The plan took the form of a parkway.

The looming context of the meeting was Governor Gina Raimondo’s September 7th announcement to rebuild the highway as-is. Though the bridges in question remain open to car and truck traffic, Gov. Raimondo and Rhode Island Department of Transportation Director Peter Alviti have maintained that the condition of the bridges creates an emergency situation in which the planning process must be severely curtailed. On the 7th, Director Alviti stated that the surface boulevard was “dead”. [It seems like this would be well known, but for full disclosure, that boulevard proposal came through the group Moving Together Providence, of which I am one founding member].

If there had been any hopes that the City of Providence would reignite the boulevard proposal, it did not happen Monday. The parkway plan honed very close to the design of a highway. The city’s plan made a number of changes to the RIDOT proposal that improved neighborhood connectivity through biking and walking access.

I’m going to take off my objective journalist hat and comment on some things I liked and did not like, as well as some things I continue to have questions about, as we move forward.

Good: Reclaiming Land

While the parkway continues to take up an extraordinary 240’ of width, the city’s plan nonetheless reduces the footprint in places to half of what the highway would be. This has allowed the city to claim fifty of the seventy acres originally expected to be developable under the surface boulevard proposal.

The Providence proposal reclaims significant land in Olneyville, with a phase two proposal to extend DePasquale Square into about half of the 13 acres of Federal Hill that were lost to the Dean Street exit/entrance ramps.

Good: Creating new connections for Smaller Streets like Magnolia and Tobey

As a former resident of Tobey Street, one of my favorite proposals was changing the Tobey Street on-ramp into a bridge connecting Federal Hill to Olneyville. Street grid connections like this are a good idea.

Bad: Continued Use of Traffic Pseudo-Science

Traffic engineers who are in any way honest understand that it does not make sense to do traffic counts on a road and then plan capacity for that roadway accordingly. Numerous highways have been removed and seen a significant part of the traffic that uses those highways disappear, and this is such a common occurrence that it is now a routine understanding. Given the political context of pressure from RIDOT to reify traffic counts, the City of Providence Planning Department did the logical thing, which was to base its various proposals on projections about how many cars would be on 6/10. This is going to make many of the otherwise reasonable proposals less livable. It’s a shame to see the boulevard proposal die on the western half of the roadway that inspired Cheonggyecheon.

Good: Preserved Space for Enhanced Amtrak and MBTA Upgrades

While Amtrak continues to look into whether to reorient the highly-traveled Northeast Corridor through Worcester instead of Providence, the Planning Department’s proposal to keep land open for enhanced rail travel is an important part of the economic and quality-of-life picture.

Bad: Stroad Design for Connecting Streets

The images used for connecting streets were four lane roads with anemic looking bike lanes alongside them. Urban streets should be two lanes, with even the most traffic-oriented streets getting two lanes with a turn lane. The bike lanes put in these proposals are anemically narrow (Dutch infrastructure goes for 4 meters to allow bikes to pass one another) and is without separation. These streets need a road diet.

Bad: Bait-and-Switch on the Roundabout

BgZZr1iCQAAMPOBThe Providence Planning proposal made use of a widely circulated image of a raised roundabout in the Netherlands, which serves bicycles crossing a Dutch highway. Problematically, this image was intended to go besides a proposal for a raised car roundabout to connect Routes 6 East and West and Route 10.

Roundabouts are not inherently a bad idea, but the use of this Dutch image is misleading. (Surface) roundabouts are an economical and safe way to connect roads that are high volume. (Would a raised roundabout that of course has many structures holding it up be cost-effective? That remains to be seen). They cost less than signalized intersections and usually allow more steady flow of traffic, causing them to be the default treatment in some states. Smaller roundabouts like the one carried out in Poynton, UK can be used in such a way as to create more pedestrian friendly areas while moving a surprisingly large number of vehicles. Larger roundabouts like those seen on Parisian boulevards can also carry a lot of traffic, but are being greatly curtailed as Paris attempts to revitalize the pedestrian connections around its major squares.  Dutch bike design takes pedestrian and bike crossings away from roundabouts, while using them as a connection for cars.

