United States Senator Sheldon Whitehouse has a national, and even international, reputation as a climate champion, noted Rhode Island Senate President M Teresa Paiva-Weed as she introduced him to to the nearly 150 people gathered in Newport for a community dinner and Q&A. Paiva-Weed talked up Whitehouse’s concern for his constituents, saying, “Someone like Sheldon makes it a point to be home and to have a focus on the issues at home.”

But to the residents of Burrillville who drove for over an hour through rush hour traffic to attend the dinner, Whitehouse hardly seems focused on “the issues at home” and in fact, his own words belie that. His international reputation as an environmental champion is of small comfort to the townspeople fighting Invenergy’s $700 million fracked gas and diesel oil burning power plant.

Whitehouse touted his environmental concerns in his opening remarks, saying, “The good news is that… the [climate] denial operation really is collapsing. You can feel it visibly. We’re at the stage where the CEO of Exxon has had to admit, ‘Okay, climate change is real, and we’re doing it and we want to get something done.’”

Climate change, says Whitehouse, “is going to hit home for Rhode Island in a really big way and I want to make sure that I’ve done everything that I possibly can to make sure that we are as prepared for it as we can be in the Ocean State.”

Richard Dionne, vice president of the Burrillville Conservation Commission was called on by Whitehouse to ask the first question.

“When discussing the most influential senators from Rhode Island on environmental quality issues, your name is often brought up in the same sentence as our former Senator John H Chafee,” said Dione, “Not bad company to be in if I do say so myself.”

“Really good company,” agreed Whitehouse.

Dione continued, “However, our Senator Chafee would be rolling over in his grave if he knew that a 900 megawatt fracked gas power plant being proposed by Governor Raimondo was to be sited smack dab in the middle of the John H Chafee Heritage Corridor in the northwest corner of Rhode Island, on the shared border with neighboring states Connecticut and Massachusetts.

“This area has been recently designated as part of the National Park Service. The approximately 13,000 acres of protected forests, recreational areas, wetlands and conservation areas is absolutely the most inappropriate area for this type of project.

“Every environmental organization in the state of Rhode Island has come out against the project,” continued Dione, “including the Environmental Council of Rhode Island, the Audubon Society, the Nature Conservancy, Blackstone Heritage Corridor, the list goes on and on, I have a list right here…”

“I know the list,” said Whitehouse.

“At many of the public hearings I attend, invariably the question gets posed to me, ‘Where is our environmental Senator on this issue and what is he doing for his constituents in Burrillville?’ A town which, by the way, has supported your election in 2006 and 2012.

“So my question is Senator Whitehouse,” said Dione, winding up, “What answer can I bring back to the people of Burrillville, and can you commit this evening to opposing this power plant?”

“The short answer is,” said Whitehouse after a short pause, “There is a process…”

“Here we go,” said a woman at my table with open disdain.

If there was a wrong answer to give, this was it. Everyone who attended Governor Gina Raimondo’s appearance at the Burrillville High School has heard this answer before. No one takes “trust the process” seriously. It’s political dodge ball.

Conservation Law Foundation (CLF) attorney Jerry Elmer has spoken eloquently about the process. “Remember that the reason – the raison d’etre – that the General Assembly created the EFSB (Energy Facility Siting Board) was precisely to take these energy siting decisions away from the Town Councils and town planning boards,” wrote Elmer.

RI Senator Victoria Lederberg, who got the EFSB legislation through the General Assembly 30 years ago, called the siting board concept “one-stop shopping” for power plant developers. Climate change, environmental concerns and the health and safety of residents didn’t seem to be high on the General Assembly’s priorities when the EFSB was formed.

The process renders the opinion of ordinary townsfolk essentially meaningless, said Burrillville Planning Board attorney Michael McElroy. “The EFSB can take [our opinion], they can take it in part, or they can reject it.”

