Rob Paquin of the RI GOP didn’t seen to disagree. “People that will flat out deny that it is taking place, they’ve missed the boat at some point,” he said. “It’s happening, I think a little more slowly than people want us to think.”

We also spoke about why climate change is a particularly vexing problem for the Ocean State and our tourist economy – and why we need to do more to protect both coastal wetlands, and the Ocean Mist!

housingHousing is among the key requirements for human survival. And it is arguably the single greatest defining factor for a community. The urban landscape, particularly in the US, has seen any number of experiments and approaches. Many have been abysmal failures.

Today, the “new urbanism” approach seeks to improve cities through a set of measures to increase density and decrease dependence on automobiles. To my mind, this all seems like a reversion to a 19th century approach, and that ain’t a bad thing. But it’s critical that future development not repeat the disastrous environmental impacts of a century ago.

This essay serves as the introduction to an ongoing discussion of housing policy in the greater Providence metropolitan area. It will layout some basic ideas in the form of polarities/conflicts/antitheses that future posts will build on.

I have some experience in this area, having reheated many a childhood dinner while my mother was at “the zoning board of peels.” (She later ran the Connecticut office of the Regional Plan Association.) I have occasionally been active in the local real estate market and have been a landlord for most of the past 17 years. And I have been a consultant around various urban planning and economic development projects. So perhaps I know a thing.

Markets versus policies

The single most challenging factor for housing policy advocates is that policies can only have a limited impact on the actual situation. Policies seek to shape the market, but the market generally finds a way to do what it wants. And when market-constraining policies are crafted as specific prohibitions or regulations, the real estate sector wields all the power it can muster to kill them before they become law. Which is not to say that the market should not be constrained or that housing policy should not be codified as law; it’s just a high mountain to climb.

The real estate market also brings an unflinching heartlessness to a life-critical area that, when it all goes wrong, can have devastating effects on individuals and communities. Homelessness in the US is largely driven by market forces that seek profit above all else. Those least able to absorb the shock of dislocation are the ones most vulnerable to it.

But we can also trace some of these dislocations to well-intentioned policies that have unintended consequences. Policies envisioned as helping a certain segment of the population—less advantaged, for example—usually end up helping the most advantaged and profit-hungry as well. It’s great to encourage owner occupation and neighborhood renewal; it’s bad when that becomes gentrification with its accompanying evictions.

So policy-makers and advocates would do well to act cautiously. The free market is a dangerous animal known for biting the hand that feeds it.

Houses versus communities

My biggest gripe with housing policy advocates is that they seem to lose sight of the fact that housing is the building block of communities. And the community, not the houses, should be the focus of the policy. Housing policy should not be about achieving some abstract aim like “density” or “walkability.” It should be about creating communities that work for the people that live there. High-functioning communities might have a high density or have services within walking distance of most housing, but these factors alone do not produce high-functioning communities.

Everything has trade-offs. Like in engineering, there is no perfect formula; there is only the best mix of compromises for a particular place at a particular time.

For example, in their zeal for density, urbanist can romanticize the effect that mass housing and corporate ownership will have on a community. Sure, that apartment complex looks great when it’s new; so did the ones that we now would classify as “blight.” Do corporate owners show the same care as owner-occupiers? As we’ve come to say in the House of Fry, “It’s not the machine; it’s the maintenance.”

Likewise, a dense, urban approach has environmental benefits in terms of fossil fuels and greenhouse gases, but it also has negative impacts in water use, waste water treatment demands, green space and stormwater runoff. Not for nothin’, but there’s a giant tunnel under Providence to store everybody’s poops during rainstorms, and that thing wasn’t free or without environmental consequence.

The point here is that the best approaches, the best communities, carefully balance the complex and conflicting issues in a way creates an organic response to the real-world situation at hand.

Building versus the built

One last conflict (for this essay, anyway) is that most housing policy only affects new construction. In other places or other times, this could have a major impact, but in a place like Providence, it can’t. There’s just too much stuff already built.

Any new policies need to accept the fact that most of this city already has an established mode: closely set, detached one-, two- and three-family structures. Bringing in other modes will necessarily change the quality of any given community. Again, this is not necessarily “bad,” but it is a factor that planners, policy makers and advocates need to consider.

Another aspect of this conflict is in how we look at design, architecture and historic preservation. How does a modern design impact a community of 19th century structures? Conversely, how far should we go in forcing owners to maintain historic architecture?

Those advocating in-fill development will find precious little open land in most of the city. There is some, certainly, on the South Side or out Manton Ave, but the vast majority of this town is already occupied. Perhaps that is why anything new or different creates such a ruckus. (Not that I’m specifically referring to the corner of Blackstone Blvd and Rochambeau…)

What lies ahead

How weird is it that the RI Future author most closely associated with the phrase “polemic, left-wing screed” is the one arguing for balance and moderation in this discussion? The irony certainly is not lost on a person who routinely refers to himself in writing in the third person!

I might know a thing, but I don’t know everything. And neither do you. Amongst us all, though, we probably have most of this covered. What’s not mentioned above, but will rear its ugly head soon enough, is how income or the lack thereof affects both the market and the policies that we craft. Like…real soon.

sheldon“Many said they weren’t scientists,” Rhode Island Senator Sheldon Whitehouse says in his 79th Senate floor speech on climate change. It was a direct shot across the bow to one of the craziest climate deniers in Congress, who will also soon chair the Senate committee on the environment.

If you’re looking to make lemonade out of Democrats devastating defeats in Congress, you can do a lot worse than watch our own Senator Whitehouse really start to go on the offensive when it comes to calling out climate deniers.