In short, the roundabout should be understood as what it is: part of the parkway (which is really just a word for a scenic highway). The other connections need to put bike, pedestrians, and transit in the forefront.

Bad: No Real RIPTA Vision

While Providence Planning presented its efforts to remove cars from Olneyville Square via the raised roundabout as a way of improving through-flow of RIPTA buses, this follows the same induced demand logic that other traffic congestion schemes follow. Making a more direct connection between 10 N and 6 W will definitely take cars out of Olneyville immediately, but the pattern is that within a very short time traffic will fill that space and find equilibrium. So plans to create transit improvements need to acknowledge that. One way to improve transit-flow and make Olneyville more business friendly would be to disallow car through-traffic (allowing cars to visit and park at the edge, but pedestrianizing the center of the square is an idea that has its origins with Jef Nickerson of GCPVD). Having designated areas of the square for bus travel would then allow for better transit flow, though Providence Planning should be cognizant of the dos and don’ts about pedestrian spaces.

There also should be Bus Rapid Transit on the boulevard itself. I’ve pointed out in the past that while BRT does have some costs associated with it, a lot of the biggest costs going along with the RIDOT BRT proposal were added lanes for the BRT, and skyway bridges to connect pedestrians to center stations on a highway. A parkway continues to be a road designed with high speeds in mind, and I’m not certain how BRT could be best handled on a roadway like this, but I think it should be explored.

Getting Mugged by RIDOT

Two television stations and two newspapers asked me what I thought of the plan, and I compared it to a mugging. The Rhode Island Department of Transportation has very transparently used safety concerns about the Huntington Bridge to torpedo normal rules of process for deciding what to do with the highway. Essentially, Providence Planning has its back against the wall, and RIDOT is saying, “Your money, or your life?” Given that very limiting context, what Providence produced was a reasonable compromise that I can live with, in the same way that I accept other unpleasant realities forced upon me. I think the plan is leaps and bounds ahead of RIDOT’s proposal, but that’s not setting a high bar.

The 13,000 New England janitors represented by 32BJ SEIU tentatively agreed to a new four year contract. Rhode Island janitors now earning $13.15 will see their pay increase to $14.20 over the course of the new contract.

“The agreement also moves the needle on full-time work in what is still a predominantly part-time industry and includes a new legal assistance benefit for all members,” according to a news release from 32BJ SEIU announcing the deal.

“Providence is very part time,” Eugenio Villasante told RI Future in a previous interview.

In Rhode Island, about 500 janitors represented by 32BJ SEIU were ready to go on strike if the union didn’t agree to a new contract with employer Maintenance Contractors Association New England. According to Villasante, they work at: Fidelity: 60+; Providence College: 60; TF Green: 32; CVS: 25; Bank of America Center (100 Westminster St., owned by Joe Paolino): 19; Bank of America: 10; One Financial Plaza building (downtown Providence): 16.

Providence Mayor Jorge Elorza said yesterday he was prepared to honor the picket line, if one became necessary.

”If this situation does lead to a strike by workers, I will not cross their picket line,” Elorza said in a statement to RI Future. “As Mayor, I am aware of the important role the workers of Local 32 BJ SEIU play for many businesses in Providence. While I remain optimistic that they will be able to negotiate an agreement, I am offering the support of my administration in whatever way we can help to resolve this matter. I hope that the employees’ requests are taken seriously and that this matter can be resolved fairly for all involved before it resorts to a strike.”

Janitors across New England hailed the new contract.

“This is the contract we need to support our families and communities,” said bargaining committee member Lucy Gonzalez, who cleans terminals at Logan Airport. “I feel relieved that with this contract I will be able to keep up with the rising cost of living and provide quality healthcare to my children. I know thousands of other union members will be doing the same, all of us are supporting our communities and building our local economy.”