“There is a process,” said Whitehouse, “taking place for [the power plant] through the state Energy Facility Siting Board. They take sworn testimony, as I think you know. There are a whole bunch of local environmental groups that are intervened into that proceeding. The Conservation Law Foundation has come down from Boston to intervene in that proceeding. They have witnesses.”

Senator Whitehouse is incorrect here. The only environmental group certified as an intervenor in the EFSB proceedings is the CLF. The Burrillville Land Trust, Fighting Against Natural Gas (FANG), Burrillville Against Spectra Expansion (BASE) and Fossil Free Rhode Island were denied intervenor status, as it was felt that their interests would be seen to by the CLF.

“It’s essentially an administrative trial that is taking place,” continued Whitehouse, “I have confidence in that process. I have confidence in Janet Coit at DEM (Department of Environmental Management) who by virtue of being the DEM director is on the Energy Facility Siting Board. I have confidence in Meg Curran, chairman of the Public Utilities Commission (PUC) who by virtue of being chairman chairs that Siting Board, and there’s going to be somebody from the Department of Administration…”

Associate Director of the Division of Planning, Parag Agrawal, is the third member of the EFSB.

“It’s a process I’ve worked with from my earliest days,” said Whitehouse, “when I first came as a young lawyer to Rhode Island I worked in the Attorney General’s office and I practiced representing the people before the Public Utilities Commission.

“So I have confidence in the process.

“Congratulations,” added Whithouse, “The opposition to Invenergy, I think, has won every round. Burrillville said ’No’ on planning, Burrillville said ‘No’ on zoning, the water board said ‘No’ on water, so I think you’re, yeah, it’s a process and I know it would be easier to just yell about it but it’s a process that I think is honorable and will come to the right result.

“So I want to focus my efforts on where it will make the biggest difference. I know we’ve had some conversation, repeatedly, but I still am of the view that, with the force and strength that I have available to me, I want to apply every bit of that force and strength to the battle in Washington, which if we win it, will be immensely significant, not just to Burrillville but to all of Rhode Island and to the country and the world.

“So, sorry that I don’t have more to give than that, but I do think that I give pretty well at the office with what I do on this issue. Thank you for bringing it up though, I appreciate it.”

Burrillville resident Lynn Clark was called on to ask the next question. This seemed like a coincidence, but in fact, half the questions asked concerned the power plant in Burrillville, in one way or another.

Clark rose and with only the slightest hint of nervousness in her voice, said, “My name is Lynn and I come from the northwest corner of the state of Rhode Island. It has been my home all my life. I applaud you and I love the work you’re doing on the environmental front.

“In Burrillville, our little town has come together and we have come out strong against this giant plan. We have a lot of environmental groups [on our side], 23 currently, and we are working hard.

“I wish I could say that I am as confident in this process as you are, sir. It has been a scary process. We have been consumed by this process. I have been at every meeting, for hours, two or three meetings per week. Sir, this is a scary, scary process.

“We need a champion in Burrillville and we are asking you to please come see us. Please, come talk to us. If this Invenergy [power plant] gets built, the detriments to our little state will be just horrifying.”

Clark’s appeal to Whitehouse was raw and emotional. It’s the kind of speech people give in movies to roust tired champions into battle one final time.

But this wasn’t a movie and Whitehouse wasn’t willing to be the hero.

“I hear you,” said Whitehouse, once again echoing words Governor Raimondo used in Burrillville when she visited, “I can’t add much to what I’ve said to Richard. Thank you for taking the trouble to come down and share your passion.

“It is the National Heritage Corridor,” said Clark, not giving up, “We also have a boy scout camp up there, camp grounds… Have you been up to Burrillville?”

“Oh yeah,” said Whitehouse.

“Okay,” said Clark, “I hope you come visit us soon, sir. Thank you.”

Other questions came and went. Whitehouse was asked about the Supreme Court vacancy, grid security and the opioid epidemic. When Newport resident Claudia Gorman asked Whitehouse  about the Federal Energy Regulatory Commission (FERC), he admitted that on the federal level, at least, he isn’t as certain about the integrity of the process.

