ACLU Banned Books15 Final Social MediaThe freedom to read is the freedom to learn, to imagine, to challenge your own beliefs, and to see the world from a new point of view. Too often, that freedom is challenged by individuals who would censor important and challenging books rather than embrace them.

As part of our ongoing work to fight against censorship in all its forms, the ACLU of Rhode Island is celebrating the freedom to read at our annual Banned Books Week Celebration on October 5.

Join us, the East Providence Public Library, and Living Literature for dramatic readings of Young Adult books that have been banned or challenged over the years.

Living Literature, a collective of Rhode Island-based artists and educators who teach literature through a unique and imaginative process, has created a 25-minute readers theater program exploring the question: “Why are Young Adult books challenged more frequently than any other type of book?”

Hear them perform selections from Harper Lee, Roald Dahl, Sherman Alexie, Lois Lowry, and Shel Silverstein and see if your favorite childhood book was ever banned or censored.

A high school  English teacher in Pawtucket has been suspended from his job for mentioning birth control in class during a discussion of the Puritans, says students who are organizing a protest on his behalf.

William Ashton, who teaches at the Jacqueline Walsh Arts School for the Performing and Visual Arts (JMW) has been placed on leave, according to the “Bring Back Ashton” Facebook page maintained by students Hope Norton and Maggie Roberts. Superintendent Patti DiCenso’s office (401-729-6332 / dicensop@psdri.net) confirmed a teacher from JMW has been placed on “administrative leave, pending review” but when I asked about the identity of the teacher and the reason for the review, I was told, “no comment.”

Students are planning a protest tomorrow at JMW after school, starting at 2:20pm.

The Facebook page offers possible clues as to why Ashton is being disciplined:

During one of his classes last Monday the topic of sex and birth control was brought up while talking about the Puritans and one student got upset by this, she has not been in school since. Today Ashton was not in school and students that were in that class were questioned individually, what happened in class, were you offended and did you tell your parents what happened.”

William Ashton is also not speaking to the press at this time.

In a Facebook conversation, Hope Norton told me that school officials held a meeting today with students, “but they separated Maggie and I from the rest of the group and tried to tell us we weren’t helping Ashton and that we were being bullies. They want us to keep quiet but we aren’t!”

Back in March, Ashton was escorted off school grounds for telling students that opting out of PARCC testing would not affect school funding. A student lead protest and media attention preceded Ashton’s reinstatement.

Catholic trans* and intersex activists defy silencing, challenge church

Four people spoke on trans and intersex gender identities from a Catholic perspective at the Transforming Love forum held at the Arch Street United Methodist Church across the street from the World Conference of Families in Philadelphia on Saturday morning. The event was originally scheduled to take place at the St. John the Evangelist parish, but according to organizers was, “evicted from the space by Archbishop Charles Chaput of the Philadephia Archdiocese.”

Pope Francis is in Philadelphia today and will be attending events around Philadelphia in concert with the World Conference of Families. It is unknown if the pope has any knowledge of the LGBTQI counter programming. He was invited to a picnic made up of 14 families grappling with LGBTQI acceptance, but due to the blocked roads I was unable to attend that event.

New Ways Ministry, Dignity USA, Fortunate Families, and Call to Action organized the gender identity counter programming and are all groups working to gain “reconciliation” for LGBTQI Catholics “within the larger Catholic and civil communities.” The groups are trying to add depth to the official conversation about LGBTQI issues at the World Conference, which includes only “one presentation on homosexuality, led by a celibate gay man, among a long list of panels” on other subjects.

When the Catholic Church refused to host, the groups quickly lined up a space at the Methodist church. This church has a large rainbow flag on the outside, clearly visible from the convention center. On the day of the event the streets around the church and convention center were blocked off in a maze of security fences ahead of the pope’s arrival. That made navigation virtually impossible even while walking, Attendees were not deterred, however. I was pleasantly surprised to see forty people eager to engage with the speakers.

Sister Jeannine Grammick lead the group in prayer, then introduced Julie Chovanes, a transexual woman and patent lawyer who lives in Philadelphia. Chovanes is still married to the woman she has had four children with, her youngest child is fifteen years old. She transitioned while maintaining her legal career and her family.

Chovannes was raised in the Byzantine Catholic tradition, a very conservative tradition. Coming out and transitioning has been a challenge, but she feels she has “been accepted in the city, I feel that Philadelphia is the best city in the world for [trans persons].”

“I don’t consider myself a man or a girl,” said Chovanes, “I am a trans. My brain and my soul are a woman’s, but my body is a man’s… My life is a testament to God’s glory.”

delfine bautista identifies as trans*, specifically as two-spirit or gender queer. delfine prefers the pronoun “they” to “he” or “she.” They has a graduate degree in divinity and social work and serves as the director of Ohio University’s LGBT Center.

“I am a Catholic,” says delfine. “I was assigned the gender, male, at birth, but at the age of three I knew i was different.”

Growing up in a conservative, Latino household made gender questioning impossible. “Being different is not an option.” In secret, “I wore dresses and played princess. I prayed every night to wake up in a new body, but was greeted with silence.”

“When I came out I came out as gay,” said delfine, “because that’s all I knew, but even then I knew it didn’t fit me… My mom wanted to help me and sent me to therapy to be cured. I don’t hate my mother, she was trying to help me.” delfine’s mother was in the audience.

delfine’s divinity work came to the fore when he put out the following ideas, “In Genesis God made man and woman in his own image. Is God trans, intersex, queer? [What about] persons like Joan of Arc.?Her actions were gender bending, and she’s a saint… I am more than one thing. I am more than one identity. Sometimes [my identities] clash, but I am a hot mess, and I embrace the mess.”

Vilma Santamaria is a Salvadoran teacher, sociologist and the mother of Nicole Santamaria, an intersex woman and human rights activist. “I realized that when my daughter was really little, she was different. She said she didn’t like girls.” [Note that Santamaria’s daughter was assigned a male gender at birth.]

When her daughter came out to her, “I told her I would love you, whoever you are… My husband was the main problem.”

Nicole Santamaria elaborated. “When I was three, I realized I was a girl.” Her father hated her feminine qualities. “[I was told,] don’t talk like that, don’t move your hands like that! Oh my God, don’t breathe like that!

“When I started puberty my breasts started to grow, I never grew hairy, my voice never changed.” Her father reacted brutally. “My father mentally and physically tortured me. He’d heat up coins and burn my nipples.”