Added Roxana Rivera, vice president of 32BJ SEIU, “The promise of America is for everyone … We are mothers and fathers, sisters and brothers; we are neighbors and community members. Many of us are immigrants from around the world and the vast majorities of us live and work in urban centers. We are building America and driving the economies of its cities. Hard working Americans like us deserve to make more than a decent living – we deserve a decent life.”

The more than 13,000 janitors of the 32BJ SEIU labor union decided on Saturday to give employer Maintenance Contractors Association New England one week – until their current contract expires – before they call for a work stoppage. Providence janitors currently make $13.15 an hour.

“We’re making some progress but we still don’t have a deal,” said Eugenio Villasante, an organizer with 32BJ SEIU. “We hope to come to an agreement tomorrow but we don’t have one yet. My hope is we can avoid a strike but as of today we don’t have an agreement.”

The janitors, some 500 of whom work in Rhode Island, are demanding an annual cost of living increase and better healthcare. In many cases, Villasante said, workers want more work. “Providence is very part time,” he said.

If the janitors do go on strike, it could disrupt businesses and institutions across the Ocean State. Elorza joins Boston Mayor Marty Walsh in pledging not to cross the 32BJ SEIU’s picket line, if they go on strike.

A work stoppage could mean Elorza would not be able to visit Joe Paolino, the mayor’s recent opposing interlocutor on poverty and panhandling in downtown Providence. Paolino’s owns one of the buildings where janitors are threatening to strike and keeps his office there. 

Governor Gina Raimondo’s staff has not responded to questions about whether she would honor the picket line.

Providence Mayor Jorge Elorza attended an East Side forum on the Community Safety Act (CSA), saying that despite some differences, he doesn’t “think it will be a problem getting this done before the end of the year.”

East Side City Councillors Kevin Jackson and Sam Zurier were in attendance. Councillor Seth Yurdin was out of town. While Jackson is fully in support of the CSA, Zurier and Yurdin have both publicly registered doubts.

After Elorza heard the speakers below, he spoke about his own encounters with the police, due to racial profiling. Though in broad agreement with the CSA, Elorza did outline some points of disagreement, including issues around the use of canines in policing, requesting proof of ID from juveniles, a prohibition against photographing juveniles, the eradication of the gang identification database and concerns that a “community safety review board” clashes with the police officers bill of rights.

On the gang database, Elorza believes that there will be a way to make the process more open, so that people will be able to have some measure of oversight. He also feels that there may be ways to craft policies that will satisfy both sides of the issue.

“There are many more places where there is agreement than disagreement,” said Elorza, “and on the areas where there are disagreements, I still remain very hopeful.”

There was little doubt that the community members in attendance were squarely behind the CSA. Nine residents spoke passionately about the need for expanded oversight of the police. Resident Don Baier told a very personal story of when he called the police to help find his sister, who was roaming the streets, delusional. Because of the excellent work of the police, his sister was recovered unharmed and received treatment. Not everybody has such positive interactions with the police, said Baier. He wishes that “every neighborhood could get the same kind of swift, thoughtful action” from the police.

Resident Maureen Reddy is a white East Side resident with a black husband and children, and she is afraid to call the police, for fear that her family might be imperiled. “Both of my children have been hassled by police, repeatedly,” said Reddy. Her son simply assumed that when he left the house, he would be stopped by the police and asked to explain himself. Her daughter was stopped on Benefit St by officers with guns drawn. Had it been her son in that position, she fears he would be dead.

Once a man pulled into Reddy’s driveway and asked her to call the police. Before she did so, she made sure to tell her husband to wait inside the house, so he wouldn’t be a target when the police arrived. Another time, when a woman was yelling in the middle of the night, Reddy did not call the police. Her husband and other neighbors went outside to assist the woman, but before the police arrived, her husband went back into the house. Again, he did not want to be a target of police suspicion, simply because he was black.

