

Pichardo, 44, a self-employed consultant, also acknowledged eyeing Mollis’ job. ”I’m definitely interested,” he said. “Absolutely.”

Hassett, who survived a near-fatal car accident last fall, has already made clear he is likely to run for secretary of state. The councilman considered a bid for the office in 2006, the year Mollis won, and is “as serious as a heart attack” about it this time, a person close to him told WPRI.com.

Hassett, 51, starts out with a sizable financial advantage over Doyle and Pichardo. The councilman’s campaign war chest totaled $33,942 on June 30, while Doyle had $7,088. Pichardo had $3,105 on March 31, the last time he filed a report.

A fourth Democrat whom insiders think may consider entering the race – state Rep. Deborah Ruggiero of Jamestown – demurred but did not rule it out. “It is a long, long way away, and there’s an awful lot of ground to cover in between,” she said. “I’m certainly flattered that my name is being bandied about by people.” Ruggiero had $12,504 on June 30.