Eventually Nicole Santamaria ran away, and started to live her life as a woman. She went to a doctor and told her some of what she was going through. The doctor offered to put her on testosterone so she could develop into a man. She was horrified. She wanted to be a woman.

The doctor had misunderstood. After testing the doctor determined that Nicole Santamaria was intersex. Her breasts had been virtually destroyed by her father’s brutality. After breast reconstruction surgery she found herself able to finally live her life as the woman she had always been.

Nicole Santamaria speaks out as an activist because trans persons are being tortured and murdered in El Salvador.

“I came here to the World Meeting of Families with Pope Francis, to speak for the voices that were silenced by those who will torture them, by those who will kill them. And the voices that were silenced already by people who feel they have permission and they have the obligation to murder us, to exterminate us, to persecute us, because their religion told them that it is okay to kill a person that is different. When every religious leader spoke out against sexual diversity, or even against abortion, a transgender woman is killed. Every time those kind of things are heard, that means death. Whenever this is reported in the media, you can read the comments from the people, and the comments are, They deserve it, they are abominations, God doesn’t love them, it is okay.

“So as an activist, I really believe that my faith has given me the strength to continue. People tell me, stop! you can live your life with all the privilege of a female, don’t say anything…” and no one would know.

“Let me tell you something, I won’t do that.”

I don’t know if Pope Francis will hear the message of Nicole Santamaria and her mother, or the message of Julie Chevanes and delfine bautista, Certainly the Roman Catholic Church did everything it could to silence and marginalize these people. What we know is that people are suffering and dying, and it is well within the power of the Church to alleviate that evil.

As Pope Francis spoke before the United Nations General Assembly on Friday morning in New York City, I attended a forum entitled “Women Leading the Global Labor Rights Movement” featuring two speakers who were actually dis-invited from speaking at the U.N.’s Post-2015 Development Summit.

Nazma Akter is one of Bangladesh’s most respected and influential labor leaders. She founded AWAJ (“voice” in Bengla) in 2003 to organize women garment workers, and represents 37,000 workers.

Eni Lestari is the chairperson of the International Migrants Alliance (IMA).

According to organizer Leanne Sajor, Lestari and Akter received “an incredible amount of votes from a U.N. convened selection committee comprised of civil society representatives from all over the world. Eni was supposed to be speaking as the openning speaker of the post 2015 summit and Nazma was also nominated for a panel on the economy and poverty. Both of them received the highest votes, Eni was actually ranked first. When their names were processed through the office of the president of the General Assembly, that democratic process was overruled, and instead it was given to Amnesty International, which placed tenth on the list.”

Organizers believe that the message the two women would have brought was considered too radical by the powers that be at the United Nations. “This silencing of both Eni and Nazma, who are both grassroots activists, is absolutely outrageous.”

The U.N. offered the two organizers the consolation prize of quietly observing the summit, but instead they decided to collaborate with Kate Lappin, regional coordinator for the Asia Pacific Forum on Women, Law and Development and Chaumtoli Huq, attorney and editor of Law@theMargins. With 7000 reporters covering the Pope, I figured they could spare one to cover those not allowed to speak their mind at the United Nations.

“I’m a migrant, I’m a woman. I am not high profile, not the Pope,” said Eni Lestari. In her career as a migrant worker Lestari was sometimes not paid, was underpaid, or had an agency take high fees. Many like her have worked for companies with the promise of future payment, only to come to work one morning and find the company closed, their labor stolen. “We are the low ranking class, un-respected.”

Eventually Lestari got involved in organizing. “There is no way out of this problem except through empowerment,” she said, “You need to be brave enough to fight back.”

Fighting for women migrant worker’s rights is never easy. They are marginalized and infantilized. “Whenever you go to the embassy for help they ask you who your agency is and they call the agency.” Workers are euphemistically referred to as the “children” of the agency. Since the agency is often the problem nothing comes of complaining, and sometimes the situation can become worse.

Additionally, said Lestari, “workers have no time outside. [They are] emotionally and physically exhausted.”

It is difficult to organize the exhausted.

Nazma Akter started working in a Bangladeshi garment factory at the age of eleven, first as an assistant to her mother. “I worked hard, had no time to study.” Workers who attempted to organize for rights and pay were routinely beaten, fired, blacklisted or had false charges brought against them. The big media ignored their complaints. In Bangladesh, “If you want to be in a union you must get permission from government,” said Akter, “It’s not a worker friendly government.”

When Akter started organizing there were five unions. Today there are 31, and there are applications to the government for 100 more.

Akter’s main campaign these days is for a universal living wage. “A company like Walmart will not help us,” she noted without irony, “We need respect and dignity. Charity is not important.”

If women can be paid adequately, then their children will receive educations and health care. “The next generation of garment workers,” says Akter, “can become members of parliament.“

Kate Lappin says that the Asia Pacific Forum on Women, Law and Development tries to bring voices like Akter and Lestari to the U.N. They “have a more radical perspective than NGOs.”

The “pivot to Asia,” championed by the Obama administration, is “driven by a desire for cheap, exploited labor” and amounts to “little more than a race to see who gets to exploit women workers,” says Lappin. “The value of moving to Asia is the value of cheap women’s labor.”

Lappin’s group champions a different kind of feminism, she says. She’s not interested making sure that half the 1% is made up of women, what she calls “Hilary Clinton feminism.” Instead, Lappin advocates system change. “Changing the relationship between capital and labor is the kind of feminism we espouse,” she says, which is why she campaigns for a living wage as a way to abolish poverty.

“A universal living wage prevents corporations from jumping to a different company,” says Lappin,”We need the garment industry to be decent work. We can’t target one country at a time.”

The challenges are vast. In some countries joining a labor union is outlawed. Migrant workers in other countries are required to leave the country every few years, keeping them mobile and unorganized. “The capacity to show solidarity has been made unlawful, says Lappin, Anti-unionism “is a tool of globalization.”

Women labor leaders need space to organize, governments need to enforce laws in favor of workers rights and pass laws that empower them. Women need decent wages, health care, safe working environments, access to education, and free time to live their lives.

They need to be treated like human beings and not grist for corporate mills that derive profits from their blood, their sweat and their lives.

But first, women have to be heard. Pope Francis surely raised some important moral concerns when he addressed the United Nations, but its hard to believe that his message was more important or or pertinent than those of Eni Lestari or Nazma Akter.