Julia Carson is the Principal of Central High School in Providence and an East Side resident. “I am heartbroken when I am ordered, by police officers, to clear the plaza [at Central High school], ‘get the trouble out.’ I don’t know about any of you, but high school was my safe haven growing up. We used to hang out every day after school and I don’t understand why my kids can’t do the same thing.”

Criminal Justice Attorney Annie Voss-Altman cited research that shows that non-whites are more likely to experience the use of non-deadly force in their encounters with police. “Subject compliance didn’t matter,” said Voss-Altman, “across the board, you’re fifty percent more likely to experience the use of force in your encounter with the police is you are black or Hispanic than if you are white or Asian.”

East Side resident Doug Best made the financial case for the CSA. “…the cost of paying settlements for police misconduct,” said Best, is “our major contributor to poor ROI [return on investment].” In other words, when the police mess up, it costs the city money to settle cases.

East Side resident Mark Santow is an American historian provided a historical context for the CSA. Present policing policies in communities of color drive resentment towards the police, said Santow, “and resentment can prevent the type of effective policing needed to keep communities safe and officers safe.”

Libby Edgerly highlighted the positive efforts the Providence Police department has made in addressing some of the concerns presented this evening. Including Mayor Elorza’s recent announcements regarding plans to address concerns about homelessness downtown. “Other notable recent police department initiatives,” said Edgerly, “include requiring police to use department phones, not personal phones, when videoing non-violent demonstrators. Also, supporting a youth basketball group. Also, instituting additional police training on how to work with people suffering mental health disturbances and, finally, choosing not to purchase military equipment offered by the federal government to police departments nationwide.”

The last item generated appreciative applause.

Ondine Sniffin is a resident of the East Side, a Latina, “and I’ve been arrested at a traffic stop… I learned that even though I’m an educated, English speaking U.S. citizen, I can still be mistreated, solely on account of my gender and/or ethnicity.”

East Side resident Sarah Morenon said that having theses practices established as policies is not enough. Policies change and are enforced at the whims of whoever is in charge. “My concern,” said Morenon, “is codifying the desired practices, to put into writing the police behavior guidelines, and get them into law… where subjectivity will not play such a major part.”

“I would like to see the city policy about non-compliance with ICE holds codified,” said Morenon, right ow the policy is “an informal directive.”

Councillor Sam Zurier expressed some doubts about the CSA, and talked about legislation he plans to introduce as a kind of a “stop-gap” measure.

Councillor Kevin Jackson has black sons, and he’s been a stalwart supporter of the CSA.

The No LNG in PVD coalition is demanding that National Grid immediately halt construction and excavation work at 642 Allens Ave, the site of the proposed liquefaction facility in Fields Point. The proposed facility, which is opposed by Mayor Jorge Elorza and nine state legislators, is currently being reviewed by the Federal Energy Regulatory Commission (FERC). National Grid has requested that FERC not hold any public hearings or grant fast tracked approval for the project. No LNG in PVD, a coalition of residents, organizations, and elected officials opposed to National Grid’s LNG facility, calls on the RI Department of Environmental Management (RIDEM) to revoke a recently granted permit which authorized soil excavation at the site, which is contaminated with numerous toxins hazardous to human health.

Fields Point Construction 03A group of concerned Providence community members submitted a petition to RIDEM on August 31st which requested that RIDEM revoke the soil management permit until concerns are addressed and a Public Involvement Plan (PIP) is put in place. RIDEM site remediation regulations, amended in 2011, require a PIP – a formal process for public participation and community oversight of the cleanup plan for activities that occur on contaminated sites. RIDEM formally initiated the PIP on September 6th, notifying National Grid “to initiate the process of developing an approvable PIP associated with the planned environmental cleanup of the Providence Gas Company site, and any other site redevelopment activities requiring remedial actions that fall under the jurisdiction of the Remediation Regulations.”

