    So, he is proposing Risk-free risk? How is this paid for… more business taxes? So, which is less conducive to starting a business, higher risk or higher taxes?

      Fair enough question and as someone that has started several businesses let me say that risk is much more significant consideration than taxes for an entrepreneur thinking about opening a business. Start ups don’t generally make any money at first and so don’t pay taxes outside of payroll taxes. You could make the case that certain kinds of regulation can get in the way but taxes? Not so much.