Common Core, PARCC are destroying public education

board of education executive sessionThe Rhode Island Council on Elementary and Secondary Education had a meeting on September 21 and other than the council members and RI Department of Education staffers, it was not well attended. These meetings are open to the public, and there is an open forum section on the agenda in which anyone from the public can speak on a topic related to the agenda. (It is suggested that people call ahead and request to be put on the list of speakers.) At this meeting meeting I was the only person from the public who spoke. Remarks are limited to two minutes. What follows is the unedited version of my public comments from that meeting.

What is the basic unit of our society? the family—parents and children.
What is the basic public institution that serves the family? the public school system.

There is a misguided agenda that has been sweeping across our country and our state. In the name of the civil rights issue of our time, in the name of equity, in the name of 21st century competitiveness, and in the name of inclusiveness, we now witness officials obsessed with compliance to misguided policies who are intimidating parents to act against their conscience and against what they perceive and know to be in the best interests of their children. Of course I’m speaking of the Common Core curriculum, the PARCC aligned testing, and the massive data collection that goes along with them. Can you name one independent testing authority who has determined that these PARCC tests are reliable (i.e. would result in the same score if taken at another time), and valid (i.e. measure what they purport to measure)? Such an expert would be impossible to find, in my opinion.

These tests are fatally flawed, as are the standards to which they are aligned. The standards were developed by a cabal of well-connected people, primarily from the college testing industry. (If you need a refresher on the word “cabal,” here is Wikipedia’s definition: “A cabal is a group of people united in some close design together, usually to promote their private views or interests in a church, state, or other community, often by intrigue, usually unbeknownst to persons outside their group.”) This cabal had little to no knowledge or understanding of child development, nor did they care about it.

They cared nothing for the vast variation in backgrounds, interests, aptitudes, and struggles of our diverse students. All have to be held to the same standards at the same pace. This is not equity—it is delusion.

What happens to the many children who for a variety of reasons, and from a very young age, get the message that they don’t have what it takes to be successful? What happens to the few who are told they do have what it takes, based on a measure that idolizes a limited type of cognitive proficiency? Will the privileged few assume as the elite graduates of colleges like Harvard and Yale have been doing, that they are entitled to prescribe the fate of the “lesser” people? This is not democracy. This is oligarchy. This educational regime is feeding the inhumane process of sorting and ranking our children. People need to become aware and say NO. Children need life-affirming education, not standardized education producing compliant workers for the corporate machine.

RI ACLU Scavenger HuntAs the state’s strongest defender of your rights and freedoms, the ACLU of Rhode Island is excited to announce our plans to celebrate Constitution Day this week by hosting a family-friendly scavenger hunt highlighting Providence’s civil liberties history. Constitution Day marks the anniversary of the signing of the United States Constitution on September 17, 1787. Americans across the country observe the anniversary by teaching students about the Constitution and Bill of Rights. This year, the ACLU of Rhode Island is hosting a Constitution Day Scavenger Hunt on Saturday, September 19, to teach Rhode Islanders of all ages about civil liberties and local history.

The family-friendly scavenger hunt will highlight Providence’s civil liberties history, and we hope the event educates the public, and especially children and teenagers, about the Bill of Rights and importance of knowing one’s rights.

So, think you know your Rhode Island history? Want to learn how the Constitution applies to everyday life? Put on your walking shoes and head to downtown Providence on your own or with your friends and family on Saturday, September 19to start the hunt!

We’ll start sharing clues on our Facebook and Twitter at 1 p.m. (Rain or shine). Use them to start a self-guided hunt for landmarks around the city. Once you arrive at a stop, snap a photo (selfies are encouraged!) and share it on Facebook or Twitter with the hashtag #ConstitutionHunt. Make it to the final location to earn bragging rights and a small souvenir.

RIPDA LogoThe Rhode Island Progressive Democrats of America (RIPDA) are holding their annual fundraiser Thursday, September 17 from 5:30-8:30pm at Ogie’s Trailer Park, 1155 Westminster St in Providence. This year, they’re honoring Mike Araujo of the Restaurant Opportunities Center and the One Fair Wage Coalition with the Progressive Hero award.

In Rhode Island, Democrats have near total control over the state government, yet we see almost none of the economic advantages that other blue states, like neighboring Massachusetts and Connecticut, enjoy. Our General Assembly will not pass reasonable gun legislation, moves to prevent cities and towns from raising the minimum wage, passed the biggest tax cuts for the rich in the nation, slips anti-reproductive rights legislation into the budget at the eleventh hour (preventing real discussion around the issue) and is the only Democratically controlled legislature in the country to have passed voter ID.

RIPDA Group shotIn short, our Democrats are political and economic conservatives and on core issues of concern to progressives, have more in common with the national Republican Party than the national Democratic Party platform.

That’s why RIPDA’s voice is so important and deserving of support. They are the conscience of a political machine in Rhode Island that would much rather be unbothered by thoughts of the poor and vulnerable. They consistently fight back against the worst abuses of state government, and they do so with virtually no funding, just the dedicated work of a gung ho group of volunteers.

Mike Araujo, honored this year with the Progressive Hero award, worked tirelessly to eliminate the tipped minimum wage, which unfairly discriminates against women and opens them to sexual harassment in the workplace. After a year long battle the tipped minimum wage was increased for the first time in decades, meaning there is still much work to be done, and you can bet that Araujo will be leading that fight. He’s also a terrific speaker and advocate.

So come on down to Ogie’s Trailer Park Thursday night and enjoy some fine food and fine company. Think about joining the RIPDA and moving the Rhode Island Democratic Party out of the hands of neoliberal blue dogs and into the hands of the working class, where it belongs.

There’s work to be done, and the RIPDA is doing it.

Cicilline stands with child care providers

2015-09-02 Cicilline SEIU 1199 Child Care 004Congressman David Cicilline met Wednesday with local child care workers to discuss the need for high quality care that pays a living wage.

“It’s time for Congress to take action to ensure that high quality, affordable child care is accessible for every American family,” said Cicilline. “And that the childcare workforce can access the training and wages they need to make a living.”

Cicilline joined a forum of 11 child care workers, state representatives, and local parents to discuss House Resolution 386, which recognizes the need for better child care for the working parents.

Among possible solutions identified by the participants on Wednesday, raising the minimum wage to $15 per hour for child care workers was the most popular.

“They want us to better ourselves, but we need help,” said Nichole Ward, a certified nursing assistant and mother of two. Ward spoke of the difficulties finding care for her two children while working and going to school at the same time.

Ultimately she had to ask her family to watch her children as childcare proved too expensive, a common solution for working families. Ward explained that her children had “fallen behind.” in their educations. Her mother and sister “aren’t teachers,” unlike the child care providers, and cannot provide the vital early childhood development.