National Grid was required to respond to RIDEM within seven days with proposed plans and a schedule for developing a PIP with the community, writes No LNG in PVD, but says National Grid has ignored this requirement. In addition to violating this regulatory request, says No LNG in PVD, National Grid has begun excavating soil in a large portion of the site along Allens Ave and Terminal Road. Community members have observed uncovered piles of dirt with visible airborne dust.

Fields Point Construction 02The project’s location, 642 Allens Ave, has a long history of industrial contamination dating back to the earliest days of the gas industry. Providence Gas Company operated a “manufactured gas plant” from 1910 to 1954 which resulted in the release of many toxic substances which polluted the soil and groundwater. The site has also been host to an ammonia plant, a toluene facility, a propane works, and most recently an LNG storage facility. Numerous substances which pose a risk to public health, safety, and the environment have been recorded at the site, including polycyclic aromatic hydrocarbons (PAHs), total petroleum hydrocarbons (TPH), phenolic compounds, volatile organic compounds (VOCs) including benzene and naphthalene, polychlorinated biphenyls (PCBs), ferri­ and ferro cyanide compounds, asbestos, and metals including lead and arsenic. Many locations in the site contain multiple hazardous substances at levels that far exceed allowed standards, and while some specific areas have been remediated since 1994, the majority of the land has not been remediated.

The petition submitted to to RIDEM articulated a number of community concerns about construction at the LNG site exposing workers or community members to toxins.

Fields Point Construction 01“This is our community, people live here and kids go to school here, why does National Grid think it’s okay to put our lives and our health at risk? It’s our legal right to be involved in these decisions,” said Gina Rodríguez, a community resident and leader in the No LNG in PVD coalition. Monica Huertas, another coalition leader said, “It’s outrageous that there’s a known toxic site this close to my house, and we can go down Allens Ave and see clouds of dust blowing off from the piles that National Grid is digging up. The whole point of this Public Involvement Plan law is to address things like that, but National Grid is just ignoring our concerns and DEM isn’t doing anything to stop them.”

A growing number of elected officials are working with the No LNG in PVD coalition and have declared opposition to National Grid’s unnecessary, expensive, and dangerous LNG proposal. The coalition denounces National Grid’s rush to begin work at the site before any public oversight is put in place. “This is exactly what RIDEM’s site remediation regulations are for,” said Representative Joseph Almeida. “In cases like this, where a project could release extremely dangerous contaminants, it is vital that the affected community have a role in overseeing remediation activities. Members of my district are already overburdened by environmental and health hazards. It is vital that DEM stop National Grid from kicking up a new load of previously buried poisons and toxics without giving this community any say.”

David Graves, spokesperson for National Grid, responded. “Construction work now underway on the property is not related to the liquefaction project. All of the work has been properly permitted. As part of our normal procedures, the earth excavated from the site is being covered.

“There are or will soon be two projects underway in the immediate area. One is construction of an access road to accommodate equipment that will come on site to make improvements to containment dyke wall that surrounds the LNG tank. The other is to cap approximately five acres of land at 642 Allens Ave that is part of a remediation project that was started several years ago. Both have been approved by DEM.”

No LNG in PVD coalition member Aaron Jaehnig responded to Graves’ statement. “The petition to DEM for a Public Involvement Plan related to that property clearly requested a halt to any construction or remediation projects until a Plan was in place. DEM’s request to National Grid, for that plan did not alter our request or sepcify that prior permits were exempt. The PIP process exists so the concerned residents, potentially effected by the disruption of toxic materials, are legally granted oversight to such projects. Its great that that National Grid believes they are above participation in this process, it just confirms our suspicions that their actions do not take the public’s well being into consideration. They have already shown a blatant disregard for the community by ignoring DEM’s request for response to the PIP order within seven days. All construction and remediation activity should be halted immediately until that process is completed.”