“If you’re not a scientist, check it out,” Whitehouse implores. “Ask the responsible scientists ask the leading scientific societies. If you don’t believe them measurements, measurements confirm what the scientists know. Sea level is rising, and the rise is accelerating. You measure that. With a glorified yard stick. It’s already up nearly 10 inches at the Newport Naval Station… The ocean is warming. You measure that. With a thermometer. Narragansett Bay is nearly 4 degrees Fahrenheit warmer, mean winter water temperature, than 50 years ago. That is an ecosystem shift.”

15:41 if you want to fast forward to Sheldon quoting Micheal Corleone. He also quotes Pope Francis. But the best line is his: “Friends don’t let friends deny climate change.”

“And just so you know, I’m not going anywhere,” he closes. “My state is small and coastal, and worse, bigger storms put us in serious danger. I am not going to ignore that.”

tobinBishop Thomas Tobin of the Providence Diocese is doing some damage control in a recent interview on the website Crux: Covering all things Catholic.

Tobin has a history of making strong political statements about contentious issues such as abortion, marriage equality and separation of church and state. He is never shy about his opinions of atheism and homosexuality. His political involvement even extends to elections, as when he advised Catholics to vote for Mother Teresa for governor rather than Raimondo or Fung.

This is, of course, his right. And to the extent that Tobin involves himself in the political discourse, he opens himself up to critiques (which I am happy to provide).

When asked by interviewer Michael O’Loughlin about his rhetoric, Tobin explained that his outspoken statements are “an expression of my own style. I don’t use a lot of filters. I just try to speak candidly and openly and personally, but hopefully never in a way that’s offensive.”

Still, the timing of this interview is interesting. The interview seems to have been conducted last Thursday, just days before the high profile and expected demotion of American Cardinal Raymond Burke. Burke famously said that the Catholic Church under Pope Francis “is like a ship without a rudder.”

Tobin’s criticism of the Pope – he once said Francis is fond of “creating a mess” – doesn’t seem much different in substance or style from Cardinal Burke’s statement. Could Tobin’s interview be seen as laying the groundwork for a preemptive defense? Note that the Crux piece never mentions Tobin’s most contentious and direct criticism of Pope Francis.

Tobin claims to be surprised that his words were perceived as critical of Francis, saying, “I guess when I offer these comments, I’m doing what I think the Holy Father himself has encouraged us to do, which is to be open, to be candid, to be transparent, to share our thoughts and our feelings without fear of any retribution or strong reaction.” [emphasis mine] In other words, Tobin really doesn’t want to be demoted like Burke was.

One wonders if Tobin is equally open to the idea of the people he supervises being publicly critical of his leadership.

We are not deserving, we are lucky

If we are lucky enough to have good health, a decent home and full bellies, we are quick to ascribe it all to our own efforts and slow to credit the largess of others or to the situational nature of our placement in the world. We love stories of hard work and sacrifice yielding great rewards and pretend to disdain inherited wealth and titles. We imagine, without evidence, that the world operates as a gigantic meritocracy, dolling out the proper amount of wealth and security to each according to their ability to earn it.

Our view of those who lead less wonderful lives is almost always tainted by a childish criticism of the person’s character. I say childish because I remember being child and learning about slavery in the United States. My first thought was, “I would never let anyone enslave me.”

As a child I was white and male and comfortably middle class. It was easy as a kid reading Marvel Comics and watching Star Trek reruns to believe that corrupt systems can be overthrown and bad people defeated. As a child, the world is black and white, and a child’s imagination, as wonderful and creative as it might be, lacks the ability to understand the soul crushing effects of psychological, emotional, sexual and physical torture that perpetuates an engine like slavery.

(I am reading an excellent book on this subject, The Half Has Never Been Told: Slavery and the Making of American Capitalism by Edward E Baptist that brings to light the cruelty of slavery through the lens of “unfettered” capitalism.)

These are the thoughts I had when thinking about my first night volunteering for Registry Week, the first step in the Zero:16 campaign to end veteran and chronic homelessness in Rhode Island by 2016. Last night I sat across a table at Crossroads, a homeless shelter in Providence, and interviewed around a half dozen people who are currently homeless.

The questions I asked were extremely personal at times, delving into physical and mental health, interactions with law enforcement and financial issues. Everyone had the right, even after consenting to the interview, to not answer any of the questions, but everyone answered every question. Some of the stories I heard were heartbreaking. The people I interviewed are not bad or possessed of some life defining moral failing. They are simply the winners of a lottery none of us wants to enter.

Certainly some of the people I talked to have issues with alcohol or the law, and some of the people I talked to don’t manage their finances properly or plan for the future, but these are not crimes. We all have friends and family with addiction issues and not all of us are smart with our money, but only some of us are homeless.

Homelessness is the end result of a number of unfortunate life circumstances. Most of us deal with these issues one at a time, some of us deal with two or three at a time. Most of us have family and fiends we can count on when things go wrong. It’s not our wonderful natures that immunize us from the terrors of the world, it’s the luck of the draw.

But the childish among us want to pretend that rewards and punishments are doled out fairly. Some of us made the right choices, went to the right schools, angled for the right job, avoided all the pitfalls and scored big. But deep down, we all know differently. That’s why some cities and towns (including, apparently, downtown Providence in Kennedy Plaza) outlaw feeding the homeless. Some people don’t want to see the victims of the game they are winning. It’s out of sight, out of mind, a willing dismissal of the object permanence we learned at nine months old or a cultivated cognitive dissonance.

Those of us who are not homeless might work hard and do all the right things, but when it comes time to account for our fortune the number one determinant is luck.

We are lucky.

panel studentFor those who wonder what is really going on in those big old high schools in Providence, Brown University is hosting a discussion about them Thursday, featuring as speakers the very students who experience or have experienced them on a daily basis.

It begins at 6:30 p.m. in the Salomon Center for Teaching, Room 001, the College Green. Twelve current and former high school students from Central, Classical, Hope, Alvarez, E-Cubed Academy, The Met and Paul Cuffee, will contribute their perspectives on a number of issues confronting their schools, such as their schools’ reputations, graduation and college admission rates, what students are offered for lunch, and what they believe makes a great teacher.

