    A receiver can also sell off city property at fire sale prices to, well uh let’s say, certain politically connected individuals who were instrumental in getting the receiver appointed in the first place; who then resell it to private interests at a great profit.

    Brien is writing legislation to let the city borrow from its pension fund to right its fiscal ship? Does he think the municipal unions might bring a legal challenge, thereby costing the city even more money? Or does he just figure he might be able to drum up some business for himself and his buddy, Flanders?