National Grid has responded a second time, denying some of the allegations made by the N o LNG in PVD coalition: “The work underway at our property at 642 Allens Ave. property, which has been properly permitted, is unrelated to the liquefaction project. One element of the work is environmental remediation. It is enhancing public safety not endangering it as claimed by one group. Also, at no time have we requested to FERC that they not hold public hearings and we responded to DEM on the matter of the Public Involvement Plan (which is unrelated to the current work on the property) within the required time. Every project we undertake is planned and executed under rigid safety and environmental standards and the work currently underway is no exception.”

What, after all, is more human than relying on our greatest strength, each other?

“There is nothing dignified about standing on street corners, or venturing into the middle of the street, dressed in dirty, shabby clothes, in all sorts of weather, with a crude cardboard sign, begging passersby for help,” wrote Bishop Thomas Tobin in a letter to the Providence Journal last week, but he was wrong. Dignity, the state or quality of being worthy of honor or respect, is, by Catholic principle, “inherent and inviolable.” Human dignity has been called the “cornerstone of all Catholic social teaching.”

Humanists affirm the dignity of every human being. A cornerstone Humanist document is the United Nations Universal Declaration of Human Rights. Article 1 states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.” No distinction is made in the declaration based on class or property.

I’ll avoid the sexist term “brotherhood” (the Declaration was written in 1948 after all) and call it our “spirit of kinship.” This idea, that we are one large human family, reminds us to rely on each other when things go wrong in our lives. Our kinship is a fundamental part of what makes us human, and without it, our society and our lives fracture.

Through this fracturing, people end up on the street, homeless, hungry and alone with their demons. The truth of human dignity means that it should not be the responsibility of the downtrodden to ask for our help. Our own human dignity requires us to offer it.

The Universal Declaration of Human Rights also affirms the human right to expression, the human right to freely move within our cities and as a consequence, affirms our right to ask for assistance.

“The problems [associated with panhandling] have spread since Mayor Jorge Elorza, responding to the threat of action from the American Civil Liberties Union and others, directed that the police should no longer enforce ordinances dealing with panhandling and loitering,” said Tobin in his letter. “The ACLU, while presumably well-intentioned, has done no one a favor.”

In defending the human and constitutional rights of panhandlers, the ACLU respected human dignity in a way Bishop Tobin seems unprepared to do. The “favor” the ACLU did was to remind us that rather than sweeping people in need out of sight, it is far better to provide the things they need to live their lives comfortably.

Some religious leaders understand this, but many others don’t get it, even as they wonder why their moral authority is crumbling.

jorge downtownOne day after a botched press conference on a similar subject, Providence Mayor Jorge Elorza brought together a big group of state and city officials, as well as advocates and activists, to announce a new plan to address panhandling, poverty and homelessness in downtown.

“As we see increased homelessness and increased panhandlers, this is a moment to look inside ourselves and ask ourselves what kind of community we want to be,” Elorza said, speaking from atop the steps at City Hall. “Do we want to be the kind of community that cuts resources for mental illness or fails to invest in homeless shelters, or cuts resources for legal services for the indigent? Do we want to be a community that is not complacent in the face of inequality of income and wealth? Do we want to be a community that invests in affordable housing? Do we want to be a community that believes in workforce opportunities? And do we want to be a community that works to address the persistent challenges of racial injustice?”

He added, “We are not interested in simply relocating the issue. We are looking for lasting solutions that balance the rights of the people of our city. We are not going to benefit by pushing people from one street to another. What we are announcing here today is not just a plan. What we are announcing here today is an approach to work collaboratively, compassionately and creatively to make sure that no resident of our city or of our state ever gets left behind.”

Elorza said the city will open a day center for homeless people, provide financial support for Amos House “A Hand Up” program, a jobs program for people who are homeless and/or struggling financially, and offering support to Emmanuel House’s program for helping people with substance abuse problems. Police presence has already been increased in downtown – and Public Safety Commissioner Steve Pare said arrests have increased – and parking meter-like machines will be located downtown so people can give to social services rather than directly to another human being.