There will be a half hour of facilitator-generated Q&A  and then 45 minutes of interactive audience Q&A. The discussion is sponsored by Generation Citizen, BRYTE, Providence Student Union, and the Rhode Island Urban Debate League.

10 things Gina Raimondo should do as governor

Governor-elect Gina Raimondo will undoubtedly accomplish much as Rhode Island’s chief executive. Exactly what she accomplishes is up to us. Here’s a list of 10 policy ideas where I think she should spend her time and effort.

1. Raise the minimum wage. As a candidate, she pledged to lift the lowest legal hourly wage from $9 to $10.10 an hour and then adjust it for inflation going forward. The Economic Progress Institute says a single adult needs to earn $11.93 an hour to afford the most basic living expenses.

2. Outlaw payday loans. She’s been a vocal opponent of high-interest, predatory payday loans and Rhode Island is a regional outlier in allowing them – payday loans actually have a special carve out in state usury law. I suspect this will be the issue she will clash with House Speaker Nick Mattiello over, with former House Speaker Bill Murphy being a paid lobbyist for payday loans and a close friend of Mattiello’s.

3. Grab the I-195 project by the horns and turn it into the most exciting thing in the state. Providence is in the hugely unique situation of almost completely redesigning its downtown in one single generation – and long after people stop talking about 38 Studios and pension reform they will remember how the city changed after the highway was moved.

4. No more small ball when it comes to public education. Charter schools and high stakes tests are neither the cause of or solution to the systemic issues in public education – which is that inner city schools aren’t doing well. Rhode Island needs to have a big picture conversation about public education. Here’s hoping Clay Pell and Bob Healey are as much a part of that conversation as is the first gentleman.

5. Two-for-one: make the Ocean State the most resilient vacation destination. In the next four years, Rhode Island can expect sea level rise, devastating hurricanes, floods and even sustained droughts. Perhaps the best thing we can do to for the tourist economy is ensure it can survive any of that.

6. Rebuild Rhode Island. It’s not a super sexy issue, but it’s a necessary one. Fixing our failing infrastructure will not only help us get around, it’ll also put people back to work. And fixing our infrastructure isn’t just repairing roads and bridges – it’s also updating infrastructure for the 21st century, and this means more and better public transportation. A Narragansett Bay ferry could stimulate growth on many fronts.

7. Fill the Superman Building. See number 3. Get Roger Williams Law School to relocate here, and see number 8.

8. Double team the nonprofits. As goes Providence so goes Rhode Island, so it makes sense for the governor to work with Mayor Elorza in getting the property tax-exempt nonprofits to pay a fairer share for city services.

9. Sunlight. It’s no wonder Rhode Islanders don’t trust our government – they get to see so little of it.  Use your bully pulpit to end late night legislating, make elected officials more accountable to public records request and push hard for transparency wherever you see darkness.

10. What about jobs? I know this is supposed to be the first thing on everyone’s agenda, but if Gina Raimondo can take care of these nine issues, the jobs will fall into place and before we know it Rhode Island will be known for having the strongest economy in the country.

Rhode Island selected to join national campaign to end veteran and chronic homelessness

Zero 2016 temp logoAffordable housing and homeless advocates boldly claim Rhode Island will be the first state in the country to end veteran and chronic homelessness as they proudly announce their selection to participate in the national Zero: 2016 Campaign; which sets to the goal to end veteran and chronic homelessness in the next two years in selected communities.

Spearheaded by Community Solutions, Zero: 2016 is a rigorous follow-up to the organization’s 100,000 Homes campaign that housed over 105,000 homeless Americans in under four years. Rhode Island is one of five states (Connecticut, New Mexico, Utah and West Virginia are the other four) that were were selected to participate as full states. Also selected were 67 communities in 30 states and the District of Columbia. Combined, the group includes more than 234 housing authorities, local government entities, nonprofit organizations and community agencies; all are committed to ending homelessness among their veterans and chronically homelessness in their communities.

“All the work we have done for the past five years was to get us to this exact moment in time, to the place where we stand today – at the point of our state becoming the first state in the country to end veteran and chronic homelessness,” stated Jim Ryczek, executive director of the Rhode Island Coalition for the Homeless. “Thanks to the General Assembly that has begun to fund Opening Doors Rhode Island, our State’s place to end homelessness, our service providers and constituents who have wholeheartedly embraced the re-tooling of our homeless system, and our community partners in philanthropy, business and in the faith communities; we are ready to do this!”

The first step for the local campaign is Registry Week, the most extensive collection of data on the homeless ever conducted in Rhode Island. Over 450 volunteers will blanked the state in three nights; from Monday, November 10th through Wednesday, November 12th; from Westerly to Woonsocket, to collect data on every homelessness Rhode Islander. The homeless system will use the information collected during Registry Week to develop by-name files on every homeless person in the state. This will then enable quick and correct housing and service placement. Support for Rhode Island’s Registry Week and Zero: 2016 has come from the United Way of Rhode Island, the Rhode Island Foundation, and Rhode Island Housing as part of their commitments to tackling the issue of homelessness in Rhode Island.

Dr. Erich Hirsch, Professor at Providence College and the Chair of the Homeless Management Information System (HMIS) Committee, applauded the Registry Wekk stateing, “This is the first time ever, in the history of collecting data on homelessness in Rhode Island, that we will have such a complete picture of homeless Rhode Islanders. The data collected will enable to prioritize the most vulnerable Rhode Islanders and match them with the appropriate services and housing options.”

“Ending homelessness in our state is not a pipe dream,” added Ryczek. “It is a reality that is within our reach, within our lifetime. We must continue to summon the political and public will to make it so.”

