    “He averted a financial crisis in Providence by negotiating compromises with organized labor…”
     
    Negotiating is on way to put it. Ramming reform down thier throat under the threat of a Central Falls style bankuptcy is another.  As an aside, does firing all of the teachers count as a “negotiation”?