“Most importantly,” said Elorza, “we will work with a broad coalition to advocate for the critical resources to provide for mental health, substance abuse, legal services and housing supports to our families and people in need – resources and funding we’ve seen reduced in recent years.”

While Paolino’s press conference yesterday relied heavily on the business community, Elorza’s event featured several state and city elected officials. In attendance were state legislators: Maryellen Goodwin, Josh Miller, Edie Ajello, Aaron Regunberg and Grace Diaz as well as city councilor Mary Kay Harris, Wilbur Jennings, Brian Principe and Michael Corria.

“What we are talking about is ‘One Providence’,” said City Councilor Mary Kay Harris, who represents downtown Providence, echoing the Elorza’s campaign theme. “One Providence includes the rich and the poor. It includes the poor working class and the workers altogether.”

Eileen Hayes, the director of Amos House who champions the plight of people who are homeless, said, “Our fellow citizens are struggling, especially those who are homeless and do not have the financial resources to care for basic needs. Every single business community should find a way to offer a job to homeless person who wants to work. They are good people and they are good workers. We believe that we cannot criminalize behaviors based on people doing the best they can to survive without offering viable solutions including jobs and housing.”

While Paolino’s press conference was held at the Convention Center and was invite only, Elorza’s was the steps of City Hall. Both were disrupted – Paolino’s by angry activists and journalists who couldn’t attend and Elorza’s by a woman who said she needs more social services. Elorza’s press event featured activists who advocate for the homeless, while Paolino’s expressly kept many advocates from attending.

When Elorza was asked if he wished Paolino and more members of the business community attended his event he said, “I’ve had many members of the business community reach out and express their support for what we are doing and I look forward to continue working with anyone who truly wants to address the long term root cause issues.”

Saying that approval of the project “would have a detrimental impact to the City of Providence and its residents,” Elorza went on to frame the issue in global terms.

“The entire world is threatened due to climate change and we must move away from fossil fuels,” wrote Elorza, “The City of Providence has continually expressed a commitment to reducing its carbon footprint, promoting an equitable environment, and creating a more sustainable future for our City’s posterity. Providence does not want to perpetuate the global climate crisis, nor do we want to be burdened by the risks associated with a liquefaction plant in Providence.”

Elorza also touched on the issues of air quality in the area of Fields Point.

“The proposed facility would generate harmful pollutants that impact the surrounding community’s air quality and ecosystem. The proposed location for this project is surrounded by dense, lower-income neighborhoods and should not be subjected to the environmental and health burdens associated with the proposed facility.”

Elorza also says that “The proposed plant would also increase greenhouse gas emissions, particularly indirect emissions due to the hydraulic fracking process by which the natural gas is extracted from the ground, as well as the facility’s high electrical consumption (13 megawatts) for the liquefaction process.”

Elorza urged FERC to conduct a comprehensive Environmental Impact Statement, rather than an Environmental Assessment and to heed the final guidelines presented by the White House Council on Environmental Quality (CEQ), which instructed Federal agencies to include “direct and indirect greenhouse gas emissions and the effect of climate change in National Environmental Policy Act Reviews.

Elorza ends his letter asking for and “unequivocal denial” of the project.

The EJLRI statement comes in response to Elorza’s announcement that he opposes National Grid‘s proposed LNG liquefaction facility to be located at Fields Point in the Port of Providence.

State Representative Aaron Regunberg, who represents the 4th district in Providence, also hailed the mayor’s announcement. “I am so glad the mayor has joined our opposition to this terrible proposal. It shows the LNG facility is not a done deal. This is a fight we can win, and so it is a fight we must win. Now it’s time for our federal delegation, who I know are all committed to fighting climate change, to put that commitment into practice here in Providence and join our push for #NoLNGinPVD!”