Honor American vets, democracy with elections on Veterans Day

Veteran[2]One thing all veterans have in common is their commitment to defend our democracy, namely the right to vote and self-govern. The right to vote defines our nation and the values we project internationally. It is the American brand, our trademark as the shining city on a hill.

The importance of these values has been palpable in Afghanistan and Iraq. From 2004 to 2005, my fellow veterans protected Afghani and Iraqi citizens as they chose their elected officials and their future. While the path to those first elections might have been imperfect, the sacrifice of our servicemen and women to protect the process was nothing less than honorable.

If voting is worth the lives of Marines in Iraq, isn’t it worth a day off in the United States of America? I’ll share Veterans Day with Election Day so that every American can make it to the polls. There is no better way to honor our veterans’ service than by voting.

And holding elections on Veterans Day won’t dilute the meaningfulness of the day, On the contrary, it will highlight the Americans who protect our freedom to vote in the first place.

Elorza 001Providence Mayor-elect Jorge Elorza walked back his promise to join with advocates and demand that the General Assembly repeal the state ban on municipal minimum wage rates.

Inspired by ALEC, the General Assembly inserted a line in its budget preventing cities and towns from setting their own minimum wage floors without bringing the measure before the public for discussion. This was to prevent the Providence hotel workers from placing such a measure on the ballot so that voters might democratically decide on the issue. In doing so, the General Assembly trapped thousands of Rhode Islanders in poverty wages with no political recourse.

Readers might recall Elorza’s performance at the People’s Forum on October 22 when he told a cheering crowd that he opposed the state’s overreach and, if elected Mayor of Providence, would actively seek to overturn it. At the same forum, Mayoral Candidate Buddy Cianci agreed with Elorza that a $15 minimum wage was “fair.”

But Elorza sang a different tune on 10 News Conference. When asked by reporter Bill Rappleye if he would work to repeal the law now that he’s been elected Mayor, Elorza said, dismissively, “We’ll see,” before diverting the question to his usual rhetoric of growing the economy through tax breaks and regulation reform.

Four ideas that will improve Rhode Island

robert-healeyAlthough the electorate chose another for Governor, I still wish to share my ideas for a dynamic Rhode Island in hope that there can be some support for these visions. There are four ideas, all of which I had spoken of during my recent campaign, that I believe could profoundly change the game and restore Rhode Island to prosperity.

  • A statewide teacher contract
  • A state bank
  • A state monopoly over marijuana sales
  • And a revision of the election process

Statewide teacher contract

The idea of a statewide teacher contract for wages and benefits has great potential. By negotiating a teacher contract statewide on election years prior to the filing deadline for candidates for office would be a boom for Rhode Island.

By using the income tax system instead of property taxation to fund such an endeavor, the property taxes in most communities could be cut dramatically, fifty percent or more in most communities. This reduction in property taxes would result in seniors and others on fixed incomes being able to remain in their homes. It would also put the burden more fairly on those earning incomes, who, coincidentally, are the people who have children in schools.

The secondary benefit is that having low property taxes can serve as a lure for economic development. Presently, a high property tax rate would make business reluctant to locate. Just moving here places the responsibility of education costs on them, and, not having children in the system, they are in essence paying up front for services they don’t need.

With lower property taxes, a business would look favorably on locating, creating the jobs that would pay the income taxes required for education. It would work for economic development and by creating an environment of jobs, would then provide for education. It doesn’t change the cost, but it favorably changes the paradigm.

Sure, there is a possibility of a statewide teacher strike, but what sort of a deterrent is that? Yes, there will be resistance from entrenched teacher unions, but that can be negotiated away. There are ways to create a formula for the different wages that currently exist. It is not difficult.

Against these negatives, weigh the even greater potential for education. Local school boards, freed of the task of contract negotiations, would be liberated to focus on education policy, the very essence of their elected duty.

State-run bank

The second idea postulated was one of having a state bank. Since we pay roughly one half of a billion dollars a year to finance our state, why not become the bank? In doing so, we pay ourselves, freed of Wall Street and its ratings.

It is not a novel idea. North Dakota has been doing just that for almost a century. The problems relate to powerful banking interests that would clearly resist in that there is no money in it for them. Quite frankly, I see the biggest challenge in finding those honorable enough to serve in management, given the past struggles Rhode Island has had with corruption.

If we could get past this hurdle, and chart a well intended course to provide our own funding, we could seriously save the state billions of dollars and not worry about our debt servicing, since we are merely servicing our debt to ourselves.

Marijuana monopoly

A third idea is to have the state legalize marijuana sales and hold a monopoly. The state could utilize its land grant college, the University of Rhode Island, to grow the product. Under a legalized system, the state would then sell the product to the public. There would also be an educational benefit related to the agricultural program at the state university, a win-win as they say.

With the power of a state monopoly, the state could set its price to be twenty percent below the street value. In doing this, it would retain all the profits instead of the drug dealers. It would, in short, have a benefit of lowering drug crime in that it would put drug dealers out of a profitable business.

While states have legalized marijuana only to tax it, such an idea falls short. Taxing a product raises its street costs. Why would someone purchase taxed pot when they can get it on the street without taxes? The idea in creative public policy is to get a benefit to the state.

Selling the product below the street cost cuts out the middleman and provides all income to the state. Anyone purchasing the product will certainly not go on the streets to purchase it at a higher cost. In turn, this would reduce the criminal prosecution related to marijuana sales and use, saving precious law enforcement and corrections time and energy. It is that simple.

While there are some who will argue that legalization is fraught with danger, to legalize only to tax is not an alternative. The real value of legalization is for the state to be the grower and the dealer. Given the fact that we have the means of production, we are poised to exploit an opportunity.

And finally, it is time to step into the future with election reforms. Our state of the art election machines have now seen their age. We will be in need of new machines in the very near future. Why not use this as another opportunity to modernize our voting?