“There have been several problems, at the federal level, with the approvals,” said Whitehouse, “They haven’t baked into their decision making what is called the social cost of carbon.” Whitehouse added that we don’t take seriously the problem of methane gas leaks, and that he held the first hearings on the issue of gas leaks and that we still don’t know the full extent of that particular problem…

The last question of the evening came from Cranston resident Rhoda Northrup. She rose as Whitehouse tried to bring the discussion to an end, and would not allow the dinner to end without asking her question.

“I do not live in Burrillville I live in Cranston,” said Northrup, “and what’s going on in Burrillville should not be completely on their backs. This is a global issue for all of us and if that power plant comes to our state of Rhode Island, it will set us back forty years. We will be committed for another forty years to a fossil fuel.

“That’s wrong.

“We need to move forward with wind and solar. And with all of that said, I would like to ask the senator if he has an opinion. With everything that’s been said tonight, ‘Do you have an opinion?’

“I know it’s a process,” said Northrup, “but that’s not an answer. Everybody’s telling us it’s a process. We know that. We’re walking the process. But we’re asking our leaders if they have an opinion. You must have an opinion.”

There was a short pause before Whitehouse answered.

“My opinion is that we must get off fossil fuels,” said Whitehouse.

“Thank you for that,” said Northrup.

But Whitehouse was’t finished. Lest anyone believe that by that statement Whitehouse was taking a stance against the power plant in Burrillville and matching action to his words, Whitehouse switched to his familiar political talking points.

“My opinion is that the best way to do that,” continued Whitehouse, “is to balance the pricing of fossil fuels, so that they are treated fairly in the marketplace. Right now they have a huge, unfair advantage because they don’t have to pay for the cost of the harm that they cause…”

Despite the NRA paying a record fine for making illegal campaign donations to Rhode Island politicians, to date, not one current office holder in the state has seen fit to return the money.

The National Rifle Association (NRA) was fined by the RI Board of Elections for funneling illegal donations to RI politicians, including House Speaker Nicholas Mattiello and Senate President M Teresa Paiva-Weed. One estimate puts the total amount of contributions at over $160,000, over a 10 year period from 2004 to 2014. Due to the detective work of Sam Bell, executive director of the Rhode Island Progressive Democrats of America, the NRA was fined $63,000 and the NRA’s Rhode Island PAC was formally dissolved.

Technically, any money received by any candidate in Rhode Island that comes from the NRA Political Victory Fund PAC before January 2014 was illegal. That doesn’t mean that it’s a crime to keep the money after the fact, and it’s likely that the politicians did not know that the campaign donations were illegal before Bell made his case.

That said, the bottom line is that the money these politicians accepted from the NRA is tainted, and the influence this money has on our General Assembly can be felt acutely when observing the legislature in action.

Are you still wondering why our General Assembly can’t seem to pass common sense gun control legislation?

Between 2004 and 2014, House Speaker Nick Mattiello received $2,975 from the NRA. All these donations appear to be illegal, tainted contributions. The Speaker has kept every penny. Seventeen other representatives have also taken thousands of dollars.

Joseph McNamara is the head of the RI Democratic Party, the same party whose national platform calls for banning assault weapons and strengthening gun laws to prevent violence. McNamara accepted $700 in illegal NRA contributions over the years.

During the same 10 year period, Senate President M Teresa Paiva-Weed has accepted, and kept, what appears to be $6,075 in illegal contributions from the NRA. Seventeen other senators took illegal NRA cash, including Senate Majority Leader Domenic Ruggerio, who raked in $3350 and Senate Judiciary Chair Michael McCaffrey, whose committee handles every bill about guns that comes to the Senate, to the tune of$3500.

Rep Jan Malik, who was recently challenged by his primary opponent Jason Knight to return his illegal donations, took $1075. On the last day of the most recent legislative session, Rep Malik voted for a House bill that would have made it easier to get concealed carry permits in RI before changing his vote after the fact.

