If you want a say in what transportation projects will and won’t be completed in your community, then I’d like to tell you about RI’s new Transportation Improvement Program, or TIP. There have been some concerning changes in how the State advances its transportation program, and you may have less than a month to affect how transportation money will be spent in your community over the next 10 years.

The TIP is a comprehensive list of transportation projects which the State would like to construct. Why is this list so important? Well, for any transportation project to be federally funded, it needs to be listed in the TIP; if it is not on the list, it doesn’t get federal funding. (Traditionally, 90% of our transportation project funding comes from the federal government.) In past years, the State has produced this plan on a five year horizon. For the upcoming 2016 TIP, the state agencies that produce the TIP have decided to change the time horizon to ten years. Effectively this means that if a transportation project isn’t in the TIP, it is not going to happen in the next ten years.

Along with this unusual move of doubling the plan’s time horizon, RI DOT has also issued a list of transportation projects to each municipality. However, only bridge, pavement, and safety improvements are listed; no bicycle, pedestrian, or transit projects are included. These type of projects would need to be added on a town by town basis as desired by the residents.

It’s also worth noting that Rhode Island cities & towns have been given an extremely short amount of time to create their list of desired transportation projects. All Rhode Island municipalities need to create a list of projects to be constructed over the next ten years, hold a public hearing, and submit the list to the State by January 8, 2016—otherwise, their list of projects will only include the ones that RI DOT has deemed appropriate for their communities. Public bodies might only meet once a month and the local project list would need to be completed for review prior to the time the public hearing is advertised. For some communities, this could be as early as next week. And as a practical matter, during the holiday season, most RI citizens are thinking about things other than their town’s transportation projects over the next decade.

My fear is that a cash-strapped, short-staffed community would effectively be compelled to use the provided RI DOT list, which contains no projects at all for bicycle access or public transportation. (In the past, communities were given more time to develop their list of transportation projects; municipalities and RI DOT would submit their project generally at the same time. This time, RI DOT completed their list first, over a much longer time horizon, and has dramatically reduced the time available for municipalities to develop their own lists.)

Instead of encouraging modern, efficient, environmentally responsible transportation projects, this process has done the opposite: It has ensured that the traditional auto-centric mode will continue to dominate Rhode Island.

To be fair, the State has indicated that it will ask for public comment about the TIP on an annual basis. This had not been previously done. But no detailed procedure for this process has been provided yet, and there is no reason to think that the ten year TIP will be able to be changed.

Time is limited, but if your priorities include Rhode Island creating a more sustainable future for its residents over the next ten years, then demand that your community’s TIP list comprises not only support for automobile transportation, but also 21st century transportation projects as well. You can also submit your own project ideas to the RI DOT by January 8, 2016.

Recently we have been contacted by Jessica Stensrud, who is working tirelessly to champion an anti-bullying bill that would create further support for employees being harassed on the job. When I try to think like most people who haven’t experienced workplace bullying or deny that it even exists, I imagine that when they hear “The Healthy Workplace Bill,” it can sound sort of naïve or even Pollyanna-ish (if that’s even a word). “What? People need a law in place to FORCE them to be NICE? And what is ‘nice’ anyway? What about competitiveness, aggressive go–getter stuff; all that? Isn’t that normal in business? If you ruled that out, what would you have? A bunch of powder puffs trying to get stuff done.”

No, what I am talking about is there being a law that prevents deliberate acts of complete and intentional cruelty above and beyond anything to do with work. Often times, employees’ time is spent trying to comply with orders that are given, when bullying is taking place, that have nothing whatsoever to do with productivity or the success of the company. It is torture for the sake of torture.

Some people literally cannot seem to help themselves resist abuses of power. Just because they can. Or for deep psychological issues they never came to terms with and never want to. Or because someone else is bullying them from the top.