“Between 2007 and 2015, funding for Rhode Island’s subsidized child care program shrank by 30 percent (from $71 million to $51 million),” said Rachel Flum, senior policy analyst at the Economic Progress Institute. “The reduction was primarily in state support for the program which was accomplished by reducing eligibility – causing hundreds of families to lose coverage.”

Cicilline cited a University of California, Berkeley study that found child care workers are paid less than $10 an hour and wages have stagnated with no real increase since 1997 while at the same time child care costs have doubled.

“Pay the workers like their work matters,” said Marti Murphy with Fight for 15, an advocacy group currently celebrating victories big and small across the nation.

Cicilline expanded that childcare is becoming the “biggest number, bigger than rent, bigger than food.”

“Things are different now than 25-years-ago,” he said, talking about the need for Congressional action. “We can’t pretend it’s 1950…and recognize the reality that both parents are working.”

Added Chas Walker of 1199 SEIU New England, “From 1-5-years-old are the most important years in a child’s life. We have to value the people providing the care for them.”

6,864 RI students attend decrepit school buildings

gilbertstuart86,864 young Rhode Islanders attended public school buildings that the state declared, “need major renovations or need to be replaced,” according to a 2013 RIDE report that detailed more than $1.7 billion in repairs needed to ensure the health and safety of students, teachers, staff and families in all Rhode Island public schools. In Pawtucket alone, over $108 million in repairs were needed – two years ago.

In response to advocacy around this ongoing shame, Governor Raimondo proposed a $20 million budget line item dedicated to school repairs, the first time the state has invested any money in school construction since 2011. The cash she’s offering is embarrassing and disrespectful to thousands of families. The renovation of a single Providence public middle school in a very politically connected district- Mt. Hope – in 2009 cost $35 million. For comparison, the amount of money the state has authorized for a new parking garage in downtown Providence is $40 million.

As part of the 2013 report, the RIDE team asked district officials to self rank schools on a 1-4 scale, 1 being well-maintained, 4 being in serious need of repair. The school ratings are “a self-reported number that each district assigns based on their general condition.” 14 schools designated  themselves “Level 4.” For a sobering perspective, Gilbert Stuart Middle School, seen with the crumbling ceiling, was ranked a 2 in Providence.

An additional outrage is that five of these 14 “Level 4” schools were enrolled beyond their intended student capacity, with three schools in Providence and Central Falls being overcrowded by more than 100 students.

Which schools were in the most need according to these district reported metrics? How many students attend these schools? Here’s the infamous list.

No ground has been broken yet, but it can now be said that the much-maligned moratorium on school construction is officially over.

Governor Gina Raimondo today launched the new School Building Authority Capital Fund, a $20 million line item in the 2016 budget that will go to fixing Rhode Island’s aging and too often decrepit school buildings.

“We know our kids can’t learn in crumbling school buildings and that they must have access to a learning environment that inspires them to do their best,” said Raimondo according to a press release. “Today, we are hitting our school building challenges head on. With this plan, kids and teachers will get better schools and our construction crews will get back to work.”

Following a news conference, superintendents and other public school officials attended a workshop on how to apply for the new funds. Applications are due September 10, said education department spokesman Elliot Krieger. Then RIDE will begin the process of awarding the money for local school construction projects.

“For so many Rhode Islanders, success starts in the classroom, and it is my priority to make those classrooms the safe, creative, and challenging learning environments our kids deserve,” said state Education Commissioner Ken Wagner. “We are fortunate to have leaders who understand that investments in education are an investment in our future.”

Since 2011 there has been a moratorium on school construction in Rhode Island. Social justice and education activists blamed the lack of investment as a contributing factor to the education gap, and construction workers said the moratorium stood in the way of good jobs building positive additions to the community.

This year, RI Future and NBC 10, among others, have published pictures and accounts of the sub-par sometimes even dangerous conditions of urban schools. Aaron Apps called it a “kind of slow, horrible violence being done against the students and teachers expected to occupy these buildings.” The Providence Student Union held a high profile rally in March to lobby state officials to lift the moratorium. Raimondo proposed lifting the moratorium and establishing the $20 million account in her budget, ad the idea was left in by the state legislature.

Dan Lawlor has said Raimondo’s proposal is inferior to the model used in Massachusetts.

Dr. Wagner on developmental appropriateness

What is essential for closing the achievement gap, he said, is to have the same “high learning expectations for all students.” In using this phrase, he is referring to the Common Core State Standards. These standards, along with the EngageNY curriculum aligned to them, a curriculum which Dr. Wagner has taken credit for developing in NY State, have been declared developmentally inappropriate for young children by many experts on early childhood education. In his remarks, Wagner disparaged these authentic voices by claiming that ideas on developmental stages by the esteemed child psychologist Jean Piaget are passé. According to Wagner, “Now the consensus seems to be much more that students can achieve things never thought possible, provided the right supports.”

I am curious to know which experts on early childhood development Wagner was referencing. There is an article by cognitive psychologist Dr. Daniel Willingham that seems on the surface to corroborate Dr. Wagner’s point. (“Ask the Cognitive Scientist: What Is Developmentally Appropriate Practice?”(AMERICAN EDUCATOR, SUMMER 2008) Willingham does indeed critique Piaget’s developmental stages and finds them wanting. However, he also states: “… changing strategies and experimenting with different methods of presenting and solving problems may be a more effective way to improve instruction than trying to match instruction to children’s developmental level.”

If you substitute the Common Core Standards/EngageNY rigid pacing for the words “developmental level,” you have an argument for not following scripted lessons paced according to grade level, which is what EngageNY provides. Scripted lessons means that teachers are provided with specific questions and explanations they are to use to teach each lesson, and students are expected to respond in predictable ways. For anyone who has spent any time with children, it should be clear that their responses are and should be unpredictable—effective teachers are open to the teachable moment, and this is a crucial tool for reaching and engaging students.

brainsDeclaring that young children can handle more difficult concepts than we have given them credit for does not translate into saying all children in the same grade should be held to the same content at the same pace, which the Common Core, EngageNY and accompanying testing essentially require. Why are Dr. Wagner and other adherents of lock-step learning using an anti-Piaget argument as an excuse for what actually amounts to what many veteran teachers consider educational malpractice? What comes to mind is how convenient this argument is for stifling objections to the scripted materials that state departments of education and districts want teachers to follow.