I went through the campaign finance reports available here, and carefully made a list of all incumbents who have accepted NRA money between 2004 and 2014.

We’ve reduced the corporate tax rate in Rhode Island.

“We exempted sales tax on energy costs to assist businesses.

“We raised the exemption on the estate tax to keep successful folks in the State of Rhode Island.

“We eliminated the social security tax on many Rhode Islanders so we can assist the middle class after a lifetime of commitments so that they can stay and thrive in Rhode Island.

“We eliminated tax on radiology services to assist that industry.”

Acting as the self-appointed Yin to Mattiello’s Yang, Paiva-Weed spoke about how the Speaker and Governor stood with her “to take some of the most difficult votes the General Assembly could take to cut the budget…

One of them was last year… and that was cutting $70 million from Medicaid. That was a hard vote…

“In addition, many of you in this room were not standing here cheering when we had to make those difficult votes to ensure the passage of pension reform. And that was a vote that quite honestly kept me up many nights, because it really did hurt people…”

It really did hurt people.” Let that sink in for a moment.

The message was as jarring as it was obvious: Tax cuts on the rich hurt people. Our leaders know this, but they don’t want to believe it. It’s called cognitive dissonance.

Beyond just hurting people, poorly targeted tax cuts do nothing to help the greater economy and instead impoverish a government’s ability to maintain infrastructure. Hence, RhodeWorks.

RhodeWorks will shift the financial burden of repairing RI’s roads and bridges onto trucking companies, who will maintain their profits by increasing the price of goods. This will burden the poor and middle class much more than it will the rich, who will be able to manage slight price increases by drawing on the extra money they keep through the tax cuts they’ve been granted.

Despite Paiva-Weed’s protestations, she has not cast “difficult votes”. A difficult vote would be one in which she stood up for those without power and against the money of the connected elite. A difficult vote would be one of compassion and courage.

No, the votes Paiva-Weed made were easy, because the people she hurt have no power to hold her accountable for their pain. Her conscience might bother her, but what good is a conscience when the corporate tax rate needs to be cut?

As for Mattiello, after he proudly listed his accomplishments, he said, “We have been laser focused on moving our economy forward and doing the kind of things that build economic wealth and growth and jobs in the State of Rhode Island.”

“And then I hear,” said Mattiello, pausing as the cognitive dissonance crackled through his brain, “that there’s a consensus that we have the worst roads and bridges in the country and it’s the leading concern of businesses. It’s the number one driving force for businesses in their decision making.” Another pause.

Mattiello’s pauses say it all. All that money he gave away to his well off neighbors was for nothing. All those cuts to pensions and Medicaid were for nothing and all those people hurt by these cuts were hurt for nothing.

Our leaders bought the lies of economic charlatans, gave away millions in tax cuts, impoverished our state and hurt people terribly, only to find that what was really needed was a strong infrastructure, an infrastructure we might have been able to afford if we weren’t crippling our economy by cutting the taxes of dead millionaires.

RI political leaders ignore evidence, pursue failed economic policies http://www.rifuture.org/failed-economic-policies/ http://www.rifuture.org/failed-economic-policies/#comments Mon, 08 Feb 2016 10:00:29 +0000 http://www.rifuture.org/?p=58674 2-3-16sfp-f1A new report calls into question many of the job growth strategies being pursued and implemented by our state leaders. “To create jobs and build strong economies,” say economists Michael Mazerov and Michael Leachman in their new report, “states should focus on producing more home-grown entrepreneurs and on helping startups and young, fast-growing firms already located in the state to survive and to grow ― not on cutting taxes and trying to lure businesses from other states.”

The report, State Job Creation Strategies Often Off Base takes advantage of new data accumulated over the last fifteen years “about which kinds of firms create jobs” and the data shows that the “vast majority of jobs are created by businesses that start up or are already present in a state — not by the relocation or branching into a state by out-of-state firms.”