No one should have to go to work in fear that one of these types of people will be playing a cat and mouse game with them – sometimes for years on end. Companies should want to develop a culture where all peoples’ ideas are valued and their work time is honored and respected, not spent redoing a spreadsheet 15 times just because someone feels good torturing them, for instance; sabotaging their work, accusing them falsely of things, writing them up just because they don’t like them.

A healthy work culture is a lot more than having a game room. It means not living in fear that you will be called into a private room where you are excoriated verbally and sometimes physically, but you take it because you need that job and jobs are hard to find.

Statistics show that women get bullied more than men, but I personally find that hard to believe. Most men that I know of endure coming-of-age bullying that starts in kindergarten if not earlier that only gets worse as it is spoken of – so it runs deep into the bone. The only way to overcome bullying in that environment is literally to beat that person up! This is MORE bullying!

Girls are learning this as well now. I suppose all bullying of every kind cannot be totally stopped, but many countries are pressing for change in school to identify bullying especially as, if unchecked, it can result in terrible carnage when guns are involved. We also now have cyber bullying where students are tortured to the point of suicide. To my knowledge, no one has done any study to find out if workers who “go postal” were bullied, but I digress.

The point is our society values strong, tough guy managers who yell and scream and “get things done” using any means necessary without studying the impact on employees’ Wantedposter_2011well-being or productivity. Imagine studying what work would be like if there were no yelling, screaming, pushing and shoving.

The Healthy Workplace Bill seeks to give bullied employees legal recourse as there is no law against this type of harassment on the books currently in any state. It also encourages companies to take a look at their work culture and take proactive steps to both avoid lawsuits and create a productive work culture where people are valued for the work they perform because they feel valued, included and motivated by respect.

What I need most are “coalition partners” or those who will demand from their legislators that this bill be introduced and voted into place.

I am working on finding a sponsor to introduce the bill when the RI Legislature reconvenes in January.

Massachusetts is the first state in the country to have the bill so favorably received – they have had three positive legislative hearings and are close to having it voted into law. Many people work and live interchangeably in these two states so it would be wonderful if Rhode Island could also enact this law.

Why I am making a film about ISLAM IN RHODE ISLAND

On almost a daily basis now, our airwaves are absolutely inundated with nonsensical Orientalist prejudice. It is worthwhile note that, while the vitriol is aimed at Muslims and the Islamic faith, we sadly see the prejudice also impact non-Muslims. For example, in September 2001, within mere days of the attacks in New York and Washington, Providence Police arrested a man sitting on a train wearing a turban, failing to recognize that the gentlemen was a Sikh! In this sense, Islamaphobia is an improper term because it fails to account for this type of prejudice. I prefer the term used by the late Dr. Edward Said, Orientalism, because it describes a type of bigotry informed by colonialist misrepresentations of huge sections of Asia and Africa that were once called ‘the Orient’ by so-called specialists whose pedigree included service to the European colonial mission.

In this sense, I have chosen as the topic of my next film a study of the Islamic faith in the Ocean State titled ISLAM IN RHODE ISLAND. Featuring local figures such as Imam Farid Ansari and his wife Na’ima, Drs. Richard and Carolyn Fluehr-Lobban, and RIFuture’s own Steve Ahlquist, my goal is to discuss and heighten awareness of a rich and varied history that dates back to the colonial era.

Some of these points will include:

  • The role of slavery in bringing Islam to America
  • Newport’s role in the so-called Barbary Wars, the first time the United States dealt with Islam as a political and military force
  • How the Nation of Islam and the teachings of Malcolm X impacted the civil rights struggle of the 1950’s and 1960’s in Rhode Island, with a particular discussion of the problematic media narrative regarding the later years of the group’s founder, the Honorable Elijah Muhammad
  • A dissection of the socio-economic demographics of the community and how migration from Africa and Asia since the 1960’s has impacted it
  • Where the community is going in the light of 9/11, the War on Terror, and our continued foreign policies in Muslim-majority states

Right now the project is in the fundraising stage. It is my hope this holiday season to solicit donations to establish a preliminary budget before applying for funding in the new year.