I found it ironic that when questioned by the student representative at the Board of Education meeting, who asked if the Common Core Standards truly allow teachers to address individual students’ learning, Dr. Wagner responded: “So the standards are not prescriptions. … I do not see this work as scripted. … It’s about justice.” Numerous experienced teachers and others knowledgeable about young children disagree.

According to the testimony of Dr. Walter Schartner, Sayville School Superintendent with 41 years of experience in education, and 26 years as an administrator:
“The NY State modules and domains that script what teachers—very, very successful, highly effective teachers–do is the problem. … I hope everybody else has a chance to go onto EngageNY, and look on how scripted these modules are, in terms of the first two minutes do this, the next eight minutes do this. It’s an insult to our teachers ….”

Programs serving young children need highly trained, autonomous teachers who are aware of the developmental appropriateness of content and process for the growth of the individual children in their charge. Those who are obsessed with a rigidly paced, standardized-test/data informed approach see value in “outcomes” and “accountability” rather than in respecting the lived experience of children.

When will sanity be restored to teaching and learning? Our children deserve it, and the clock is ticking.

wagner searchDeborah Gist’s Ocean State Voyage has ended and her replacement Dr. Ken Wagner begins his tenure as Rhode Island’s Commissioner of Elementary and Secondary Education today. The hiring process, with its “listening sessions” and its search for a gentler more accommodating commissioner, signals a departure from the Gist/Mancuso regime. It remains to be seen if this difference is substantive or merely cosmetic. Governor Raimondo promised an open and inclusive hiring process.

Students, teachers, parents, school committee representatives, board members, administrators, charter school advocates and union leaders known or recommended to the Governor were invited to attend so-called “listening sessions” and make their views known.   Nine listening sessions were held with the Governor and the new Board of Education Chairwoman Barbara Cottam, among the listeners.  Discussions focused on the desirable characteristics of a prospective commissioner. Participation was by invitation only.

Raimondo took charge of the search for Gist’s replacement with the blessing of the BOE and its new chairwoman.  In May, Brad Inman, the governor’s Director of Constituent Services, wrote  in response to my queries: “The  Board of Education asked the Governor’s office to do the initial vetting and present the Board with a list of finalists for their consideration. It will then be the Board who selects the Commissioner.”

When I tried to find out who, in the Governor’s office, was doing the vetting (or had the educational expertise to do so) nobody was at liberty to tell me.

At a May 14 BOE Meeting, Chairwoman Cottam informed the board  that “candidates are currently being interviewed and she expects a finalist(s) will be sent to the Board from the Governor’s office shortly.” The “finalist(s)” indicates that Cottam didn’t know whether a group of candidates or the one final choice was to be passed on to the Board for their approval. At the subsequent meeting, she reported that “interviews for the next Commissioner of Elementary and Secondary Education have continued and that there are many great candidates.” Who was doing the interviewing and who were the great candidates?

After the much touted “listening sessions” the search sank from public view. There was no BOE Search Committee and, as far as I can discover, no new job description that incorporated the findings of the listening sessions. The one that I received from Angela Teixeira, special assistant to the commissioner and liaison to the Board of Education, is dated September 2004.

As the Warwick Beacon reported, comments made by Kevin Gallagher, the governor’s deputy chief of staff, indicated why what he called a “help wanted ad” was rejected. From the Beacon: “Instead, the decision was made to define the characteristics the next leader of the Rhode Island Department of Education (RIDE) ought to possess.  The administration, Gallagher said, intends to use that information to identify people who ‘fit that profile,’ rather than ‘sitting back passively’ and waiting for candidates to apply.”

Ken Wagner was recruited in much the same way that Deborah Gist was recruited by the Carcieri administration and his BOE (then the Board of Regents) in 2009.  What Governor Carcieri wanted was a prominent “reformer” to head R.I.’s education establishment. This seems to be what Governor Raimondo wanted too, although she didn’t want Gist.  I suppose that she also wants criticism of high-stakes testing to stop, parental and student opt-outs to end, the free proliferation of charter schools and no more complaints about the PARCC or the Common Core. I suppose, too, that she believes Dr. Wagner can help with these things.

The R.I. law governing the appointment of education commissioners specifies that they be chosen by the (gubernatorially appointed) Board of Education, whereas other positions at the same level–directors, for example–are straight-forward gubernatorial appointments. This discrepancy caught the attention of East Side Senator Gayle Goldin, who introduced the bill to change it which was passed by the R.I. Senate last session. The Senate voted that in the future the Governor alone should select Commissioners of Education, although this will not become law until  it is also passed by the R.I. House. The Governor’s choice  would then be subject to the advice and consent of the R.I. Senate.

The advice and consent of the Senate versus the approval of the board of education may seem insignificant, no great improvement to the selection process.  But it is, I think, in involving democratically elected representatives who are responsive to their constituents and familiar with the schools in their districts.  Having witnessed both board meetings and meetings of legislative education committees, I’d say the senators are often better informed, more independent of the RIDE bureaucracy, and certainly more approachable than appointed board members.

The framework for discussion may soon change radically, depending on the terms of the reauthorized federal Elementary and Secondary Education Act (ESEA) which remain to be finalized.  Policies in effect now will have to be reworked and renegotiated in every state. U.S. senators and representatives listened and heard the widespread dissatisfaction with the Bush /Obama reform agenda promoted by Secretary Duncan and enthusiastically endorsed by former Commissioner Gist.  Dr. Wagner seems to share many of Gist’s reformist enthusiasms. We’ll soon find out if he fits the profile of a better listener and one who will act on what he hears.

Post Office dedicated to Sister Ann Keefe

DSC_6687Sister Ann Keefe “was not a saint, she was better than that. She was human,” said her sister Kathy Keefe to an impressive crowd of 200 people at the newly christened Sister Ann Keefe Post Office at 820 Elmwood in Providence. Sister Ann, a community activist who started or helped to start nearly two dozen organizations in the service of social justice, including the Institute for the Study and Practice of Nonviolence, ¡City Arts! for Youth and AIDS Care Ocean State died earlier this year from brain cancer. She was 62. The post office, located in South Providence, a community that Sister Ann served so passionately during her lifetime, was named in her honor.

US Representative David Cicilline introduced the legislation that began the process of renaming the building in Sister Ann’s honor in February. In the present political climate, said Cicilline, even getting a bill like this passed presented difficulties. Representative James Langevin cosponsored the bill, and Senators Sheldon Whitehouse and Jack Reed pursued the legislation in the Senate. Ultimately, President Barrack Obama signed H.R. 651 into law in May. Thus, the Sister Ann Keefe Post Office became the first US Post Office named for a nun.