Instant runoff voting

It is without a doubt that multi-party elections are in Rhode Island’s future. The system that was designed for two party voting methods no longer holds as a viable position. In the last several elections there have been many elections by less than a majority. While we have legal provisions for election by plurality, it would be beneficial to all citizens to have a method that assures a majority of support.

There are two ways viable methods to resolve this problem. One is a simple system that requires a runoff election for the two candidates with the highest vote total if one hasn’t received over fifty percent.

There is, however, a far greater, and less expensive, method that can provide a better result. This system is used in Australia, Cambridge, and other communities in the United States. It is called Instant Runoff Voting, or IRV.

Under an IRV, a person ranks the choices for a particular office. That ranking is translated into a number of points based on the number of people running for office. For example, in a four person race, the first choice would get four points. A person’s second choice would get three points, and so on.

In this day of computerized everything, including vote tallying, this system is completely workable, and it will ensure that the person elected has the general support of the entire population. It is far more representative of the people in that your ‘second choice’ may win based on your individual preference.

Sure, this system will be resisted by the political powers that be in that it may threaten its power, but it is in the interest of the people that such a system can benefit Rhode Island in that it will restore faith in the election process.

Given that we will be looking to purchase new voting machines in the near future, it is time we consider a voting process before going out to bid. By stepping into the future, by giving the power to the people, by demonstrating that Rhode Island can make changes for the betterment of its people, we can then show the world that Rhode Island has escaped from its tortured past.

To continue on the course without entertaining change will merely lead nowhere. It is time to chart a new course, embrace a new vision, experiment with novel ideas. We have an opportunity, I urge those in power to consider them. Even though these ideas were based on my campaign, I freely encourage all to take them and implement them in a way that is responsive to the needs and the people of Rhode Island.

The old saying is that when all you have is lemons, make lemonade. In Rhode Island, even this is perverted. Stocked with lemons, to open a lemonade stand in Rhode Island would require a state permit to make sales at retail, zoning approval, and other regulatory compliance. Unless and until common sense prevails, and we actually work to exploit our resources, we will only have lemons.

PVD mayor’s election: complicated city, not class warfare

class-warfare-2014In the 2014 Providence mayoral election, municipal unions broke unanimously for Buddy Cianci, as did the Teamsters and others. When a huge margin from the East Side put Jorge Elorza over the top, Cianci’s union supporters immediately called it “class warfare,” saying there were two Providences—the East Side and everywhere else.

The data don’t support this assertion in general or in the particulars. It would be more accurate to say that the two Providences are the northern and western suburban precincts and everywhere else. But even this is too broad truly to capture the results. Like most things in life, it’s complicated.

Who won what by how much?

Alex Krogh-Grabbe, who was an Elorza operative and ran his website, produced this map of precinct level data drawn from the Board of Elections website. This map is different from other maps you might have seen because Mr. Krogh-Grabbe went to the extraordinary effort to hand collate precinct data, which is the only way to render these data into a manipulable format.

(This means he went precinct by precinct, hand copying the results into a spreadsheet or JSON file, then mapping that to precinct boundaries. The heavy lines are not the city’s wards but some sort of neighborhood breakdown. Great will be the day that all these data—precinct results, precinct boundaries, ward boundaries, etc.—are available from the city and state in open data standards. Until then…)

This map shows that there are many cities, or more aptly put, one complicated city. Cianci won most strongly in the most northern and western suburbs; Elorza won most strongly east of the Moshassuck River. In between, there is an interesting and complicated patchwork of support, with more of the city breaking for Elorza than for Cianci.

Look, for example, at the Valley. Two precincts that don’t just abut but seem to over-cross each other, broke more than 20% for each candidate. Likewise, the Jewelry district and Hospital district abut, but broke strongly in opposite directions.

Cianci clearly has support on the South Side, but Elorza countered in Elmwood, the West End and Reservoir. In a shock to many, Elroza took Federal Hill by a narrow margin.

Class warfare? Not so much.

Those crying “class warfare” need to step back and consider that Providence might be more complicated than they’d like it to be. Consider, for example, that Fox Point broke for Elorza by more than 20 percentage points or that Mt. Hope did the same by more than 10. Olneyville, Reservoir, deep in the West End and the brutal section of Smith Hill between Smith and Orms (my first PVD ‘hood) broke for Elorza.  Elorza also won portions of Hartford and Silver Lake. Not one of these neighborhoods fits the profile convenient to the argument that only rich, white people support Elorza.

It could be that the East Side / South Side coalition was a short-lived experiment that won’t be repeated. Or it could be that changing demographics and changing attitudes have produced a new electoral equation in the city. Or it could be that Buddy Cianci made a whole lot of people a whole lot of money during his multiple terms in office, and that money trumps pretty much everything.

Whatever happened in this election, I am certain of one thing: it wasn’t class warfare.

Providence should pass a parking tax

Cities with less parking do better economically and environmentally, so getting Jorge Elorza firmly behind a parking tax should be one of our top concerns.

When asked whether he would support a parking tax during his administration, Jorge Elorza blew a dog whistle for potential supporters and opponents, saying in effect “not now.” On balance, Elorza’s reply makes me confident that the mayor-elect’s administration will institute a parking tax if Providence voters push him on the issue. A parking tax is one of the most important economic development and transportation initiatives that the mayor could take on, and progressives should ready themselves to ask for its passage.

I feel comfortable trumpeting the impending passage of a parking tax because of the particular caveats Elorza had with passing one. He at first said “we can’t adopt it right now”, but then added this:

The larger reality is that our citizens are already over taxed, and we can’t consider adding anything new to that burden. Over the long term, if we can manage to lower some of the other taxes – property tax, the car tax, etc. – I would consider a parking tax, because it’s much more progressive tax. First, it requires visitors to the city to share a portion of the tax burden, unlike the property and car taxes, which only impact residents. It also incentivizes other forms of transportation and ride sharing. (my emphasis)

Why do I think such a seeming non-answer is hopeful? Because the caveats are built into the proposal itself. Proponents of a parking tax ask that the city tax parking, and use 100% of the revenue to reduce other taxes. A parking tax means a tax cut on your house or apartment. We should take this as a yes and start pushing Elorza to keep his promise. Yours truly much prefers a lowered property tax to a lowered car tax for obvious reasons, but even a lowered car tax in return for a parking tax wouldn’t be a non-starter.