The immediate takeaway from this report for Rhode Islanders is that Governor Gina Raimondo’s planned (yet not realized) trip to Davos and the time she spent trying to persuade General Electric (GE) to move to Rhode Island rather than to Massachusetts are wastes of time and money. Raimondo’s offer to GE was in the “same neighborhood” as Massachusett’s $140 million in state and city incentives and grants.  Given the conclusions in this report, Rhode Island dodged a bullet when GE turned Raimondo’s offer down.

I asked the authors of the piece directly about the governor’s plan to travel to the World Economic Summit in Davos and they told me, “That is not where state economic development comes from and that’s really not where policy makers should focus. They should focus on homegrown businesses and try to stimulate startups and helping their businesses that are already in the state to find customers and find the skilled workers they need. Business recruitment accounts for such a tiny share of job creation and that’s really a major point of this paper. It is not where the priority should be placed.”

In other words, we are, as a state, pursuing failed economic and job creation strategies, and we will continue to fail unless we take this new data seriously.

On average, 87 percent of new jobs are created by businesses already in the state. In the chart below, you can see that Rhode Island is no outlier in this department. The remaining 13 percent of jobs come from out of state businesses branching into the state (think of a restaurant chain in Boston adding a store in Providence) or a business actually relocating into the state, as GE recently did when they moved to Massachusetts.

What kind of businesses stimulate job creation? The report stresses that “startups and young, fast-growing firms are the fundamental drivers of job creation when the U.S. economy is performing well.”

The report quotes economist John Haltiwanger and his colleagues as saying, “Overall, the evidence shows that most start-ups fail, and most that do survive do not grow. But among the surviving start-ups are high-growth firms that contribute disproportionately to job growth. These high-growth young firms yield the long-lasting contribution of start-ups to net job creation.”

The firms that take off are called “gazelles.” Think Google, Amazon, Tesla or Under Armour, or, in Rhode Island, think NuLabel. These kind of firms accounted for about 15 percent of all businesses, but were responsible for half of gross job creation from 1992-2011.

Failed Policies

In trying to create a “business friendly climate” that will lure small businesses to the state, our leaders, like leaders in many other states, have pursued strategies that are “bound to fail because they ignore the fundamental realities about job creation revealed by the new data and research discussed above.” A favorite failed strategy is tax cuts for “small businesses.”

These tax cuts are not properly aimed at young businesses, they are aimed at small businesses.  Most small businesses don’t have employees or plan to add employees. And targeting tax cuts to young businesses has little effect because most young businesses spend so much money on new equipment, product testing and marketing that they have little in the way of taxable income in the first place.

Tax cuts don’t help a state’s business climate, but they do hurt a government’s ability to do the important work of funding education and maintaining a top notch infrastructure. The report cites an Endeavor Insight study that showed that only 5 percent of entrepreneurs cited low tax rates as a factor in deciding where to locate their company, whereas 31 percent cited access to talent (education) and a city’s quality of life as a factor.

Offering tax breaks and non-tax incentives to lure out-of-state companies to our state is also a losing game. In Rhode Island we are addicted to TSAs, Tax Stabilization Agreements, which allow companies and developers to avoid paying their fair share of taxes and shifts the businesses’ tax burden onto the rest of the city or state taxpayers. As the report clearly shows, “jobs gained due to firm relocation are such trivial factors in a state’s overall job creation record that they should not be a consideration in formulating state tax policy or economic development policy more broadly.”

A look at statements made at the recent Greater Providence Chamber of Commerce luncheon reveals that our elected leaders haven’t gotten this message yet.

Continuing to pursue strategies that have been shown to hinder rather than help in job creation would be foolish in light of the data in this new report. Instead, “policy needs to focus on encouraging entrepreneurship generally, helping new businesses to survive, and enabling businesses with the potential to become high-growth firms to fulfill that potential.”

When Representative Robert Lancia (R District 16, Cranston) announced that he was hosting the first House National Prayer Breakfast on the floor of the House and thanked Speaker Nicholas Mattiello for his support in making it happen, I knew I had to attend.