Senators Whitehouse and Reed were not at the dedication ceremony, having been called back to Washington to vote on a transportation/infrastructure bill, but Cicilline and Langevin, along with other many elected officials, were eager to put in an appearance at the event, a tribute to Sister Ann’s influence.

The best parts of the dedication ceremony were the tributes from Sister Ann’s family and the community she served. Her biological sister, Mary Blanchet, read a letter to Sister Ann, recalling memories from their lives. Another sister, Kathy Keefe, read a poem from A.A. Milne.

Elijah Matthews read an award winning poem written by his sister, Victoria Matthews about Sister Ann. Elijah was introduced by his mother, Pamela Matthews. Victoria Matthews was at a sorority event out of town. Elijah’s reading of the poem earned a well deserved standing ovation.

The ¡City Arts! Bucket Drummers and the Saint Michael’s Community Choir provided the music.

RI Women’s Fund opens applications for policy learning program

The Women’s Fund of Rhode Island has officially begun the application process for its 2015-2016 Women’s Policy Institute.

The institute, which began in 2011, works to increase the number of women leaders that are involved in state policy creation. Members will first be trained, and then will work to draft and support legislation concerning women’s issues. It has already been responsible for major policy changes, such as paid family leave and workplace pregnancy accommodations.

The program is open to women 18 or older who work in all sectors, and come from all backgrounds, races, and interests. The Women’s Fund said that “ideal candidates are passionate individuals looking to gain new skills and make a difference in the lives of women and girls.”

Candidates are chosen through a competitive application process. All applications are reviewed and applicants will be invited for in person interviews. After that point, 15 candidates will be chosen and invited to join the Women’s Policy Institute.

Those who are interested in applying can attend an informational session on July 28 at 5:30 pm at the Law Firm of William J. Conley, 123 Dyer Street.

Whitehouse helps to overhaul federal education law with Every Child Achieves Act

The United States Senate passed the Every Child Achieves Act Thursday, which eliminated many of the provisions set forth in former President George W. Bush’s No Child Left Behind law. While No Child Left Behind was criticized for pressuring educators to teach to a test, the Every Child Achieves Act encourages communities to improve schools by finding strategies that work for each student.

Rhode Island Senator Sheldon Whitehouse helped to craft portions of the law as a member of the Health, Education, Labor, and Pensions (HELP) Committee.

“As I listened to Rhode Islanders on this issue, I heard the same things over and over again: we need to protect federal funding for local districts, give more control to teachers and local officials to design education plans, and get rid of high-stakes testing that has harmed students and teachers by placing too much emphasis on test scores,” Whitehouse said in a press release.

Under the new law, yearly testing will remain for grades three through eight, and once during high school. But, funding and improvement strategies are no longer tied just to the outcomes of these tests. Now, a number of factors will be considered, such as graduation rates, the enrollment rates for Advanced Placement classes, incidents of bullying and violence, and teachers’ working conditions.

Whitehouse penned a number of provisions in the law concerning a range of topics, such as middle school success, after school programs, support for students suffering from addiction, grants for an American History and Civics program, and support for unique, high-ability leaners.

Whitehouse also helped to author language in the bill that requires states to properly assess the needs of students when they enter a juvenile justice facility. States must make sure that students have access to education opportunities while in these facilities, and that the credits they earned while in that setting will transfer to a regular school when they return.

“Overall, these policies are intended to ensure that troubled children who enter the juvenile justice system are given an opportunity to reform their behavior and get ahead, rather than being marginalized and falling further behind in their education,” the press release said.

Another large provision that Whitehouse wrote is designed to give schools a fast-track process for schools to obtain relief from regulations that can act at barriers to school-level innovations. These schools will be able to do a number of things, including extend the school day for struggling students, own their budgeting and accounting, and manage human resources. For a school to participate in this fast-track program, they must demonstrate support from administrators, parents, and at least two thirds of the teaching staff. These schools will also be allowed to form advisory boards to get the opinions of the business community, higher education, and community groups, and use those opinions to influence school planning. These “innovation schools” will remain part of their district, but also be used as locations for experimentation, and serve as a model for other schools in the district.

Whitehouse also partnered with Senator Jack Reed (D- RI) on a third provision, which authorizes funding to provide grants to educational agencies to give students better access to modern library materials, as well as arts-related education and outreach programs.

“Our core goal is to provide all of our kids with the best possible education, and I’m confident that the changes made by this bill will result in real improvements in our schools,” Whitehouse said.

Will Ken Wagner’s past in New York shape his future in Rhode Island

WagnerThis spring Governor Raimondo held meetings with various stakeholder groups to find out what characteristics they would want in an education commissioner. According to the Providence Journal article of July 7, “Common themes emerged, with each group calling for a leader who listens and is collaborative, thoughtful, and student-centered.”

In my view, the choice of Ken Wagner, currently senior deputy commissioner for education policy in New York state, does not meet these criteria.

According to the information that the Governor’s office put out about him, Dr. Wagner “led the development of EngageNY, a free curriculum aligned with new [Common Core] learning standards.” The rest of the story is that EngageNY has become an expensive fiasco in NY State. The NY State Education Department had originally contracted with three groups to create scripted module lessons for schools across New York at a cost of $12.9 million dollars of Race to the Top money. As educators began using the modules they found numerous errors, gaps, editing mistakes, and other problems. Is this the work of a thoughtful leader?

Dr. Wagner believes in the value of high stakes testing, and considers the Opt Out movement to be misguided. The failure rate across NY State on their Pearson developed Common Core Tests continues to be about 70%, with much higher failure rates for students with disabilities and English Language Learners. Since these tests were not independently validated, and many authorities who examined the practice tests and released items believe the questions to be developmentally inappropriate and unnecessarily confusing, how can a “failing” label be trusted? How concerned was he about the well-being of the students who were labeled failures?

New York state is one of the major areas of the country to see significant opposition to Common Core-related testing. Several hundred thousand students were opted out of the testing in April. Did Ken Wagner listen thoughtfully to the articulate and passionate parents in NY state who determined that these tests were not in their children’s best interest? Apparently not, since Wagner told New York Magazine, “we really believe that these tests are not only important but irreplaceable.” (By the way, NY state recently jettisoned Pearson for a different test developer.)