Pittsburgh currently has the highest parking tax in the country, at 40% of value, and it brings in more revenue than income taxes for the city (I would favor a parking tax arrangement that also taxes “free” parking–see article here–but getting commercial lots to pay a tax would be a start). Allowing Providence to tax parking could create the right balance that would both favor development and create a fairer environment for ordinary people.

As a type of de facto carbon tax, a parking tax works much better than, say, the gas tax, because if the mechanism that discourages driving works to actually reduce vehicle miles traveled, the result will be an economic situation that favors less driving even more. When drivers reduce their vehicle use, gasoline tax revenues are reduced, and programs like public transportation budgets suffer. Raise the tax to get more revenue, and driving is reduced yet again. But drivers who shun the parking tax by driving less will leave lot owners with less revenue, not transit agencies. The owners of lots, who previously may have calculated that it was worth developing nothing and taking a fee each day from commuters, might get a different idea. On the other hand, if drivers continue to park, the city collects revenues which can be put into property tax reductions. This, too, would encourage infill. So we have a positive feedback loop.

A parking tax dodges some of the objections people could have to a land tax. Residents with big yards don’t need to worry that the city is going to try to punitively charge them for green space*. And a parking tax would favor smaller businesses that often struggle to compete with big boxes, but which produce more benefit with less cost to cities. Big business need not even worry so much, since catching up would simply mean following the set of incentives the city is offering. Got parking you’re not using? Build another store on it, or lease it out to developers for housing.

The parking tax, unlike the car excise tax, has the advantage of taxing non-residents as well as residents, making it a more progressive way of pricing the cost of automobiles to society. This set up also answers a critique I’ve heard of the car tax, which is that some people may find themselves unable to give up a car due to long exurban commutes out of the city. A parking tax would inherently tax those who work in the urban core the most, meaning that city residents who normally drive from nearby neighborhoods to their jobs in the core out of convenience would likely be the first to change their habits and use other methods to get to work, while those who live on the South Side but work out in the boonies at a Walmart would be unaffected. Since a parking tax would raise the effective cost of driving to the core while lowering the cost of living there, many residents would experience the parking tax as a break-even tax or even a tax reduction.

A parking tax, by lowering property taxes, would encourage infill. Currently, the city frequently awards tax stabilization agreements (TSAs) to downtown developers to help ameliorate the city’s huge parking crisis and get new building stock. TSAs have a built-in logic that makes economic sense, but residents nonetheless have good reason to feel annoyed at them. With very high property and commercial taxes (Providence has the highest commercial taxes of any city in the country, in fact), it just doesn’t make sense to develop parts of Downcity without some reduction in cost, so TSAs get something where the city might have gotten nothing. But instituting a parking tax will help to lower these overall tax burdens in a more equitable way. Now, not just those with connections to City Council, but also renters or homeowners in every  neighborhood of the city, will see a reduction in their taxes.

The parking tax should also please progressives because it asks for as much as it gives back. TSAs fundamentally lower taxes for certain people without any immediate short-term plan for revenue. In a city facing yet another fiscal shortfall in the coming year, that’s a problem. Raising revenue for the city from a parking tax while giving that revenue back would be a more balanced approach.

The immediate challenge for the parking tax will be getting a City Council resolution in favor of its passage. Based on my best advice from talking to a variety of city and state officials, I understand that the legislature would have to give Providence authorization to institute a parking tax. I know there are some who have said they’re interested in helping with this effort, but first City Council has to move forward.

I’m going to be working with City Council to build support for a parking tax in the coming year, and I hope that RI Future readers will join individually and as organizations to call on Council and the mayor-elect to pass it.

*I don’t contend that this is something that really happens under a land tax, as, in fact, land taxes often effectively act as parking taxes, but what I would say is that this clarifies the issue in voters’ minds.

What next in ward 3?

ward3-2When RI Future first broke the story of Marcus Mitchell’s write-in campaign, the mainstream media wouldn’t give it so much as a mention. But on the Wednesday after the election, it was big, big news. Ahead by a mere 22 votes in the “machine count,” Mitchell would ultimately lose to the incumbent Kevin Jackson on the mail-in ballots.

Regardless of anybody’s opinions of either candidate or their campaigns, we all should recognize that we have witnessed a near-historic exercise in the power of electoral participation. As I have written repeatedly, candidates running unopposed in the primary and/or general election are the hallmarks of a political machine, and political machines destroy communities.

Whether you like it or not, a large portion of Ward 3 made a powerful statement that they were dissatisfied with Jackson’s leadership and wanted a new voice. That portion of the ward proved just smaller than those who supported Jackson. And that’s how it goes in an electoral government.

The question now is: how will Jackson respond to the uprising against him?

Respond or retaliate?

There was a sense in the final week leading up to the election that the real winner in Ward 3 would be Ward 3. Suddenly faced with a serious challenge, Jackson remembered that there was a ward to be taken care of. Seemingly overnight, all the dangerous trip hazards that had lingered for many years on the commercial section of Hope Street were fixed.

But now that we’ve all recovered from the euphoria and/or depression and/or hangover, it has occurred to some in the Mitchell camp that rather than responding to their long-ignored issues, Jackson may chose to retaliate against those who opposed him. He was Cianci’s co-chair, the thinking goes, and we all know how Mr. Cianci dealt with such issues.