Prayer and religion are very important to many Americans and their elected representatives, but our country and Rhode Island in particular was founded on a secular vision of governance that allows each person to bring their convictions to the discussion, but not impose those convictions on anyone else. An official House of Representatives sponsored event blurs the lines between church and state, even when the event being held strives mightily to be “interfaith,” inclusive and welcoming to all.

Lancia said that he sees the prayer breakfast as an opportunity to network, a chance to bring together the political and religious community. He hopes this will be the first of many such events.

2016-02-04 Prayer Breakfast001Guest speaker Bishop Nicholas Knisely of the Episcopal Diocese of Rhode Island concurred with Lancia. He also hopes that this event might be the first of a series of such breakfasts, a chance to bring legislators together not as government officials, “but as people who have a commitment to a spiritual life.” Such connections, said Knisely, “maybe cannot be made in any other way.”

Yet I was there when business leaders directly petitioned government leaders in January at the  2016 Rhode Island Small Business Economic Summit held at Bryant University, and I was at the Convention Center the day before the prayer breakfast, with Rep Lancia and dozens of other legislators at the Greater Providence Chamber of Commerce luncheon.  This year’s legislative agenda was shaped by these events where the business community told the legislature what it expects to happen this year.

I was at the State House when the Rhode Island Interfaith Coalition to Reduce Poverty presented their legislative ideas to Governor Gina Raimondo, Speaker Mattiello and Senate President Teresa Paiva-Weed. The fact that the business community will get most of what they ask for and that the religious community will not tells us a lot about the way religion is used by our government, and why we should be wary of mixing church and state.

This year I have watched every session of the House and Senate and every session begins with a prayer. So far this year the legislature has prayed for nearly 15 minutes, loudly and publicly, even as they largely ignore the ideas of the Interfaith Poverty Coalition when drafting and passing their legislation.

At one point during his prayer breakfast talk Bishop Knisely pointed out that the Pilgrims left England to get away from the religious tradition he represents. (And I’ll note here that Roger Williams founded Rhode Island to get away from the Pilgrims, who were no better in respecting religious differences.) Knisely talked about the ways in which “religious and language differences were used by the mill owners [of New England] to make sure mill workers did not organize.” This is the danger of religion and state becoming too close: spirituality becomes a weapon against the underclass.

When religion is used to provide a sheen of morality to the exploits of government officials and business leaders, people do not prosper, they are instead righteously exploited. The prayers that begin each legislative session may mean something to the legislators bowing their heads, but the deeper purpose is propagandist. They are invoking the name of God to justify their power, not the will of the people, and doing so in defiance of democracy.

To those who value their religion, the prayer breakfast may seem like an innocuous idea, but to those who do not pray, or to those who find little of value in the ideas of faith, spirituality and God, these events are exclusionary and even a little frightening.

I don’t want my government engaged in prayer, and really, no religious person should want that either. Every religious tradition has multiple stories of being persecuted by governments under the sway of a rival religion. Today we might be praying to the Gods and enacting the religious codes you believe in, but tomorrow may bring strange Gods that don’t have your best interests in mind.

Best to keep church and state separate.

As Governor Gina Raimondo presented her budget to the General Assembly and the television viewers at home, she was being simultaneously protested by two groups. The first was a coalition of environmental groups opposed to her support for the expansion of fossil fuel infrastructure in Rhode Island, and the second was made up of undocumented workers and their allies, there to hold the Governor to her promise to make driver’s licenses available to all.

The evening started with members of FANG (Fighting Against Natural Gas), BASE (Burrillville Against Spectra Expansion), Fossil Free Rhode Island and the Environmental Justice League of RI (EJLRI) coming together to protest the Governor’s support for three fracked gas projects in Rhode Island: Invenergy‘s planned fracked gas power plant, the Clear River Energy Center, to be built in Burillville; Spectra Energy‘s planned expansion of pipelines and a compressor station in Burrillville; and National Grid’s planned liquefaction plant at Field’s Point in South Providence.