Of significance to parents concerned about the privacy of their children’s personally identifiable information, is the fact that Wagner was a stalwart defender of NYSED’s connection with inBloom, despite tremendous backlash from parents. inBloom was a company created and funded by the Gates and Carnegie Foundations with $100 million, and was designed to collect confidential, potentially personally identifiable student and teacher data from school districts and states throughout the country. There was the real risk that even de-identified student data could be re-identified when shared with software companies and other for-profit vendors, a practice allowed by a weakened federal Family Educational Rights and Privacy Act.

After much turmoil and several legislative hearings, the state legislature decided it had no option but to make inBloom illegal in order to stop it. Is this the way to collaborate with those who hold a deeply held and reasonable position different from your own?

Governor Raimondo’s introduction of Ken Wagner to RI stated that “Education is a ladder to the middle class, and investing in education will grow our economy because businesses want to locate near a pipeline of well-educated, well-trained workers.” Presumably Ken Wagner agrees. Is this really what RI parents and communities want from their public education system—workforce development? What about education for self-empowerment and for participation in a diverse and vibrant society?

I am distressed but not surprised at the governor’s choice. It is impossible not to consider potential influence from her husband Andy Moffit, who has worked in education reform for the global consulting firm McKinsey and Company. He also collaborated with Sir Michael Barber (formerly at McKinsey, now at Pearson) in the writing of Deliverology 101. This is troubling in that this book is a manual for consultants and managers to perpetrate a testing, data, and accountability mind-set, which is adopted from a soulless economics/finance/micro-managing paradigm misapplied to the most human of tasks–nurturing the next generation of self-actualized members of our society. The ultimate result, whether intentional or not, is the dismantling of public education as we know it and delivering it up to privateers.

Rhode Islanders need to do some serious homework and then express displeasure with this choice for commissioner and what it will inevitably mean for Rhode Island public school students, teachers, families, and communities.

On Tuesday, June 16, 2015, at precisely 2:01 AM, an unidentified editorial writer representing the flailing Providence Journal crapped the keyboard and hit the Post button.  Did it ever occur to him or her that the headline “Assault on Charters” was an exceedingly poor choice of descriptor for a school-based opinion piece?

Did he or she realize that the word “assault” in conjunction with any discussion of schools forevermore evokes the stark imagery of the 2012 Sandy Hook massacre?

Probably. To channel the late iconic musician Frank Zappa’s observations on the crass corporate commercialization of America’s 1976 Bicentennial celebration, “…not only that, they’ve been planning it for a long time.”

An image is worth a thousand words. And added to the 459 word, boilerplate anti-union screed Projo’s designated keyboard commander unleashed in his predawn barrage, it makes for a kilometer’s worth of column inches, meeting the expectations of the corporate watchdogs who sign the editors’ paychecks.

Rhode Island’s only major newspaper, wholly owned by out-of-state interests, seems doggedly determined to exploit the ongoing charter school discussion for the purpose of deconstructing public education in favor of privatized, investor-based marketing schemes.

The corporate roots of the school privatization movement can be traced to The Edison Project, the 1992 collaborative effort of educational media entrepreneur Chris Whittle and former Yale University President Benno Schmidt Jr. These links provide an essential starting point for any discussion of the school privatization industry, but they are secondary to the most intrinsic, gut-level concerns families have: the health, safety and welfare of their children.

The school privatization industry – its conceptualization, commercialization, and corruption – is a massive topic that commands major resources within America’s most prestigious think tanks, the progressive Brookings Institute and its conservative counterpart, the Heritage Foundation. Go ahead, Google yourself to the brink of insanity. Been there, done that.

There is wide ranging disagreement concerning both the reliability and validity of measuring academic achievement levels in comparative studies of charter schools and traditional public schools. Regardless of the perennial debate, it is no mystery to teachers why charter schools are universally embraced by their clientele: 100% of the families who choose a given charter school are there because they want to be.

In the vernacular of cyber-age social networking, the stakeholders are “all-in.”

Traditional public schools should be so lucky. Their playing field is perilously rocky and meanders uphill all the way from start to finish. For public school teachers entangled in the bureaucratic typhoon of Race to the Top – U.S. Department of Education Secretary Arne Duncan’s mythical epic voyage their daily regimen is rife with the Scylla and Charybdis of Public Education – Disruption and Distraction.

Students in virtually every classroom in every public school in America bear daily witness to the turmoil washing over their teachers courtesy of the twin terrors Disruption and Distraction. The narratives that trickle down to students’ homes scare the bejezus out of every parent and guardian, and rightly so. Hello, Charter Schools.

Over the next couple of months, this series of articles will explore the state of public education from the point of view of classroom teachers at both the elementary and secondary levels. Unless you are a public school teacher, you probably cannot grasp the nature of the current state of affairs. It’s hard enough for teachers to sometimes believe what is happening to their profession. Ask one sometime.

Editorial boards of newspapers aligned with the school privatization industry, such as our own Providence Journal, will necessarily reflect the political goals of their corporate parents. Journalism jobs are hard to come by. The professionals comprising the ProJo editorial board are serious writers. But they too live between a rock and a hard place.

Welcome to the club, people.

URI part-time faculty won’t be ‘ignored, exploited and disrespected’

URI President Dr. David Dooley sat quietly as URI Part-Time Faculty United (URI PTFU) partnered with Rhode Island Jobs With Justice to carry signs and speak out at RI’s higher education board meeting Wednesday night against low wages, a lack of job security and a hostile work environment.

PTFU Executive Director Patricia Maguire said negotiations between URI and the part-time faculty have been dragging on for over 2 1/2 years. Rather than bargain in a fair and open way, URI negotiators simply say “we have nothing to offer you.”

Maguire said that her group has been reduced to “begging” for better wages and working conditions. “Any [school] president or the administration, that has received a substantial pay increase, did not have to walk around the university holding signs, asking for it. I’m not even sure they asked for it.”

Kenneth Jolicouer, with 35 years teaching experience in higher education and a host of honors to  his credit, said that working conditions at URI have deteriorated markedly over the last few years.

“I had my part-time position taken away in September 2013, because according to administration, I worked too many hours,” said Jolicouer, “15 hours in a staff position plus teaching two classes. This is a position I have held since 1992. As a result my URI pay has been cut by close to 50 percent.”

During Jolicouer’s entire 4 1/2 minutes of speaking, he was ignored by board member Dr. Jim Purcell, commissioner of postsecondary education, who simply messaged with his cellphone the entire time. It was only when Dorothy Donnelly, another educator with years of experience, demanded his attention that Purcell began to feign interest. At the 2m 15s point in the video below, Donnelly asks Purcell for his seat, which he graciously gave up.