So far, I have heard nothing either way, nor was I out looking for it. This man does not live by politics alone. Were I one of Jackson’s advisers, my counsel would be to win over his detractors by acting on their behalf…you know, like an elected representative. Four years is time enough to heal the wounds and rebuild the coalition.

Conversely, those opposed to Jackson may well be wondering why they didn’t challenge him earlier. The conventional wisdom was that his stronghold would prove unbreakable. But if a last-minute, write-in candidate can take him to a hand count of the mail-in ballots, imagine what a proper campaign for the Democratic primary could achieve.

Jackson likely knows this as well. At a certain level, it doesn’t matter what he does over the next three-and-a-half years. If I were a gambling man, I would bet folding money that there will be a Jackson-Mitchell rematch in 2018 and this time for the Democratic primary.

The election over, it’s time for a $15 minimum wage

On Tuesday, voters in Alaska, Arkansas, Nebraska and South Dakota passed measures to raise the minimum wage in their states. These states are Republican strongholds, yet minimum wage increases passed overwhelmingly: 68.6% vs 31.3% in Alaska, 65% to 35% in Arkansas, 59.2% to 40.8% in Nebraska and 54.7% to 45.3% in South Dakota. These are conservative, hard-core red states, but the measures passed because no matter where on the political spectrum Americans stand, most of us believe in the fairness and justice of earning a living wage from a forty hour a week job.

Meanwhile, in California, ultra-liberal San Francisco leap-frogged all the competition by passing a $15 minimum wage ordinance in their city, and Oakland went to $12.25.

So what’s going on in Rhode Island?

Last year, the state raised the minimum wage to $9, from $8. This happened as hotel workers were fighting in Providence for a industry-specific $15 minimum wage and in short order a line was inserted into the state’s budget, without public debate or vetting, that prevented cities and towns from setting their own minimum wage floors.

Hunger Strike Rally 007The hardworking hotel workers had successfully petitioned the city council into placing a $15 minimum wage measure onto the ballot. Citizens of Providence would have voted on that measure Tuesday, if not for the actions of the General Assembly. There is little doubt that the measure would have passed here in Providence. I mean, seriously, are voters in Alaska, Arkansas, Nebraska and South Dakota more compassionate than voters in Providence?

Speaker of the House Nicholas Mattiello and Budget Committee Chairman Representative Raymond Gallison did everything in their power to circumvent the will of the people and democracy itself in a sickening display of cavalier corporate bootlicking. Indeed, so great is Mattiello’s obsequious desire to serve corporate interests that he specifically targeted Maria Cimini, the only representative to raise any objections to the measure, by backing her opponent in the primary. Cimini lost her bid for re-election.

Over the course of the election here in Providence, many candidates have voiced their displeasure at Mattiello and Gallison’s power grab. Mayor Elect Jorge Elorza, said that he would actively work to have the law overturned, so that Providence and other cities might set their own minimum wage floors. In the October 22 mayoral forum Elorza even hinted that he supports a $15 minimum wage. I look forward to seeing Elorza at the State House in support of whatever bill is introduced to overturn the measure. Gina Raimondo is also on record as saying that the minimum wage needs to be increased to $10.10 (though she has never committed to $15.)

The Economic Progress Institute says an adult needs at least “$11.93 an hour to afford their most basic living expenses.” That’s $3 over our minimum wage and probably still another $3 shy of a living wage.

Raising the minimum wage to a living wage will prevent more Rhode Islanders from slipping into poverty, losing their homes and postponing their educations. It will give parents, now working two and three jobs to keep an apartment, more time to be parents and keep their kids off the streets and out of trouble. It will increase the purchasing power of Rhode Islanders, driving money to local businesses. It will reduce people’s dependence on financial debt traps like payday loans, and allow people to start bank accounts to earn credit and plan their retirement or their kids college.

Raising the minimum wage to a living wage will help people live lives of meaning without the stress of grinding poverty and the hopelessness such a life inculcates. Even the more conservative states are acting in lieu of a federal increase. The more progressive cities across the country are acting in lieu of a meaningful minimum wage in any state.

For this to happen in Rhode Island, we need to pressure the General Assembly to reverse last year’s law that prevents cities and towns from helping hourly-earning residents out of poverty.

SherryContinuing a protest at U.S. Senator Whitehouse’s office last August, three Fighting Against Natural Gas (FANG) activists were arrested in the office of U.S. Senator Jack Reed on Halloween. They refused to leave until the senator would pledge to end to his support for expansion of the natural gas pipeline infrastructure.

Fossil Free Rhode Island stands in solidarity with the courageous protestors and takes emphatic exception to the statement issued by Senator Reed’s office that the senator is an “environmental champion” who “always puts public health and safety first.”

In June of 2013, the Obama administration launched the President’s Climate Action Plan, which touts natural gas as a “bridge fuel.” In June, the EPA proposed its Clean Power Plan that allegedly “will maintain an affordable, reliable energy system, while cutting pollution and protecting our health and environment.” Both Rhode Island U.S. senators, although aware of the problems associated with natural gas, are on record for their strong support of its expanded use.

At a public forum held May 16, 2014, responding to a question of the senators’ stands on natural gas, Whitehouse said:

I actually think that it is a bridge fuel.

He went on to explain:

I do think that trying to ease the choke points into New England so that we are not seeing price spikes, as a short-term benefit for our economy, is a value.

Reed concurred and stated that:

We should be able to generate significant resources to safely rebuild our pipelines in New England so that we do not have methane leakage so that we tap into energy sources around the country.

Unfortunately, a “short-time economic benefit” is inconsistent with the typical 50-year lifetime of natural gas infrastructure. Even more jarring is that science tells us that humanity has about a decade to develop a global, sustainable energy system. A report released in December of 2013 by a multidisciplinary team of scientists “conclude[s] that the widely accepted target of limiting human-made global climate warming to 2 degrees Celsius (3.6 degrees Fahrenheit) above the pre-industrial level is too high and would subject future generations and the earth itself to irreparable harm. Carbon dioxide emissions from fossil fuel use must be reduced rapidly to avoid irreversible consequences such as a sea level rise large enough to inundate most coastal cities and extermination of many of today’s species.”