2016-02-02 State House 024About five minutes before Senate President Teresa Paiva-Weed, as per tradition, lead Governor Raimondo to the House Chambers, English for Action, a group dedicated to improving the lives of immigrants and undocumented workers, entered the State House to stage their own protest. Candidate Raimondo had promised this group that she would issue an executive order, within her first year in office, allowing undocumented workers to get driver’s licenses.

The Governor has broken this campaign promise.

The two groups lost no time in joining forces and ascended the stairs to the second floor chanting and marching. They were kept from approaching the entrance to the House Chambers by Capitol and State Police who formed a line in front of them. The protests were loud, but completely peaceful.

After the Governor entered the House Chambers to deliver her State of the State address, (successfully avoiding any contact with protesters) the two groups briefly separated before joining forces on opposite stairways in the main rotunda. Here they gave a series of short speeches explaining their positions and pledging to support each other’s efforts.

As EJLRI’s Jesus Holguin said to me afterwards, the two issues are actually more related than they might appear. The same forces that drive people from their home countries to seek work in the United States are working to keep the United States addicted to fossil fuels. During his address to the crowd, Nick Katkevich of FANG pointed out that English for Action is one of many groups that has signed onto FANG’s letter opposing the power plant.

The two groups pledged to support each other’s issues and future actions.

One thing that became abundantly clear is that the number of people who are willing to protest the Governor (and, as we saw yesterday, Senator Sheldon Whitehouse) is growing. Katkevich asked those present to join with FANG “everywhere the Governor goes” to call Raimondo out on her support for the power plant.

State leaders presented their revised truck toll plan at the State House today, with legislation being introduced in both the House and the Senate this afternoon.

“This proposal fixes our roads and bridges and is good for our economy,” said Speaker of the House Nicholas Mattiello, “We are not going to be last any more.”

“New plan expressly prohibits tolling passenger vehicles because this was “important to Rhode Islanders,” said Senate President Teresa Paiva Weed.

RIDOT director Peter Alviti, Jr. said 150 structurally deficient bridges and 50 not quite deficient bridges will be repaired over the next ten years in this plan. 14 gantry locations have been identified “right now.”

By 2025 we will have the bridges in this state only 10% structurally deficient, said Alviti.

We have requests for an additionally $600 million in repair requests from local cities and towns, said Alviti.

RhodeWorks is the same program, funding is different, said Alviti.

This will rely on Garvey bond/financing, with some savings through refinancing, said Raimondo, Mattiello and Paiva Weed. It leverages federal money.

It’s the way these things are always done in Rhode Island, said Raimondo.

Connecticut will be tolling cars and trucks next year, said Mattiello. “We can’t have a robust economy with the worst infrastructure in the country.”

“It’s the best approach for Rhode Islanders,” said Mattiello. “Don’t listen to the rhetoric of trucks today, cars tomorrow.”

The RI Constitution is a “sacred document and you don’t change it over  de minimus issues,” said Mattiello.

“The avoidance and diversion issue is not as real an issue as some people suggest,” said Mattiello, in essence denying that trucks will drive too far out of their way to avoid tolls.

Teresa Paiva Weed this afternoon announced revised RhodeWorks legislation that takes into account new federal funding. The legislation puts people back to work repairing our crumbling infrastructure and provides the reliable, sustainable source of revenue necessary to rebuild our bridges, which are ranked the worst in the country.

With the addition of the new federal funding, the revised legislation cuts the amount of bonding in half (from $600 million to $300 million) and reduces interest costs by more than 65%. The legislation also strengthens the prohibition on tolling passenger vehicles by adding a condition that a vote of the people be required for any legislative changes to toll cars.