“We have about 25 people here supporting us. About half of those are part-time faculty,” said Donnelly, “That’s no surprise. I’m even amazed that they’re here. I thank them for their commitment and their courage, because they are all at will employees.”

“We have been in contract negations for almost three years now,” said Donnelly, “and we have not had contact negotiations since last December.” Donnelly need that these meetings are known for their repeated delays and stalling tactics on the part of URI negotiators.

“Part-time faculty continue to be ignored, exploited and disrespected,” said Patricia Maquire. URI doesn’t believe in the value of the education they are selling, says Maguire. Devaluing the educators devalues the education.

Also speaking was Peter Nightingale, a member of the physics department at URI and Fossil Free RI, there to express solidarity with the PTFU. Nightingale took some time to speak about URI’s lack of interest in divesting from fossil fuels.

Percentage of Student Body SuspendedStudents with disabilities across Rhode Island are suspended from school at rates more than twice as high, on average, as their representation in the student body, an ACLU of Rhode Island report has found. These disproportionate suspension rates, like those that impact racial minorities, begin in the earliest grades, and are often for low-risk behavioral issues that could be addressed in other ways. During the 2013-2014 school year, every school district in Rhode Island and all but two charter schools over-suspended students with disabilities.

The ACLU report, “Suspended Education: The Over-Suspension of Students With Disabilities in Rhode Island,” found that students with disabilities comprised 32.90% of all suspensions between 2005 and 2014. This is more than twice what is expected, given that they made up just 16.11% of the student body population on average during that time. The report further noted that students with disabilities are over-suspended at the highest rates when they are in elementary school—a particularly vulnerable time when they should be receiving much-needed individualized support, not punishment.

Among our other findings:

  • Despite nationwide recommendations that suspensions carry significant risks and should be used only for the most serious infractions, suspensions of students, and students with disabilities, are often issued for low-risk, behavioral infractions. Further, nearly 36% of suspensions for such offenses over the years studied were given to children with disabilities, 2.23 times the rate expected given their representation in the population.
  • Twenty school districts and eight charter schools suspended students with disabilities at rates twice, or more than twice, as high as would be expected during the 2013-2014 school year alone.
  • Suspension disparities against students with disabilities begin, and are at their highest, in elementary school. Thirty-eight percent of suspensions for elementary school students were issued to students with disabilities, 2.58 times higher than expected given their representation in the population. High school students with disabilities were suspended nearly twice as often as expected.
  • The labels assigned to the behavior of even the youngest students call into question the overreliance on suspensions for normal childhood roughhousing. During the 2013-2014 school year, 266 suspensions for fighting or assault were issued to students between kindergarten and the second grade; 21.05% of these suspensions were issued to students with disabilities.
  • Altogether, 14.45% of students with disabilities were suspended at least once between 2005 and 2014, compared to just 6.65% of students without disabilities.

From the report: “The figures suggest that, while students with disabilities are supposed to be given myriad services, they are being removed from school not because of their behavior, but because of the failure of schools to meet their needs. Worse, they are being disproportionately suspended for relatively minor, and often subjective, infractions.”

In the report, we offer a series of recommendations to keep students in the classroom, including passage of legislation currently before the General Assembly that would limit the use of out-of-school suspensions for only the most serious offenses. We further recommended that the Rhode Island Department of Education and local school districts examine their data to identify disparities in the suspension rates of students with disabilities, develop plans to reduce those disparities, and investigate alternative evidence-based disciplinary methods.

Suspensions have for too long been a first response to children’s behavior instead of a last resort. That Rhode Island’s children with disabilities are suspended even when federal law requires they be given particular behavioral supports only underscores the overreliance on suspensions to address the behavior that comes with being a child. Children with disabilities deserve better than a ‘troublemaker’ label and a trip down the school-to-prison pipeline, and Rhode Island must work to do better by them.

Community organizations file petition to delay high stakes testing

standardized-testingThe ACLU of Rhode Island and a coalition of 11 other organizations representing youth, parents, the disability community, and civil rights activists Tuesday filed a formal petition with the state Council on Elementary and Secondary Education to initiate a public rule-making process to bar school districts from using high-stakes testing as a graduation requirement or grading tool before 2020.

After the Rhode Island General Assembly approved a moratorium last year on the use of high-stakes testing until at least 2017, the Council, with support from the Commissioner of Education, proposed to continue the moratorium until 2020 in order to ensure students, parents, and teachers had adequate time to prepare for the new PARCC test. However, in adopting final regulations, the Council reversed itself and instead gave school districts the authority, if they chose, to institute high-stakes testing with the class of 2017. Shortly thereafter, the Commissioner unilaterally advised districts that they could also begin using PARCC scores as a component of students’ grades as early as this coming year. These developments prompted our petition.

Under the Administrative Procedures Act, the Council has 30 days to respond, either by denying the petition or by initiating a rule-making process where the public can testify and the Council can consider whether to accept, modify, or reject the proposal. Accepting the petition would provide the public with its first real opportunity to discuss the Council’s expedited schedule for use of the PARCC.

In the letter accompanying the petition, we pointed out that across the country school districts are encountering problems with the implementation of statewide standardized testing; more parents, teachers, and students are opposing such testing; and the number of states using PARCC had declined from 25 to 13 in just a few years. Waiting until 2020 to use PARCC scores against students was necessary in order to give RIDE and school districts “adequate time to put the instructional and other supports in place to give every student a fair chance to pass the PARCC.”

In addition to the ACLU of RI, the Coalition to Defend Public Education, George Wiley Center, NAACP Providence Branch, National Association of Social Workers/RI Chapter, Parent Support Network of Rhode Island, Parents Across Rhode Island, Providence Student Union, Rhode Island Disability Law Center, Rhode Island Teachers of English Language Learners, Tides Family Services, and Young Voices signed on to the petition.

We emphasized to the Council that it did not need to take a definitive stand on the merits of the petition in order to initiate rule-change proceedings. “Although we hope to ultimately convince you of the merits of this rule change, we trust you agree it is at least worthy of a full public discussion, and of one sooner rather than later,” our letter stated.

Jean Ann Guliano, from Parents Across Rhode Island, said: “Once again, the state has implemented a top down mandate without providing parents a meaningful mechanism to hold districts accountable. Districts are simply not providing students – particularly those living in poverty, or with special needs or limited English proficiency — the supports that RIDE requires districts to provide and that students need to do well on the PARCC. Students should not be the ones held accountable for poor testing preparation.  This policy needs to change.”