More important than what the senators say are their omissions. In their pitch for a business-as-usual infrastructure in New England they mention that escaping methane is a serious problem. However, they fail to mention that 75% of the leakage occurs near the fracking wells rather than in the pipelines. Nor do they utter a word about the public health and safety concerns associated with fracking: “A significant body of evidence has emerged to demonstrate that these activities are inherently dangerous to people and their communities. Risks include adverse impacts on water, air, agriculture, public health and safety, property values, climate stability and economic vitality.”

Meanwhile, the planned use of natural gas is based on serious underestimates by the EPA[10] of how much methane leaks into the atmosphere. The bottom line is that this development is likely to exacerbate the greenhouse gas emission problem.

At the same time, this course of action will delay the development and deployment of renewable energy technology. In fact, it is but an excuse for inaction.  Indeed, one of the authors of the Climate Change 2014 Synthesis Report, that just came out,  Michael Oppenheimer, a principal author of the report said:

We’ve seen many governments delay and delay and delay on implementing comprehensive emissions cuts. So the need for a lot of luck looms larger and larger. Personally, I think it’s a slim reed to lean on for the fate of the planet.

The climate disruption resulting from “all of the above” is morally unacceptable in terms of its human, environmental, and economic toll.

20141105_123133Students and staff of Brown University gathered Tuesday on the campus green to protest the outsourcing of nine mail room jobs over the summer and the potential loss of two “mail driver” jobs this year.

Over the summer Brown laid off nine workers and contracted with RICOH, a Japanese corporation, for its mail room services. Brown said the move would save money and increase efficiency, but according to the protesters:

“Important packages have been lost, students have not received medication in a timely fashion, departmental mail has been lost, and lines for picking up packages can be extremely long.”

20141105_122044Perhaps more important than lost and late mail is the impact such moves have on workers and our community.

It is extremely difficult to find a good job that pays decent money and provides anything in the way of benefits. Now, thanks to outsourcing, its even more difficult. Outsourcing allows a company to lay off a bunch of employees and pay a lump sum to an outside vender who supplies low paid workers, usually temps who work by the hour and receive no benefits. This saves the company money and transforms good jobs that people can use to raise families and improve their lives into low wage poverty traps.

20141105_122113The rally was called because an analyst from RICOH was coming in to “assess the mail room drivers, positions that previously were not outsourced to RICOH.” Though Brown administrators Beppie Huidekoper and Beth Gentry claim there are no plans to outsource these jobs, protesters are skeptical. The same RICOH analyst came to Brown last year to assess the mail room, and now those jobs are gone.

The protesters are asking “that President [Christina] Paxson, Beppie Huidekoper, and Beth Gentry publicly commit not to outsource these jobs to RICOH, maintaining them as Brown employees. We ask that they disinvite the RICOH analyst.”

As workers, students and the community suffers, Brown pockets the profits. If Brown University can’t offer decent, well paying jobs to our community, why are they exempt from paying taxes?

Raimondo 002When Gina Raimondo took the stage as a newly minted governor elect, she pledge to build a government in Rhode Island that works for everyone, not just connected insiders. Was this mere rhetoric, or a shot across the bow of Speaker of the House Nicholas Mattiello, who presides over the Harwood/Murphy/Fox machine, the ultimate black box of Rhode Island politics?

There are things Raimondo and the other statewide office holders have said they want to do, such as repeal voter I.D., raise the minimum wage to $15, reform Rhode Island’s gun laws, tackle the issue of racial profiling and restrict the interest on usurious payday loans, (to name only a few) but tackling these issues in an even more conservative General Assembly seems an uphill climb.

Gorbea 001The Grand Ballroom of the Providence Biltmore was the wrong place for these kind of thoughts last night as the Rhode Island Democratic Party rocketed to victory in all the big races. Last night was a celebration. Representative David Cicilline, stepping off stage after delivering his victory speech, rushed back to the podium, a huge smile on his face, to announce Nellie Gorbea’s Secretary of State win to a cheering crowd. Treasurer elect Seth Magaziner’s victory speech was short and sweet and Lt. Governor elect Dan McKee’s speech went on way too long, but the best speeches came from Gorbea and Raimondo.

The night was not without suspense. There was a collective sigh of relief when channels 10 and 12 called the Providence mayoral race for Jorge Elorza, preventing the embarrassment and inevitable scandals of a third Cianci administration (for the next four years anyway, will a 77 year old Buddy try again in 2018?) Elorza was obviously pleased: I’ve never seen him so relaxed and at ease. He has a tough four years ahead of him, and he’ll be working with a City Council with more than a few new faces and a new, yet to be determined Council President.

Elorza 003 Passing by almost unnoticed was the defeat of Proposition 3, which would have called for a Constitutional Convention. The measure failed despite a drumbeat of support from the Providence Journal. I credit the hard work and enormous talent of anti-ConCon campaign coordinator Jenny Norris, but I’ll throw a special shout out here to Mike Stenhouse, of the RI Center for Freedom and Prosperity, who helped tank the idea by inviting Grover Norquist to Rhode Island in support of the measure.

Perhaps voters intuited something about this election that both supporters and opponents of the ConCon missed: this election will have a big impact on state politics. We have a new Governor, Lt. Governor, Treasurer and Secretary of State. We have very different General Assembly, a new mayor of Providence and a different Providence City Council. As a state we just voted in a lot of change, (not all for the better in my opinion but change nonetheless) and the addition of a ConCon was just a step too far.

What is sure is that the future of this state depends as much on organization and advocacy from the public as it does on its shiny new political leaders. This state is only going to get better if we hold these new political leaders accountable.