EJLRI echoed Regunberg’s call for more state elected officials to join them in the fight against expanding LNG infrastructure in Rhode Island. “We are very thankful for the support and climate leadership from our mayor and state legislators, and we now call on our federal congressional delegation and Governor Gina Raimondo to join us and stop National Grid’s plans to liquefy and export fracked gas from Providence.”

Monica Huertas, a leader in the #NoLNGinPVD campaign, responded to the news from the mayor’s office by saying “As a resident of the Washington Park neighborhood, I am so thankful for Mayor Elorza to have so willingly come out against ‘LNG.’ We can make a difference in the smallest state and as residents of the capital city we can take the lead on dismantling the old ways of doing things.  This shows that he is on the right side of history. After we have won the battle for clean energy, we can look back at this key moment in Providence and be proud that we fought together.”

Meghan Kallman, Chair of the RI Sierra Club said, “The Sierra Club is pleased with Mayor Elorza’s statement of opposition to the proposed LNG facility in Providence. Climate change is one of the gravest threats that our community faces. Infrastructure such as this liquefaction plant, that locks us into further consumption of fossil fuels, is a bad choice for our future. Further, its proposed location would imperil some of the most vulnerable residents of Providence. We are pleased that Mayor Elorza has listened to the concerns of the community and is opposing this wrongheaded proposal.”

“We have to move to renewable energy,” said Sam Bell, executive director of the Rhode Island Progressive Democrats (RIPDA). “Certain machine politicians may not believe we need to act to stop climate change, but our state cannot afford not to act. Elorza giving in to the people of Providence and supporting the NO LNG in PVD movement is a big win.”

The EJLRI statement concludes, “The decision to approve or reject National Grid’s proposal is still under fast-track review and likely approval in the Washington DC offices of FERC, the Federal Energy Regulatory Commission.  Governor Raimondo, Senator Sheldon Whitehouse, Congressman David Cicilline, and other elected officials need to join their colleagues in Providence and make it clear that there can be no more dangerous fracked gas expansion projects in Providence, or anywhere in the state.  We stand by no fracked gas LNG in Providence, no fracked gas power plant in Burrillville, and no fracked gas Access Northeast expansion of the pipeline, compressor station, and additional LNG production.

“Rhode Island is making international news as a climate change leader, and we need to be clear that real climate leaders reject fracking and support a rapid and Just Transition to a sustainable future that centers the needs of workers and frontline communities.”

“With all the information that I have seen on this matter, a liquefied natural gas plant is clearly not in the best interest of the city and I do not want to see the project move forward,” said the first term mayor of the capital city in a prepared statement. “Providence has the opportunity and moral obligation to be leaders in clean, renewable energy and that is the direction our city should move in.”

His statement comes as National Grid explores utilizing an existing LNG storage tank near the Providence waterfront.

“The proposed plant would process liquid natural gas that is extracted through hydraulic fracking, which is devastating to the environment and the surrounding communities,” said Elorza. “Providence does not want to perpetuate or expand fracking, nor do we want to be burdened by the risks associated with a liquefaction plant in Providence.

He added, “There are clear energy policy and market signals at the local, national, and international level telling us that we should be investing in renewable and clean energy. Our future is in projects like Deepwater Wind and investing in clean heating sources like geothermal and electric heat pumps, not more fossils fuels.”

Previously, the Elorza Administration has said National Grid would get no city subsidies for its proposed LNG facility at the Providence waterfront. “Ultimately, the decision on the LNG plant will be up to the federal government, however the City will provide no subsidies if the project moves forward,” said Emily Cowell, a spokeswoman for Elorza.

The Rhode Island Chapter of the Sierra Club then challenged Elorza to make a stronger stand against LNG. “While Elorza is correct in saying the decision will ultimately be made by FERC, we would argue his assertion, ‘the city will have little input into that decision’ is false. The mayor can’t abdicate his responsibility on this. Local officials can be hugely influential on Federal decisions,” the group said in a statement.

Previously, nine Providence legislators took a strong stand against the proposed LNG facility.