Most Rhode Islanders agree we need to invest in our roads and bridges. The Governor’s RhodeWorks plan remains the best proposal to address this challenge. It provides the surge in funding which is necessary to accomplish projects quickly, and save taxpayers from more costly repairs in the long run. It would toll only large tractor trailer trucks, the ones causing most of the vehicle-caused damage to our roads and bridges, while expressly prohibiting extension of tolls to passenger vehicles.”

Governor Gina Raimondo and Senate President Teresa Paiva Weed were on hand to enthusiastically support the effort.

According to Dr. Christine Barron, of the Aubin Center at Hasbro’s Children’s Hospital, about 60 children have been identified as definite or high risk/probable victims of commercial sexual exploitation. Barron admitted that before being trained in what to look for, she had probably missed cases when children were brought to her for assessment.

Under the new protocols, first responders and medical personnel look for signs of violence, fear and coercion. In the event a victim is identified, the protocols call for a safety assessment and evidence collection, contacting the police, DCYF, the Hasbro Aubin Center, the parents and Day One.

2016-01-27 Child Sex Trafficking 02The protocols are clear that “there should be no arrest of victim for prostitution crimes.” Governor Raimondo reiterated this point when she said that children should be “treated like victims, not criminals, which is what they are.”

Senate President Paiva Weed assured Day One Executive Director Peg Langhammer that she has the full “support of the Senate and the House in any legislative changes these protocols need” in order to be effectuated.

Moving testimony was provided by Danielle Obenhaus, who identifies as a trafficking victim and works at Day One as a mentor coordinator, pairing people who have escaped exploitation with children still in that world. She said that many children are lured into the life of prostitution by the “delusion of money.” (Perhaps this points towards the need for greater social services in Rhode Island, where nearly 1 in 5 children are in poverty, making them easier targets of such exploitation.)

Trio of common sense gun bills introduced in the House http://www.rifuture.org/common-sense-gun-bills/ http://www.rifuture.org/common-sense-gun-bills/#comments Fri, 22 Jan 2016 15:02:05 +0000 http://www.rifuture.org/?p=58060 Rally Against Gun Violence 014Last year, when Speaker Nicholas Mattiello brought the legislative season to an abrupt end, he said that the bills that did not come to the floor were “not very consequential” and “just not as important” as the legislation he had dealt with and passed. Among the bills that Mattiello deemed inconsequential and unimportant were three that dealt with guns.

Those three bills have just been reintroduced in the House.

H7199 criminalizes the manufacture, import, possession, purchase, sale or transfer of any ammunition feeding device capable of accepting more than ten rounds. Two years ago, when this bill was first introduced, Jerry Belair, president of the Rhode Island Coalition Against Gun Violence asked the following question, “Rhode Island law limits the number of rounds to five when hunting deer. Rhode Island law limits the number of rounds to three when hunting ducks. If we can limit the number of rounds in a firearm to protect deer and ducks, how can we not limit the number of rounds to protect our children and citizens?”

H7243 provides that only peace officers and persons approved by the school authorities for the purposes of educational instruction may carry firearms or other weapons on school grounds. A similar bill was introduced last year and died in committee. Apparently the idea that someone might bring a gun into a school in Rhode Island without the knowledge of school administrators does not bother our legislature.

H7283 prohibits any person convicted of a misdemeanor offense under §12-29-2 (a crime involving domestic violence) from purchasing, owning, transporting, carrying, or possessing any firearm. A similar bill submitted last year died in committee after Frank Saccoccio of the Second Amendment Coalition successfully mischaracterized the bill as a gun grab in both the House and Senate committee meetings.

Last year a poll indicated that 80 percent of Rhode Islanders want to keep guns out of the hands of domestic abusers, yet when it came time for action, the General Assembly, under the leadership of Speaker Mattiello deemed the bills above “not very consequential” and “just not as important.”

What has to change in Rhode Island before common sense gun legislation can be passed? Mattiello has an A+ (100 percent) rating with the National Rifle Association (NRA).  Senate President M Teresa Paiva-Weed has an A (93 percent) rating from the NRA.
